About this file
This is a Basis of Design Investigative Services document for the Texas Department of Criminal Justice (TDCJ) Murray Unit, prepared by Parkhill, Inc., for an HVAC installation project serving inmate housing in Gatesville, Texas. The project involves installing air conditioning systems in five dormitory buildings (J1, J2, K1, K2, and K3) with a total cooling load of approximately 450 tons. The scope includes three alternative HVAC system options: direct expansion (DX) cooling with split system condensing units, air-cooled chiller systems, and water-cooled chiller systems with cooling towers. All options utilize central station gas-fired air handlers with gas heating, new ductwork (particularly for K dorms), concrete pads for outdoor equipment, piping infrastructure, and a new emergency diesel generator to provide backup power. The document includes detailed HVAC load calculations, electrical distribution design, ductwork specifications, and equipment selections generated using IESVE modeling software.
The life cycle cost analysis (LCCA) conducted over 25 years with a 3% real discount rate identifies the water-cooled chiller option as the most economical alternative with a present value cost of $39,428,733, compared to $41,552,979 for air-cooled chillers and $42,152,219 for the DX system. The water-cooled system demonstrates superior energy performance with annual electricity consumption of 1,650,550 kW versus 1,834,307 kW for air-cooled and 2,021,554 kW for DX systems, resulting in estimated annual energy savings exceeding $150,000. First costs are estimated at $8,082,574 for the water-cooled system, $7,649,020 for air-cooled, and $4,926,064 for DX, with maintenance costs of $30,000 annually for chiller systems and $50,000 for DX. Equipment lead times range from 10 weeks for condensing units to 54 weeks for the generator. Utility rates obtained from TDCJ include electricity at $0.0909 per kWh, gas at $7.82 per MCF, and water at $0.00334 per kilogram gallon.

GENERAL
This analysis is to consider three possible HVAC systems that could be used to condition
Buildings J1, J2, K1, K2, and K3. HVAC system alternatives include air cooled chillers, water cooled chiller plant with a cooling tower, and DX condensing units. All alternatives will utilize central station air handlers with gas heating. Electrical distribution upgrades to power the new units will also be examined. Analysis costs will include concrete pads for the outdoor equipment, piping between the air units and condensing units or chiller, and gas piping to the unit’s furnaces. A new emergency generator will provide power to the HVAC systems in the event main power goes down.
DISCUSSION
A. MECHANICAL – J AND K DORMS
This Life Cycle Analysis will look into three options to air condition Buildings J1, J2, K1, K2, and K3. All options will use similar gas fired horizontal air handling units. The
AHU’s will be installed in the existing mechanical rooms. New ductwork will be run in the K dorms to supply conditioned air into the space. J dorm air handlers will reuse the existing ductwork. The cooling mediums will be analyzed in this report. Actual energy costs for electricity and gas were obtained from TDCJ. Schematic drawings are located in Appendix F.
1. Option #1: Condensing units will be located as close to the served AHU’s as possible.
2. Option #2 and #3: The air-cooled or water-cooled chillers will be located south of the
Unit outside of the fence. Chilled water piping will be routed around the Unit to serve each J and K dorm. Future taps for extension of the chilled water system will be provided for the other buildings.
B. ELECTRICAL – J AND K DORMS
1. GENERAL
The electrical solution for the J and K Dorms will include a new normal electrical distribution as well as a new permanent standby generator to provide emergency power in the event of power loss to the new air-conditioning units. The new generator will be sized to support only the new HVAC equipment.
2. NORMAL ELECTRICAL DISTRIBUTION
The new electrical distribution system will consist of exterior rated, normal, and emergency electrical systems sized to support the new HVAC equipment.

Option #1 Electrical Distribution:
Option #1 will provide new distribution power for new condensing units (CUs).
It is proposed that a new fenced electrical utility yard will be located to the north of the “K” and “J” dorms, configure to provide the power required for the new condensing units at each “K” and “J” dorm
The gas fired air handler units (AHUs) will remain connected to the electrical distribution systems including the existing emergency generator systems and will utilize space made available by demolition of existing Supply Fans and Heating
Ventilation Units, in the existing associated motor control centers. It may be necessary to modify the existing motor control centers to accommodate the new
HVAC AHUs. New feeders (conduits and conductors) will be provided for the new
AHUs.
Option #2 and #3 Electrical Distribution:
Option #2 and #3 will be provided with new distribution power to power either the air-cooled chillers or water-cooled chillers. The chillers will be located south of the unit outside the fence. The new gas fired air handler units (AHU’s) will remain connected to the existing generators as described in Option #1 above.
The new electrical distribution system that will serve the new chiller plant will be located adjacent to the new chiller plant, outside the south fenced area. The new electrical distribution system will consist of a new utility transformer, new
480Y/277V, 3-phase distribution equipment, and a new standby generator system to maintain power to the chiller plant in the event of a power outage. This electrical distribution system and associated standby generator system will be sized to accommodate the new chiller loads required by the scope of this work as well as additional capacity to support future chiller plant loads expected in the future to support other buildings on the campus.
3. STANDBY EMERGENCY DISTRIBUTION
A new permanent diesel generator with an integral base fuel tank will be installed outside the main fence south of the unit with the main electrical distribution panel and the ATS. The new generator will operate at 480Y/277 volts. The genset will be furnished with a weather-proof enclosure and will have a line circuit breaker. The automatic transfer switch will be located in the generator yard as noted above and will serve the distribution panel for the new HVAC units and associated branch panels.

The fuel supply will be as specified in the TDCJ specifications for duration and will be based on operation of 24 hours of fuel. The unit will be located as indicated on the drawings and will allow for fuel truck access.
A remote annunciator will be provided and will be located as directed by TDCJ for monitoring. Power circuits for the battery chargers and block heaters will be derived from the existing panels.
4. FIRE ALARM AND MISCELLANEOUS CONSIDERATIONS
Based on the CFM of the units, duct-mounted smoke detectors will need to be provided to provide shutdown of the units in accordance with NFPA 90A. The duct detectors will be connected to the existing fire alarm control panel.
Convenience receptacles will be located at each of the new outdoor mounted air-conditioning units. These maintenance receptacles will be served from the nearest existing 208Y/120V branch panel.
C. LIFE CYCLE ANAYLSIS (J AND K DORMS)
1. Option 1: Direct Expansion Cooling Coils
The first system will consider cooling through the use of DX coils in each air handler with split system condensing units. The ground mounted air-cooled condensing unit will be located outside each building on the ground as close to the indoor air handler units as feasible to reduce the refrigerant line runs.
2. Option 2: Chilled Water Coils w/ Air Cooled Chillers
The second system will consider cooling through the use of an air-cooled chiller with chilled water coils in each air handler. Chilled water will be piped from the chiller to each air handler. The ground mounted chillers will be located plan south of the facility outside of the unit’s security fence. The chilled water pump will be integral to the chiller.
3. Option 3: Chilled Water Coils w/ Water Cooled Chiller plant and Cooling Tower
The third system will consider cooling through the use of a modular cooling tower paired with water cooled chillers with chilled water coils in each air handler.
Condenser water will be piped from the cooling tower to each water-cooled chiller, and chilled water will be piped from the chillers to each air handler. The ground
