Industry Day Briefing
• The purpose of this Industry Day and One-on-One meetings is for clarification of the Request for Proposal (RFP) and applicable documents. The Government will not provide advice to potential offerors on what to propose or what will elicit a favorable rating. NASA will not indulge in hypothetical questions (e.g. “if we propose this, how would NASA rate it?)
• All information provided during this Industry Day is notional. The Government anticipates a similar structure for the Final RFP, however it is subject to change.
• The RFP document when posted to beta.SAM.gov is the official call for proposals, and the language in it dictates the terms of the procurement, regardless of what may have been discussed in this Industry Day.
• The solicitation and any documents related to this procurement will be available at beta.SAM.gov. It is the Offeror's responsibility to monitor the site for the release of the solicitation and amendments (if any).

• The ACF is a 55,000 sq-ft building currently under construction that will co-locate core activities in Communications Technology & Development from around the campus.
– The ACF will provide more than 20 highly re-configurable laboratory spaces, to meet current and future demands for technology development. Included are a Near Field Range and a Compact Antenna Test Range.
– Common meeting spaces and hoteling spaces are provided to foster a collaborative and comfortable working environment in an academia-style atmosphere.
– Extensive provisions for cable and fiber-optic networking are provided throughout the building
– A rooftop range is included for radio and optical communication systems.
– The ACF is currently scheduled for completion in early summer of 2022.

• This purpose of this procurement is to acquire equipment for outfitting of the Near Field Range, Compact Antenna Test Range and Control Room with equipment to support core research activities in the development and characterization of advanced communications technologies.

• Primary Use Case: Conduct simultaneous, independent measurements across HNF and CATR
– High likelihood to be measuring multiple smaller aperture antennas (sub-1m class)
• Secondary Use Case: OTA measurements integrating/synchronizing HNF and CATR motion systems
– Desire to leverage probes/positioner systems to highest extent possible for alternate uses (i.e., communications systems hardware in the loop testing)
– Ability to route alternate signals to bypass HNF and/or CATR measurement system
• Typical to measure same AUT using multiple techniques (across multiple ranges) for cross-validation
• Current frequency measurements typically performed in L/S/C/Ku-Ka bands, with growth into Q/V/W bands.

Source Selection Procedure
• This Best Value source selection process permits tradeoffs between cost/price and non-cost factors and allows the Government to accept other than lowest priced proposal.
• Selection of an Offeror for award will be based on a trade-off, as described at FAR 15.101-1, between Cost/Price, Technical Capability, and Relevant Experience and Past Performance.
• As individual factors, Technical Capability is more important than Relevant Experience and Past Performance, which is approximately equal to Cost/Price.
• Technical Capability and Relevant Experience and Past Performance, when combined, are significantly more important than Cost/Price.
Price Factor
• A price analysis will be conducted in accordance with FAR 15.305(a)(1) to ensure that a "fair and reasonable" price is paid by the Government.

• The Government will evaluate three (3) areas of relevant experience and past performance of the Offeror:
1) Past Performance Narrative (PPN)
2) Past Performance Questionnaires (PPQ)
3) Past Performance Database (PPD)
• The results of the PPN, PPQ, and PPD evaluations will receive equal weighting in determining the Level of Confidence rating.

Volume II: Relevant Experience and Past Performance
• Relevancy:
Per the NFS 1815.305(a)(2), the Government will evaluate the Offeror’s, Major Subcontractor’s and/or Teaming Partners’ experience over the past three (3) years (currency/recency) to determine whether it is relevant to the SOW and the overall requirements of this procurement. Only contracts the Government considers relevant in size, content and complexity, as compared with the SOW, will be evaluated for relevant experience and past performance.
• Performance:
The Government will evaluate the Offeror’s, major subcontractors and/or teaming partners’ overall performance over the past three (3) years by considering items such as rating history and past performance as compared to the overall requirements of the RFP. In addition, the Government will evaluate cost management history, problems and resolution, contract terminations, relationship with subcontractors or teaming partners (including previous relationships with proposed teaming partners), management of large subcontractors, task order administration, cooperation with prior clients, and timeliness of complete business products.

Volume III: Cost/Price
• The Offeror shall provide a completed Price Breakdown Form that includes the prices for major work structure elements as outlined in the form.
• The Government will conduct Price Proposal evaluations in accordance with FAR 15.4. to determine if the price is fair and reasonable. The elements that will be considered include:
1. Comparison of proposed prices received in response to the solicitation
2. Comparison of proposed prices with independent Government cost estimates
3. Analysis of pricing information provided by the Offeror
4. For purposes of source selection, the total proposed price of the Base scope of work plus all Options will be utilized
5. The Price Proposal evaluation is not numerically scored nor will receive an adjectival rating. However, Price Proposal evaluation findings will be presented to the Source Selection Authority (SSA) for their consideration in the selection process ent Procurem ent –

• Safety – Safety is a key element of any activity occurring at GRC so the successful Offeror will be required to assemble a site-specific health and safety plan for activities at the ACF. • The successful Offeror will be provided access to the ACF while under construction, for planning and inspection purposes to aid in the final design and implementation phase planning
