About this file
This statement of work outlines requirements for a design-build construction project to replace the high voltage air conditioning system at the U.S. Agency for Global Media transmitting station in Kuwait. The project involves demolishing the existing chilled water system, including chillers, pumps, piping, and installing new direct expansion air handling units, condensing units, refrigerant piping, electrical work, and structural supports. Acceptable chiller manufacturers include Carrier, Daikin, Trane, and York. The contractor must complete all work within 365 calendar days, coordinating schedules to minimize downtime for the 24/7 broadcasting facility. The design-build contractor will submit design packages at 65%, 95%, and 100% completion for review and approval, and must provide as-built documents, training, and operations/maintenance manuals upon project acceptance.

1.0 SCOPE OF WORK
PROJECT INFORMATION
A. Project Identification: U.S. Agency for Global Media (USAGM), Kuwait
Transmitting Station, Transmitter Hall 5-6, HVAC Replacement.
B. Project Location: The Kuwait Transmitting Station occupies a 2200-acre site located 50 km north west of Kuwait City in Umm Al-Rimam, Kuwait.
C. Owner: U.S. Agency for Global Media (USAGM)
D. Owner's Representative: USAGM will designate a Contracting Officer’s
Representative (COR).
E. Project will be constructed under a single prime contract.
The Shortwave heating, ventilation, and air conditioning (HVAC) systems wereas installed in 2010 (TX 5-6 Building), and their cooling performance has deteriorated.
For the TX 5-6 building, there are two (2) 40-ton air-cooled chiller, one primary and the other as standby. The chilled water systems serve two (2) transmitter bays, Mechanical room, and the corridor.
The contractor shall supply all labor, equipment and materials. The HVAC system must be complete, functional, and operational in all respects. Installing Contractor shall provide and install all auxiliary devices and accessories for fully operational HVAC system. Contractor shall provide all rigging and hoisting needed to remove old chillers. The Contractor is responsible for disposing of old chiller and all old material from job, and follow all local policies and regulations regarding disposal. All work shall be performed during normal working hours from 7:00 AM to 5:00 PM. Warranty shall be for parts and labor for five (5) years on compressors, fans, and condenser coils. After completion, the contractor shall provide training and phone support for the warranty period.
The building and site drawings included with this Statement of Work illustrate the conceptual design of the project. Conceptual drawings shall be a guide to the Design Build Contractor to
STATEMENT OF WORK - Page 2 meet Tenants basic functional requirements.
2.0 REQUIREMENTS
The design and installation shall include, but may not be limited to:
MECHANICAL.
Demolition:
The demolition scope is for the removal of the existing chilled water systems which include chillers, pumps, piping, piping specialties, insulation, controls, structural supports, and selective ductwork demolition. The chilled water demolition scope is presented on drawing DM-101.3.
The extent of selective ductwork demolition scope is not known at this time.
1. Appendix Drawing No. DM-101.3 – Demolition - shows chiller and piping demo only.
Extent of ductwork selective demo is not ascertained yet. A site survey is required.
New Work:
New equipment should meet applicable energy efficiency requirements in accordance with the Kuwait Ministry of Electricity and Water (MEW). LEED certification is not required; however, designs shall incorporate applicable sustainable and energy concepts from LEED, where possible.
Cooling loads will be based on what has been designed and reflected on existing drawings.
No load calculation is necessary.
American Society of Heating Refrigerating and Air Conditioning Engineers ASHRAE Design Conditions for Kuwait:
Normal Design condition: 47.9C (118.2 F)
Each of the existing AHUs will be replaced by a new AHU DX (Direct Expansion Refrigerant AHU). Each of these AHU DX will be coupled with an outdoor Condensing Unit (CU). Insulated refrigerant piping connects between the indoor AHU DX and its respective outdoor CU.
New equipment layouts are presented on drawings M-101.3, M-101.3A, and M-501.3.
1. Appendix Drawing No. M-101.3 – Equipment Layout – shows “Carrier” AHU DX equipment overlay on existing AHUs and outdoor Condensing Units. Ductwork modification is not ascertained yet. A site survey is required to accomplish this task.
2. Appendix Drawing No. M-101.3A* - Alternate Equipment Layout – shows “Daikin” AHU DX equipment overlay on existing AHUs.
3.2. Appendix Drawing No. M-501.3 – Schedule of Refrigerant Piping Quantity and Sizes.
The existing AHU ductwork can be reused if the new equipment can reconnect to it. Selective ductwork demolition may be required, however the extent is not known at this time.
Test and balancing (TAB) will be required for this scope of work. New equipment will also require 3rd third commissioning certification.
* Note: The new AHU DX equipment is larger in physical sizes than the existing units. An alternate layout using “Daikin” AHU DX was done to see if there will be less impact on ductwork modifications.

ELECTRICAL.
The contractor must perform a site survey to confirm existing conditions before starting design phase.
STATEMENT OF WORK - Page 4
Individual split condensing units system to serve the facility: Based on the load analysis conducted, the existing electrical distribution will be able to support the load. A new panel is required to serve the selected CUs and AHUs. All of the outdoor equipment will require bonding and grounding to existing ground counterpoise.
1. Appendix Drawing No. E-101.1 – Electrical Floor plan – Shows added transformer, new MV switch and panels.
2. Appendix Drawing No. E-601.32 – Single line. Shows new panel.
3. Appendix Electrical Load Calculation.
STRUCTURAL.
Piping support bridges are being used to support the refrigerant piping, aboveground. These piping routes and piping supports are subjected to further site investigations. Raised concrete plinths of 31.5 inches (800 mm) high will be provided for supporting the condensing units.
3.0 ACCEPTABLE CHILLER MANUFACTURERS
Manufacturers:
1. Carrier
2. Daikin
3. Trane
4. York
Carrier’s selections are used as the basis for this Statement of Work because other Carrier brand equipment already installed on site that is well represented in Kuwait, seems workable on the layouts.
4.0 GENERAL REQUIREMENTS
PERIOD OF PERFORMANCE.
The period of performance for the Kuwait Transmitting Station – HVAC Replacement Project is 365 days. All work must be scheduled to complete within this timeframe.
PHASING REQUIREMENTS.
The Contractor shall coordinate with the COR to develop a sequencing plan to minimize down time and coordinate weekend work if required. This requirement is due to work at a facility with 24/7 operations where the broadcasting mission cannot be impacted. A sequence of events including partial demolition, such as individual chiller demolition, and partial construction, may be required to complete work with minimum down time. Contractor shall prepare and submit for approval a schedule for all phases.
DESIGN BUILD CONTRACTOR REQUIREMENTS.
Required Site Survey:
