About this file
DEP Contract No. HW510, Amendment No. 1 is an amendment to an indefinite delivery contract entered into on April 28, 2003, between the Florida Department of Environmental Protection (DEP) and METCALF AND EDDY, INC. The amendment addresses corrections to the original contract due to an inadvertent error in the indirect rates and multipliers, and provides for an increase in funding.
The amendment increases the contract's funding increment from $775,000 to $845,000, representing a $70,000 increase. The revised rate schedule (Attachment E) provides indirect cost multipliers for both office-based environmental personnel and field-based construction personnel. For environmental personnel, rates include overhead at 131.1%, fringe benefits at 37%, project management at 10%, and other direct costs at 5%, with a 10% completion fee applied to total labor costs. For construction personnel, the overhead rate is 100.5% with identical fringe benefits, project management, and other direct cost percentages. Subcontractor fees include a 10% equipment procurement fee capped at $2,500 per subcontractor per subtask, and a tiered subcontractor handling fee ranging from 10% for the first $50,000 of subcontractor total costs to 5% for amounts exceeding $100,000.
