Manual Purpose
This manual sets forth the standard practices that shall be used in the preparation of engineering drawings for NASA
- Glenn Research Center, Facilities Division. It contains certain data considered necessary to obtain a practical uniformity in preparation and maintenance of engineering drawings and documentation
How This Document is Organized
This document contains 20 chapters divided into three parts and 11 appendices.
The first part of this manual describes how to conform to these standards: the purpose and scope of the standards, receipt and delivery of data, and communications.
The second part of the manual describes the technical requirements for CAD data.
The third part of the manual addresses general drafting standards and practices that are non-CAD specific or are applicable to GRC Facilities Division drawings in general.
The Appendices contain reference materials and detailed information supporting the requirements specified in the main body of this document.
Each of the chapters is devoted to a specific area of practice. Each contains a detailed set of instructions, specifications and standards to help guide the production of CAD documents. Each chapter is divided into a number of sections. The number of sections within each chapter varies. Chapters are sequentially numbered within the document. Sections are sequentially numbered within each chapter.
For ease of use, pages are numbered sequentially within each chapter. For example, pages in Chapter 1 are numbered 1.1, 1.2, 1.3, etc. and for Chapter 2: 2.1, 2.2, etc.
Figures and Tables are numbered sequentially within each chapter. For instance, Chapter 1 Figures are listed as Figure 1.1, Figure 1.2, Table 1.1, Table 1.2, etc.
Appendices are listed in alphabetical order (i.e., A, B, C, etc.). Pages are numbered sequentially within each appendix. For example, pages in Appendix A are numbered A.1, A.2, etc.

PART 1:
Conformance with the CAD Standards
1.1
1.0 - General
1.1 Purpose of the CAD Standards
1. This document is designed to help GRC plan and produce high quality CAD drawings. It is also designed to insure the continued viability of those drawings over long periods of time. As a federal agency, we are mandated to maintain records of the facilities and any changes to those facilities for the life of the facility.
To this end, we have established these CAD standards. This document establishes standards that govern every phase of the CAD production process. It establishes strict controls on the content, appearance, layout and organization of all CAD drawings used by GRC. It also establishes guidelines that govern the physical form of the CAD deliverables submitted to GRC.
2. This document sets performance standards for CAD data for, and delivered to, GRC including when building information modeling (BIM) is used.
a. CAD drawings exported from the BIM model must comply with the National CAD Standard and this document.
b. BIM standards and practices are currently in development by GRC. Contact GRC for direction.
3. These standards form the basis for review, critique and comment on all CAD drawings submitted to GRC for approval.
4. These standards are also designed to improve coordination between GRC and its contractors and insure closer coordination between team members. In short, these standards help to improve the quality of professional services obtained by GRC from its in-house staff and outside professional contractors.
5. These standards are designed to insure that drawings prepared by our contractors on CAD systems that are different from GRC are compatible with our existing drawings. This CAD standard is not intended to preclude the contractor from using their software of choice creating the documents. The contractor remains solely responsible, however, for meeting these specific submittal requirements, including the AutoCAD® software “.dwg” file formatted as described in this document.
6. Because CAD guidelines relate to an area of technology that continues to change, it is important that they evolve and improve. To ensure that GRC and its contractors conform to the broader scope of the National CAD Standards sponsored by the National Institute of Building Sciences (NIBS) CAD Council, these Standards incorporate recommended guidelines from the following:
• National CAD Standard, Version 5
• American Institute of Architects (AIA), CAD Layer Guidelines
• The Construction Specifications Institute (CSI), Uniform Drawing System (UDS)
• The Tri-Service CADD/GIS Technology Center, US Department of Defense
• GSA PBS National CAD/CIFM Standards
7. This manual is not intended as a manual of instruction in the basic principles of drafting. It is assumed that personnel engaged in the preparation of GRC drawings have had sufficient instructions in the fundamentals of drafting to produce acceptable drawings. The text, therefore, pertains only to practices initiated by the Facilities Division to obtain a practical uniformity of drawings and to insure that sufficient information is included in order that articles may be procured.

