SOLICITATION No. 75N99021R00003
CONSTRUCTION QUALITY MANAGEMENT SERVICES FOR THE NIH/ORF ROCKY
MOUNTAIN LABORATORIES, HAMILTON, MT
QUESTIONS & ANSWERS FROM INTERESTED PARTIES AND THE SITE VISIT HELD
21 JANUARY 2021
The following questions and answers are provided for general information purposes and does not change the solicitation documents in anyway. Having said that and based on the submitted questions and discussion at the site visit; I will issue on or before 3 February 2021 an amendment to this solicitation and extend the response date accordingly.
1. For the technical package for 75N99021R00003; is there any particular format for the proposal or any additional SF's other than the SF33? (No specific format is called for, see section L and no other SF’s)
2. Also, is the pre-bid/site visit mandatory? (No) If so, for those who are unable to attend the conference in-person, will there be an online viewing and/or will the minute notes be given after the conference? (No online, we’ll walk the site and campus, also the list of attendee’s and questions & answers will be posted at Federal Opportunities)
3. Reference: Solicitation, page 8. Article G.2. Key Personnel, Are only two key personnel (Contract Manager and On Site Project Manager) required under this contract? (It’s a negotiated proposal; that’s a baseline we developed, you can propose to that or propose what in your experience would be best)
4. Is the On Site Project Manager required to be On Site 100% of the time? (I would say that you’d have to look at the project and prepare a proposal to best meet the requirements of the project)
5. May the Contract Manager position be remote/Off Site? (I can see that role being filled by the home office, feel free to prepare your proposal in that manner if you feel it’s best for the project.
The “Contract Manager” position needs to an individual who manages the contract and is the Contracting Officer’s POC for all administrative matters regarding the contract.)
6. Reference: SOW, page 7. #11. Is the “General Inspector” position referenced here the same as the “On Site Project Manager” position referenced in Article G.2. Key Personnel? (It could be if you chose to propose it that way)
7. Or, are these two separate positions and therefore three Key Personnel, “Contract Manager”, “On Site Project Manager”, and “General Inspector”? (From our view; we’d like an administrative type person to deal with on administrative contract matters, an on-site person who will manage the construction project providing CQM services, and also provide any inspector’s that mat be required. If one person can do all that then propose on that if you believe it takes more personnel, then propose it that way)
8. Also, will there be an opportunity to virtually attend the pre-bid meeting on January 21st? (No)
9. Is paragraph “8. REQUESTED PROPOSAL BREAKDOWN” in the Scope of Work a breakdown requirement for the Price Proposal? (This part of the SOW will be revised in Amendment P00001 to be issued on or before 3 February 2021)
10. If so, how are we to crosswalk it against the Bid Schedule in Article B.2. PRICES/COST as the dates do not coincide? (We’ll issue an amendment correcting the SOW after the site visit.)
11. The RFP states “Award will be made to that Offeror whose proposal is the highest technically ranked and whose pricing proposal is determined to be fair and reasonable.” This statement appears to state the highest technically ranked offeror will receive the award as long as their price is evaluated as fair and reasonable. Is that a correct interpretation? (This is a standard FAR 15 Negotiated solicitation, utilizing specific tradeoffs; in this case we will weigh the two technical criteria and the price as indicated in the solicitation.)
12. The SOW states “The Architectural/ Engineering Firm (A/E) providing the Construction Documents also created a draft Quality Plan for the project and may be engaged as the Commissioning Agent”, and “Note commissioning is to be managed by the CQV authority and the CQM Contractor shall provide coordinated support to the CQV authority through supplying documentation of CQM services completed.” However, elsewhere in the SOW it appears to require the CQM contractor to perform commissioning services. Please clarify the role of the CQM contractor as it relates to commissioning – are they to assist the Government in coordination and management of commissioning efforts performed by others (such as the A/E and GC) or is the CQM contractor expected to perform all commissioning services and act as the commissioning agent? (Again, we’ll clear up the SOW by amendment after the site visit.)
13. Is Volume 1 of the project specifications available? (Volume 1 will be provided in the coming amendment.)
14. Is there an estimate for the number of full-time positions needed? (No but we’re very interested in what you think.)
15. Is the construction schedule available? (Not yet, as the contract has not been awarded yet, however we estimate to be about 2 to 2-1/2 years, consequently I’ll amend the solicitation for these services period of performance.)
16. Has a GC been selected? If so, who is it? (Not yet, I expect to have that award by May 2021)
