April 9, 2018 Solicitation 70Z087BPJT21100 - Replace Piping LGH MOQs Contractor Questions and Answers; Questions 1-6

1. When is the site visit scheduled?

a. The site visit is scheduled for Wed, 18 April 2018, beginning at 8:00 a.m. It is expected to take at least half a day, and may run into the afternoon. Contact the COR, Christopher Marquis, Christopher.s.marquis@uscg.mil for specific instructions. Regarding Base access for site visit:

i. RAPIDGate credentials are required for regular BASE access. Bidders already possessing RAPIDGate passes for Base Kodiak, should gain access for the site visit without further correspondence or government sponsorship.

ii. If any bidder/subcontractor personnel do not already have RAPIDGate credentials for Base Kodiak at the time of the site visit, they can be sponsored for a day pass by emailing the following information to the COR, christopher.s.marquis@uscg.mil more than one business day prior to the site visit:

1. Full Name

2. Driver’s License Number and State

3. Employer

4. Country of Citizenship

5. Date(s) of visit

6. Project they are bidding on

iii. Information for all personnel requiring sponsorship shall be consolidated and sent as a single email by the prime bidder.

iv. Bidders already possessing RAPIDGate passes for Base Kodiak must coordinate with Christopher Marquis, christopher.s.marquis@uscg.mil for information regarding the time and location of the site visit.

2. Is a SWPPP required?

a. The specifications require the Contractor to identify and follow best management practices for storm water pollution prevention within their Environmental Management Plan. It is the responsibility of the Contractor to keep the amount of open trenches below the limit established by the State of Alaska that would require a SWPPP. The Contractor is required to comply with State of Alaska regulations, including those that apply to a SWPPP.

3. Sod is not available from Kodiak Island sources. Specification 32 92 23 – 1.6 cannot be satisfied, please advise.

a. The Contractor shall find the most practical source of sod available, off island if necessary. In conducting our market research we found two potential sources on the road system within South Central Alaska.

4. Specification Section 01 00 00 – 1.2.2.C is incomplete. Please provide missing information.

a. Specification Section 01 00 00 paragraph 1.2.2 C. should read, “Exterior Facility Water. Use

HDPE pipe to replace exterior water service connections and join to the existing water mains for units listed in Table 1. Install a cut-off valve with cast iron valve box in each new water service line set back at locations show on the drawings. Install 3-way shut off valves at branches where indicated.” The next paragraph in the list is also labeled “C” and should be labeled “D” and the paragraph labeled “D” should be labeled “E”. There are no changes to the content of those two paragraphs and no further changes to the Specification Section 01 00 00.

5. Is the 1370 LF of asbestos pipe in Base Bid Item A.5 the same approximately 1370 LF of 12” and 18” diameter pipe shown on Drawing 2261 (Attach. 3) running down Eldred Rock and Albatross, or does Base Bid Item A.5 include existing services laterals to the various MOQ buildings?

a. All known or suspected asbestos pipe is identified on the drawings. The information on pipe material was obtained from available record drawings. The record drawings may not be completely accurate. There may be more or less asbestos piping than identified. That is why we have asked for unit pricing.

6. Please clarify references to “existing circuitry and source of power” in Section L.4 of the solicitation.

a. Section L.4 in the solicitation refers to the site visit and “existing light circuitry” and “source of power.” This refers to available lighting in the vicinity of the work. Most of the work is outside, however there is some work in the crawlspaces and there is a bare light bulb in most of those. Use of Base Kodiak’s power is not allowed. The Contractor may arrange for temporary power from the local utility (KEA) and identify a location for that service during the site visit.