1.2 Why GRC Has CAD Standards
1. This CAD standards manual is part of GRC’s comprehensive facilities management strategy. Much of the CAD data created for GRC will be generated within or brought into GRC’s Adept Engineering Data Management System (AEDMS), GRC’s Drawing Information System (GDIS) and other electronic systems.
Therefore this data must follow CAD data standards to be readily useful within these systems.
2. GRC is committed to enforcing the standards of information delivery that insure predictability and the ability to easily reuse information. As a result, these standards will be included as part of the contractual requirements for delivery of electronic information to GRC.
1.3 Scope of the CAD Standards
1. This data specification covers all design, construction and maintenance documents prepared by or on behalf of GRC. The deliverables described in this manual must be provided for each sheet that is issued for design, construction or maintenance in a project or task and must include all supporting data files that are used to produce the finished sheets.
2. Legacy drawings undergoing revision shall be modified to conform to these standards. See Chapter 19, Revisions for exceptions and extent of conformance expected.
3. It is the prime objective of these standards to provide a convenient method of data acquisition and management of all graphical and non-graphical objects used in the generation of a set of drawings. This may be most readily achieved by implementing consistent and uniform qualities in such things as drawing title blocks, sheet/file naming, and layer naming.
4. If additional electronic design drawings or 3D models are provided, it is the responsibility of the contractor to initiate discussion with GRC to determine an acceptable format for those deliverables.
1.4 Who Must Use the CAD Standards
1. These Cad Drawing Standards shall be utilized in full compliance by every entity that performs drawing work for NASA – Glenn Research Center, Facilities Division (GRC).
2. Anyone who is going to prepare CAD data for GRC must read and become familiar with this document before proceeding with any work.
3. All contractors will be required to submit deliverables in accordance with this standard and any contract specific requirements. Further, compliance to other additional standards may be required per individual contracts.
4. Any deviations from these standards are to be approved in writing, in advance, by GRC CAD Point of
Contact. See Chapter 4, Communications for contact information.
1.5 Manual Responsibility and Distribution
1. NASA – Glenn Research Center, Facilities Division is responsible for the preparation of this manual and its subsequent revisions. Changes and additions will be effected by the publication of a change notice and\or new revised document.
2. Electronic distribution will be made to all Technical Leads, System & Facility Managers, Branch Chiefs, Contractor Officer’s Representatives, GRC Project Managers, Architects, Engineers and Construction Managers as well as our task order contractors for use in the preparation of drawings for initial design or modification of NASA-GRC facilities or equipment.

3. If additional or updated copies of this document or any of the supporting materials are required, please contact the Facilities Division GRC CAD Point of Contact. Upon request, the GRC CAD Point of Contact will send an electronic copy, in PDF format, of the current edition via electronic mail. 1.6 Dialog and Suggestions about the CAD Standards
1. The content of the manual is intended to be neither static nor all-inclusive and thus will be updated and enhanced as appropriate. Suggestions for improvements are encouraged so that subsequent updates reflect the needs of GRC and its contractors. Contractor’s questions are valuable because they help GRC understand the real world conditions of each project's design and the construction process. Questions will raise issues that will result in better CAD standards. Submit suggestions, as well as any pertinent new information that would enhance these standards to the Facilities GRC CAD Point of Contact noted in Chapter 4.
1.7 CAD Standards Quick Reference
1. A Quick Reference document has been created to accompany this manual. The Quick Reference is not a substitute for this manual but highlights points of high importance that are often questioned or missed.

1.8 Reference Documents and Coordination
1. The requirements and methods outlined in this document shall be worked in conjunction with any other standards or policy document issued by the Facilities Division for the purposes of drawing production and management. Any conflicts between document requirements shall be brought to the attention of the GRC CAD Point of Contact.

