This document contains questions and answers regarding a solicitation for inspection and quality assurance support services. The National Institutes of Health seeks these services to support the design, construction, demolition, modification, renovation and repair of NIH facilities and infrastructure. Key details include that the solicitation requests pricing for mechanical, electrical and architectural/structural/civil inspection services based on an estimate of 125 projects per year requiring 1.5 hours of inspection per project daily over 90 days. Offerors may propose alternatives to these estimates. RFP pg 80 "1. Project Experience. The Government is seeking those firms with current and relevant estimating experience similar to the work to be executed under this contract." Can NIH provide a "typical research module" for both TAB and electrical metering pricing purposes for an "apples-to-apples" pricing comparison?

For the TAB and Electrical Metering Task Areas, the business pricing form is amended to include annual hours predicted for TAB and Electrical Metering services. These hours will be used for price comparisons only and to set pre‐determined hourly rates. When TAB and Electrical Services are required, a task order will be issued with more detail to allow for a firm estimation of hours and total cost of the TAB or Electrical

Metering service.

NIH has described in the RFP that they anticipate 30 projects a year will require TAB or Pre-TAB services per module. However, since the size and SOW for each module can vary greatly, so can the level of effort for these services. Question: Will NIH provide more details on the number of TAB points anticipated per project, OR does the NIH intend to compensate the prime contractor at an hourly rate for TAB services required for each project or provide the number of hours that should be planned for each module?

Metering service.

NIH has described in the RFP that they anticipate 30 projects a year will require Electrical Metering services.

Question-a: Is it NIH's intent to have us provide pricing for electrical metering services based on the “Electrical Metering Services” on page 9 of the SOW - using that information on page 9 as the basis for the 30 projects (ie "a typical research module")? OR does the NIH intend to compensate the prime contractor hourly for the electrical metering services required for each project?

Question-b: Since the size and SOW for each project can vary greatly, as such, so can the level of effort for these services. Can NIH provide more information as to both the number of circuits and panels/MCC points anticipated per project?

There is no line item for the markup of subcontractors. Please add a line on the pricing sheet for this.

Please use the "Other" line on the pricing backup sheet and note that it is for subcontractor markup.

Project Management Hours - In the attachment A, instructions item 2, there is no requirement listed for the hours per project per day for PM.

Are we to use an additional percentage on top of the total inspector's hours or it needs to be included in the total inspector's hours? This will ensure a fair comparison of bids across the board.

The required hours of contractor project management is to be determined by the Offeror. The business pricing spreadsheets show a separate line item for PM and NIH prefers it be included and billed as a separate line item.

however, should the Offeror decide to include PM activities in inspector rates, the Offeror should then put zero in the PM line and indicate that PM is included in inspector rates/hours.

Should CPARS be submitted in lieu of the past performance, if available for a submitted project.

Yes

RFP document - it seems like the margins on the right side are very tight. Please confirm that no text and content is being cut off.

Confirmed

PPQ Form - Please confirm part I mentioned in the technical Proposal Factor D Past Performance refers to items 1 thru 5 and Part II refers to items 6 thru 13.

Confirmed

Key Personnel Submission Requirements - Will multiple resumes be accepted for key personnel role? We ask this based on the number of hours listed in the Attachment A Pricing Templates, will require more than one person to fill the time.

Yes, we anticipate more than one person to fill the roles.

From the Attachment A Pricing Template - We used 125 projects for 90 days duration each and 1.5 hours per project per day to come up with a total of 16,875 hours. Please confirm this is the correct number required for all inspector hours.

Yes, those are the total estimated annual hours for

Mechanical, Electrical and A/S/C Inspectors. Offeror's may propose alternatives.
