Document Summary

This is Amendment No. 11 to DEP Contract No. HW510, a state and local indefinite delivery contract between the Florida Department of Environmental Protection (FDEP) and AECOM USA, Inc. The amendment was executed on March 29, 2010, and reflects the consolidation of METCALF & EDDY, INC. with AECOM USA, INC., resulting in consolidated multiplier rates. The contract was originally entered into on April 28, 2003, and has been amended multiple times since inception. The amendment increases the total contract funding increment by $120,000, bringing the total contract value from $13,355,628.37 to $13,475,528.37.

The contract provides comprehensive environmental and construction services including direct labor, laboratory analyses, equipment rental, vehicle rental, and personal protection equipment. Direct labor rates for environmental and construction personnel range from $11.00 to $75.00 per hour depending on classification. Laboratory services include primary analyses for metals, flame atomic absorption, furnace atomic absorption, gaseous hydride, cold vapor, sample preparations, and purgeables, with fully loaded rates ranging from $6.00 to $220.00 per test. Equipment rental rates are provided on daily, weekly, and monthly bases for air sampling/monitoring equipment, soil/sediment equipment, groundwater/surface water equipment, surface geophysical equipment, surveying equipment, and miscellaneous items. Vehicle rental rates include automobiles, equipment vans, and trucks at $68.00 to $97.00 per day. Indirect rates include overhead at 124.5%, fringe benefits at 38.6%, and project management at 12.5% applied to direct labor costs, with a completion fee of 10% applied to total labor costs. Expendables are compensated at $30.00 per day when fieldwork is conducted.
