QUESTIONS & ANSWERS:
1. Work Item – O-41: Lead Base Paint Perform Spot.
KTR requests clarification for the above paragraphs listed. KTR finds that the work item paragraph 3.5 contains the requirement for removal of asbestos containing material which is priced differently than lead base paint removal. Asbestos removal should be considered a separate work item than lead base paint removal. No defined quantity of asbestos containing material is listed. KTR requests the following options be considered.
• Create a separate work item for asbestos containing material removal. Provide a defined maximum quantity of removal priced per linear foot or sq. ft.
• Both the asbestos removal and lead base paint removal should be activated and priced as a defined area or unit (lots) per discovery and removal based upon the report submitted per WI. This way all KTRs are all bidding a specified unit amount and based on each removal.
The section B would need revised to a unit pricing instead of Job such as 10 sq. ft. per activation or 10 LE per action.
ANSWER:
1. WORK ITEM O - 41: Lead-Based Paint, Perform Spot Abatement”, does not and can not
Identify the exact location of lead paint. As the following specification statement makes, bidders shall bid on 300 square feet.
This is an Optional Work Item - and will be activated by submittal of a CFR or CIR under separate a work item. The bid price is for 300 square feet of abatement which is an estimate of the approximate anticipated scope during the performance of the availability. The 300 square feet are not a single continuous area in a single compartment; instead, for bid purposes, the contractor shall assume the 300 square feet will be broken into several smaller areas throughout the vessel in way of repair locations. The final price of this optional item shall be negotiated at time of activation if more or less square footage of lead abatement is determined necessary.
There are paragraphs in Work Item 41, that alert to the presence of asbestos on the cutter.
The discovery of any asbestos interferences for this lead paint abatement Work Item, would prompt a CFR and potential Contract Change (negotiated growth) to deal with the asbestos discovery. Asbestos removal would be beyond the scope of WORK ITEM 41 and should not be included in bid of this item.
QUESTION:
2. Work Item – O-19: Propeller, Minor Repairs and Reconditioning, Perform.
KTR finds for repairs of the propeller there is a discrepancy between paragraph 4.1 and the reference DWG provided as 180-TE 4400-5 Rev-, Propeller (CGC SMILAX). Specification paragraph 4.1 lists the propeller as Manganese Bronze alloy, 5 blades, 46" diameter x 44" pitch. Reference DWG listed under the propeller data section lists the propeller as 4 blade
46” diameter x 42” pitch.
Confirm and provide the correct propeller information. Correct the specification to reflect these changes. In addition, if this information differs from that listed for WI D-018 correct that item to reflect the correct information.
ANSWER:
2. The paragraph 4.1 Propeller particulars. The propeller is as follows: Manganese Bronze alloy, 5 blades, 46" diameter x 44" pitch is incorrect.
The most current propeller selection (installed) for this Cutter is represented by Coast Guard
Drawing 180-TE 4400-5, Rev -, Propeller (CGC SMILAX) and is indeed 46” dia x 42” pitch, 4 blades.
WI 18 is correct, and WI 19 has been updated to reflect correction in Rev-2 Specification.
QUESTION:
3. Work Item – D-014: Tanks (Potable Water), Clean and Inspect.
KTR requests clarification for paragraph 3.4. No quantity of fluids to be removed is listed.
KTR requests the government provide this information for pricing and bidding purposes. In addition, KTR requests confirmation the same quantity can be used for WI (s) O-029 and O- 030.
3. Cutters try to come in with the tanks emptied to the listed low suction level. The remaining gallons listed in tank will be Contractor’s responsibility to remove. However, for bidding purposes bidders should assume max quantity as per Drydocking Work Item.
4. Work Item – O-007: Hull and Structural Plating (General) -7.5 Pound (3/16”) Steel Plate Renew – Tender.
KTR requests clarification on the plate thickness listed in paragraph 1.1 and WI Title. 3/16”
Plate is not 7.5 pound it is 7.65 pound as listed in WI O-008.