2.1
2.0 – Deliverables
2.1 General
1. All information described in this section is to be included in the electronic data deliverables. Any additional files are to be excluded from the deliverable package unless otherwise directed by GRC.
2. If the GRC Adept Engineering Data Management System (AEDMS) or the GRC Project eRoom is being utilized for the development of the deliverables required in this standard, where noted, sections of this chapter shall not be required.
2.2 File Submittals
1. Contractors will provide GRC with a complete set of the project's CAD documents in electronic form at each review submittal and at the completion of work.
a) Off-site non-AEDMS users must provide files as described in Section 2.8, Submittal Media or in accordance with contact documents.
b) Off-site eRoom or On-site non-AEDMS users may make arrangements with the GRC Project Manager for file submittal.
2. Provided files shall conform to the standards described in this manual.
3. Include ALL drawings included in the hard copy submittal, including any standard sheets (i.e., abbreviation sheets, standard symbol sheets, etc.) necessary for a complete document set.
4. Include all files, both graphic and non-graphic, required for accessing and using the project submittal drawings (e.g., Xrefs, Inserted raster images, object enablers, color tables, pen tables, plot files ((i.e. PC2 or PCP format)), etc.).
5. If a non-basic “vertical” AutoCAD product is being utilized, for example AutoCAD Architectural, or a non- AutoCAD product, GRC must be notified.
2.3 Neutral File Formats
1. CAD graphic files copied to neutral file exchange formats such as drawing exchange format (.dxf) and initial graphics exchange specification (.iges) can be read by numerous basic CAD packages. However, none of the neutral file formats currently available have reliable mechanisms to transfer the wide variety of non-graphic linkage mechanisms used in both basic CAD and advanced CAD application software packages. Therefore, neutral drawing exchange formats are not acceptable.
2.4 AutoCAD® Version File Format
1. All files must be delivered in the AutoCAD® native “.dwg” file format in a version that can be used by the currently supported version of AutoCAD® software within GRC without conversion. Currently, the AutoCAD 2007 File Format is the earliest version desired. Verify the current supported release of AutoCAD® software with GRC prior to start of work.
2.5 Virus Scans
1. All digital media, which contains files submitted to GRC, must be scanned for viruses. This includes all files received from sources within and outside the GRC.

2.6 Externally Referenced Files
1. Drawings that electronically link to other files for display of that file in the drawing know as an external reference (Xref) or inserted raster image, are to list the referenced files on the title block layer as noted in Chapter 17. This list will give an account of dependent files for the complete document. This information will also be added to the file description for master files. In all submittals, reference files shall be located in the same directory as the dependent files.
2. All Externally Referenced files shall be added in such a way so as to NOT include specific directory path names. The reference shall be relative to the drawing location.
3. If a previously referenced file is no longer required, it must be explicitly “detached” from the drawing so as to not give the impression a file is missing.
2.7 Plot Ready State
1. One drawing file corresponding to each hard copy submittal sheet is to be saved in a state that will be “plot-ready”. This is not to mean a “.plt” file but, upon opening of the standard file, all that need be done is to specify a plotting device to plot the drawing as intended.
2.8 Submittal Media
Note: The requirements for this section, Submittal Media, shall not be required if GRC’s Adept Engineering Data Management System or the GRC eRoom is being utilized for the preparation, storage and review of the CAD Documents.
1. All files are to be copied directly to the DVD / CD-ROM.
2. The use of compression or archive utilities is to be avoided but not prohibited.
3. Do not include compression / segmentation software with the submittal package.
4. If an Electronic file submitted to GRC must be compressed and/or segmented, the following software or file format may be used:

9. Contractors shall take whatever steps are necessary to physically protect media submissions during shipping. Packages containing magnetic media submissions must be clearly labeled as such.
10. All electronic files submitted to GRC shall become the property of GRC.
11. It is recommended that all contractors producing CAD drawings for GRC and not utilizing the eRoom or Adept Engineering Data Management System keep at least one (1) copy of all such CAD files available at their place of business for reference and archive purposes. Reference copies must be exact duplicates of the files submitted to GRC and must be kept in good working order.
2.9 Compressed and/or Segmented Submittals – File Naming
1. All compressed and/or segmented files created for or by GRC shall adhere to the following file naming conventions.
2. All compressed and/or segmented files shall conform to the MS-DOS® and Windows® file naming convention.
3. The File Name is subdivided into three different sections:
a) The first section of the File Name is eight characters in length. These eight characters are identical to the Project ID issued by the Facilities Division.

b) The second section of the File Name is one character in length. It designates the professional discipline whose work is shown on the compressed and / or segmented drawing(s). The following table shows the appropriate letter designations to use for this section of the File Name:

c) The third section of the File Name is three characters in length. These three characters are a numerical sequence. Compressed and / or segmented files for a specific discipline and Work Request are numbered sequentially as they are created. The sequence starts at 001 and ends at 999.

d) The File Type shall be set in accordance with the type of file submitted. For Example, a compressed file or archive generated by PKZIP shall use:

2.10 Submittal Documentation
1. Each submittal is to be accompanied by an index file of all included files, and a file description for each file in Microsoft® Word format or PDF on every disk as well as any additional documentation described below.
Also, an 8 1/2”x11” hard copy print out of the same information shall accompany the submittal.
2. The index file describing the contents of the submission shall include:
a) The name, address, and phone number of the contractor
b) The project name and building number
c) The name of the GRC project manager
d) The date of issue of the submission
e) The work request number
f) The index should comprise a table with one row for each CAD file in the submission. The columns should represent:
1. The name of the CAD file
2. The disk on which the CAD (or ZIP) file can be found (if applicable)
3. The drawing number as assigned to the contractor by the GRC project manager
4. The title of the drawing as it appears in the title block
5. The date of issue of the drawing
6. X-Referenced files if used
3. If the submission comprises more than one disk, the same index file should be copied to each disk.

