Can a company propose on this solicitation if it has a Bona Fide Office within the geographic boundaries services by the Washington D.C., Baltimore, or Virginia SBA District Office but is Serviced by a different SBA District Office? The provision limits competition to those 8(a) who are serviced by those D.C. area offices in proximity to where the work will be performed.
