Technical Specifications for Hillside Avenue Drainage Improvements
This technical specifications document outlines the infrastructure and paving work for Middletown Township, Bucks County, Pennsylvania, addressing stormwater drainage deficiencies on Hillside Avenue. The project scope includes installing new stormwater pipes, inlets, and connections to the existing stormwater system; re-grading the roadway for improved drainage flow; removing and replacing concrete curbing; performing full-depth and mill-and-overlay asphalt pavement restoration; adjusting existing utilities and manholes; and implementing temporary erosion and sediment control measures. The base bid work must be completed within 60 calendar days from the issuance of the Notice to Proceed. The specifications reference multiple construction sections including mobilization, traffic maintenance and protection, drainage improvements, concrete curb installation, roadway restoration and reconstruction, and landscaping restorations. All work must comply with Pennsylvania Department of Transportation Publication 408 standards and PennDOT specifications unless modified by the contract documents. The contractor is responsible for construction layout, utility locating and coordination, traffic control, preconstruction video documentation, dust control, and delivery of record documents (as-built plans) to the engineer prior to project closeout.
Pricing and payment terms establish mobilization at a maximum lump sum of $20,000, with maintenance and protection of traffic paid as a percentage of the lump sum amount proportional to completed contract work. All incidental work including dust control, cleaning, restorations, and utility coordination costs must be included in the various unit prices bid; these activities are not separate pay items. The contractor must obtain all required permits, insurance, and bonds and comply with Pennsylvania Act 172 regarding underground utility protection, notifying PA One Call at least 72 hours before excavation. Record documents payment occurs as a lump sum only after delivery and engineer acceptance, with no additional payment for change order-related record documents. The project specifications incorporate PennDOT standards by reference and require contractor compliance with nondiscrimination and sexual harassment provisions associated with grant funding. All materials, construction procedures, equipment, and measurement standards must align with Commonwealth of Pennsylvania Department of Transportation specifications unless otherwise noted.
