The Contractor shall ensure that installation services are performed by personnel who are trained and authorized by the manufacturer(s) of the proposed furniture systems, where such authorization is required to maintain product warranty.
Upon request by the Contracting Officer or COR, the Contractor shall provide documentation verifying authorized dealer status and manufacturer-recognized installer training or certification.
The Contractor shall demonstrate the ability to meet the requirements of this PWS, including:
• Ability to provide required products and related services through applicable GSA Schedule ordering
• Demonstrated experience managing phased installations in occupied Government facilities
• Capability (self-performed and/or subcontracted) to provide installation, logistics, storage, and coordination necessary to meet schedule and operational constraints
• Proper licensing and insurance applicable to the services provided, including licensed electrical services if required
SECTION 11 – ADDITIONAL REQUIREMENTS
Information Security and Privacy
The Contractor shall comply with CDC/HHS facility access procedures, identification/badging requirements, and applicable CDC policies for onsite contractor performance. The Contractor shall coordinate site access needs and escort requirements, if any, with the COR and applicable CDC offices.
Safety, Code Compliance, Ergonomics, and Installation Standards
The Contractor shall perform all work in a safe manner and shall comply with applicable Federal, state, and local safety requirements, and applicable building rules. The Contractor shall ensure all installed sit-stand systems, accessories, and installation practices meet the following minimum requirements and performance expectations:
Clearance and Interference Control
• Side clearance: The sit-stand system shall maintain a minimum one (1) inch lateral clearance on each side between any moving worksurface/component and adjacent panels, partitions, worksurfaces, tackboards, or other obstructions throughout the full height travel range, unless a different clearance is approved in writing.
• Rear clearance: The Contractor shall maintain sufficient rear clearance to prevent cables from being pinched, bound, or compressed during height travel, including where power poles, panels, or fixed infrastructure are present.
• Vertical travel clearance: The Contractor shall verify that full height travel does not interfere with overhead bins, overhead storage, lighting fixtures, tackboards, shelving, or any other overhead/adjacent elements.
Pinch/Crush and Anti-Collision Protection
• Installation shall not create pinch, shear, crush, or entanglement hazards during sit-stand travel.
• Where available for the selected sit-stand solution, anti-collision/anti-pinch technology shall be enabled and configured consistent with manufacturer recommendations to prevent injury or damage during vertical travel.
Electrical Safety and Trip Hazard Control
• All electrical components provided under this contract (including surge protectors, power strips, desktop power units, and related wiring components) shall be commercially manufactured and UL-listed (or equivalent) and installed/used consistent with applicable safety requirements and building rules.
• Electrical installation and use shall align with OSHA 29 CFR 1910 Subpart S (electrical safety) and applicable building electrical codes.
• Extension cords shall not be used as a substitute for permanent wiring.
• Cable management shall prevent cords from crossing walk paths, hanging loose, binding during height movement, or creating trip hazards, consistent with OSHA 29 CFR 1910 Subpart D (walking-working surfaces).
Stability, Load Capacity, and Compatibility
• Sit-stand bases shall meet manufacturer-rated lifting capacity and shall support the combined weight of worksurface, monitor arms, equipment, and accessories without motor strain, instability, or risk of tip-over.
• The Contractor shall verify compatibility of existing monitor arms and mounted accessories with the sit-stand base configuration and shall ensure balanced load distribution.
• The Contractor shall install sit-stand systems consistent with applicable industry standards for desk/table products and ergonomics, including ANSI/BIFMA X5.5 (Desk/Table Products) and ANSI/BIFMA G1 (Ergonomics Guideline for Furniture), or equivalent current standards applicable to the proposed products.
Fire/Life Safety and Egress
• Installation and staging shall not reduce required corridor widths, obstruct exit access, or impede egress routes.
• Work shall comply with applicable fire/life safety requirements, including NFPA 101 Life Safety Code requirements applicable to business occupancies, as relevant to maintaining exit access and egress.
Accessibility Considerations
• Where workstation configurations are intended to support accessibility needs, installed sit-stand workstations shall maintain accessibility compliance where required and shall not reduce required clearances or access.
Preset Programming and Safety Limits
• Sit-stand controllers shall be pre-programmed as specified in this PWS.
• Preset heights shall not be programmed beyond manufacturer-recommended ergonomic or stability limits. Presets are default settings and shall not restrict user adjustment within the product’s designed range.
Material Handling, Warehousing, and Transport Safety
• During staging, transport, storage, and warehousing, the Contractor shall use safe material handling practices consistent with OSHA 29 CFR 1910.176 (material handling and storage) including palletization stability, load securement, and safe stacking practices that do not exceed manufacturer or pallet load limits.
• The Contractor shall secure materials and FF&E to prevent shifting, falling-object hazards, and damage during transport and storage.
Notification of Safety/Code Concerns
• The Contractor shall immediately notify the COR of any observed condition that presents a safety risk, code compliance concern, clearance/interference risk, instability risk, or egress/access concern. The Contractor shall propose corrective actions for COR review prior to proceeding in affected areas.
Panel System Installation Considerations In workstation panel environments, the Contractor shall specifically account for and mitigate risks including side friction against fabric panels, cable binding during travel, monitor arm imbalance, insufficient clearance at corners, and reduction of aisle widths due to staging or sequencing. The minimum one (1) inch side clearance requirement is a mandatory control to reduce damage and pinch hazards.
Section 508 Compliance
Section 508 and Accessibility Requirements Part A – Provision Reference HHSAR 352.239-73[8] Electronic Information and [Communication] Technology Accessibility Notice.