4. The delivered CAD drawing files must be accompanied by the additional documentation described below.
This information must cover all CAD files delivered to GRC:
a) A list of any extended discipline codes, non-standard drawing type codes, and user defined codes that are used in the CAD file names.
b) A list of approved exceptions to the standard layer structure (a single exception list is acceptable if all files conform to the list).
c) A list of any deviations from the standards, with reference to the written approval obtained for those deviations that required prior approval.
d) A description of any third party products used with the drawings with reference to written approval obtained for their use. This is necessary if the CAD application software:
1. Affects the GRC’s ability to review or edit the drawings
2. Requires the GRC to own a license to the software to work with the CAD files without violating the software's copyrights.
2.11 Software and Software Licenses
1. GRC strongly prefers that the delivered CAD files be usable without any additional software licenses or installation. If additional software (font files, menus, symbol libraries, etc.) will be required, the GRC CAD Point of contact must approve it prior to its use.
2. If the CAD files cannot be viewed or edited without additional licensed software, the contractor must provide GRC with valid licenses for that software on acceptable delivery media.
2.12 Validation of Delivered Materials
1. GRC will validate that the CAD data and other materials conform to the CAD data standards at each submittal as part of the normal review process. Prior to final submittal, usually at the 95% submittal, GRC will request a final conformance review. GRC may return the materials at any time due to non-conformance to the CAD standards for remediation. See also, Chapter 3.0 on Quality Assurance.
2. Contractors are responsible for revising their submitted materials that do not conform to these standards.

3.0 – Quality Assurance
3.1 Conformance Reviews
1. GRC does not have an automated Standards Checking file/routine.
2. All CAD drawings produced by and for GRC must conform to these CAD standards. This shall include new drawings as well as revised legacy drawings.
3. Prior to final submission, all CAD drawings must undergo a quality assurance review by the GRC CAD
Point of Contact and/or the GRC Facilities Configuration Group.
4. GRC will only accept drawings that pass the quality assurance review.
a) The requirements for revised legacy drawings shall not be as stringent as that required for new drawings but effort shall be made to make them as compliant as possible to aid future work. See Chapter 18, Revisions, for more details.
4.1
4.0 - Communications
4.1 Requesting CAD Data from GRC
1. Contractors may request copies of existing data (drawings) for GRC facilities. Drawings are provided “as is” for the convenience of the recipient only. Much of GRC’s existing facility records are still in manual format and therefore a scanned image file in TIF format will be provided.
2. All materials provided shall be considered property of the GRC and either returned or destroyed as directed by GRC at completion of the project. The contractor shall be responsible for providing adequate security and controls while these materials are in his possession.
4.2 GRC CAD Drawing Package
1. GRC provides file packages containing this manual, supporting templates, symbols, programs and other documentation. This package will be provided as part of the contractor’s contract package and/or may be requested as noted elsewhere in this document. The individual components of the package will also be available in the standards area of the Facility Drawing Central Web site. See Appendix A for a listing of contents provided in GRC’s CAD Drawing Packages.
4.3 Requests, Comments and Questions (2 way communications)
1. All inquiries, requests and suggestions regarding the CAD Standards shall be directed to the GRC CAD Point of Contact. Contractors are required to make any requests for data (drawings) or clarification and assistance with these standards through their GRC Representative or the GRC Project’s Manager unless directed otherwise.

5.0 – Facilities – Adept Engineering Data Management System (Note: Sections 5.2, 5.3, 5.4 removed)
5.1 General
1. GRC Facilities Division uses a software Electronic Data Management product called Adept provided by Synergis Software to manage and provide configuration control of its electronic engineering documents. All electronic digital format and CAD drawings will be maintained and controlled by Adept.
2. For outsourced, active projects managed in a GRC eRoom, a complete drawing package shall be provided when ready to release for bid or construction for incorporation into Adept.
3. All CAD drawings must comply with these CAD standards to ensure proper operation of the product in maintaining these documents.
4. Use of Adept is limited to Internal GRC employees.
