About this file
This file is a community engagement survey results analysis conducted by Louisville City Government regarding the selection of an Independent Monitor for the Louisville Metro Police Department (LMPD). The survey collected 587 total responses from 148 submissions between June 9, 2025 and July 1, 2025, focusing on community preferences for monitor qualifications. The top three desired qualities identified were knowledge of Louisville and LMPD (38.67%), community engagement (36%), and prior experience with a Consent Decree (29.33%), followed by law enforcement experience (26.67%) and diverse experiences and perspectives within the team (32%). Additional important qualities mentioned by respondents included independence from law enforcement culture, objectivity, communication skills, transparency, and ethical conduct.
The survey demographics show a diverse respondent pool with 64.18% White participants, 20.9% Black or African American, and smaller percentages from other racial groups. Gender distribution was relatively balanced with 50% female and 45.59% male respondents, while age groups were primarily concentrated in the 35-54 range (46.97%) and 55+ category (40.91%). Open-text responses emphasized the critical importance of selecting someone completely independent from police culture and the Fraternal Order of Police, with strong emphasis on transparency, accountability, and the ability to communicate effectively with all community stakeholders. Respondents expressed both positive and negative sentiment about monitor selection, with concerns about potential bias and the need for genuine reform rather than performative community engagement.

Open Text Responses - Q3. Are there any qualities in a monitor that are not listed that are important to you?
It's important for me to know that the monitor is not intertwined with the FOP and law enforcement community. The culture of LMPD is rotten and those who have worked for law enforcement perpetuate and hide that instead of asking for officer accountability. The current Inspector General has done a wonderful job of leading us through the process up until this point and showing he is far, honest, balanced, and wants to see changes for our community. I do not trust this administration to choose an independent monitor. The listening sessions mean nothing if ultimately it is a box of community engagement checked and we put someone in this place that is from the rotten culture we are trying to weed out.
It is extremely important that they NOT be a social justice activist/ advocate. We want someone who will follow the law and not make excuses for why it shouldn’t be followed.
Strong reputation for being ethical. Too much corruption within our force.
A bi-partisan view that can actually TAKE authority from officers. Police have been allowed to much power and no checks to keep them in place.
Knowledge of the different communities and who lives in them
What is your age?

The Monitoring Team should able to effectively communicate to all members of the community their role, i.e. what they do, and what they don't do. Be direct with their responses and be responsive to community feedback.
An ability to listen attentively and assist in finding a balanced approach to solving some of our community issues.
At this point, someone who is a polyglot, practices Yoga on a daily basis and has synesthesia.
They must be from outside the system: no former or current police officers or anyone who has ever been employed in any capacity by a police department or similar, no judges or prosecutors, with the possible exception for a public defender.
An understanding that LMPD don't have carte blanche in the city and the ability to get LMPD to understand that because they clearly don't

No department insiders allowed. This should be an actual monitor who knows why they are there and for whom they work.

objective discernment without bias for or prejudice against the citizenry or the members of LMPD.
Educated individual who can stop blaming the Police for problems that started at home long before the law got ahold of them.
Regarding communication skills, someone who can translate and code-switch among stakeholder groups.
Someone who understands what the community needs to hear in plain language and understands the importance of updates. Need to head off rumors, stories, or anything unhelpful. Needs to be a team player and partner with

Not beholden to any government entity or business. Not political. Understands the findings of the internal investigation of the LMPD and the corruption discovered by the report.
Female candidate i feel it is important that the monitor is someone that has grown upward from a diverse background. it would be helpful if this person is either well heeled or well read. his experience with difference levels of people is going be to his Best asset!