Correct the specification paragraph and WI Title to identify the plate requested for replacement in paragraph 1.1.
4. Correct plate thickness is 7.65 updated WI title in Rev-2 spec to read 7.65 pound and updated para 1.1 to reflect same.
5. Work Item – D-015: Propulsion Shafting, Remove, Inspect and Reinstall.
KTR finds the reference DWG listed does not provide the shaft sleeve tolerance/dimension information for the inspection required in paragraph 3.2.3.2.
Provide the shaft sleeve information requested for the inspection listed in 3.2.3.2
5. The inspections of 3.2.3.2 will/would result in a CIR per 3.2.3. The tolerances and dimensions are found on the drawing: Coast Guard Drawing 180 TE 4301-9, Rev B, Shaft
Details (General Notes has tolerances too). As drawing depicts sleeves have been removed and measurements would be on journal areas. If specific details on fits/tolerances are not apparent on drawing Contractor shall use best maritime practices to determine, cite reference in CIR for such cases.
6. Work Item – D-025: Rudder Assembly, Remove Inspect and Reinstall
KTR finds reference DWG 180 TE 2200-1 does not provide the correct or identifiable information on the following: tiller pin and bushing replacement 3.4.1.1, grease seal replacement 3.4.1.3 (part number on DWG is not identifiable), packing gland replacement
3.4.1.6 (dimensions provided but not full material type), testing criteria 3.6.2 that provide required operational parameters (TM).
Provide the information as listed in the above paragraph for repairs/replacements required by the specification.
6. Unfortunately, this is an example of an original 1942 drawing that is very deficient in detail, but it is all the documentation USCG holds. Contractor must renew in kind, using best marine practices, and removed items as samples, in part renewals (where drawing details are lacking).
3.4.1.1 Tiller Pin. No information discovered; Contractor would propose in CFR suitable replacement material after examination of “as found”.
3.4.1.3 Grease seal, no specific information available, renew in kind with what is discovered upon disassembly and in consultation with Coast Guard Inspector.
3.4.1.6 Packing. No s specific information available, renew in kind with what is discovered upon disassembly and in consultation with Coast Guard Inspector.
3.6.2 No parameters are known ,nor has past data been collected. Intent is basic operational test as described, using best marine practices as guide (if needed). Main purpose is to compare pre-work to post work to ensure a similar if not improved performance is realized.
7. Work Item – D-038: Fuel Oil Tank Gooseneck Ventilation Pipes, Renew
Paragraph 3.1.4 lists HPU fuel vent as an interference. Will the HPU tank need gas free to complete weld repairs? No information is provided for fluid of an HPU tank and no reference DWGs provide proximity distance of HPU tank and vent to the areas requiring welding.
Request the government provide HPU tank and vent distance from repairs listed in the specification, provide quantity of liquids for potential removal and gas free of HPU tank which would be an interference to the F/O vent repairs.
7. Guard Drawing 180-TE 8201-10, Crane HPU and PIPING Installation that shows the HPU fuel vent connecting to STBD tank Vent in Detail 72-B and Elevation 69-B. This drawing was not in initial drawing package and will be requested from our USCG drawing coordinator. This drawing will be included in Rev-2 Spec.
Contractor may, in the course of ship checks or in the course of actual work progress, discover more or less interference then offered.
USCG also does not engage in scope of gas freeing or the critical details of performing hot work safely for the work execution each work item it is a Contractor sole.
Capacity of Fuel tank is listed in WI 13. As listed in notes this WI will be in conjunction with WI 13 Tanks (MP Fuel Service) Clean and Inspect.
8. Work Item – D-044: Main Diesel Engine, MDE, Exhaust Piping, Commercial Clean
KTR notes the reference DWG 180 TE 4000-005 Rev – does not provide information for replacements listed as gaskets and fasteners paragraph 3.5.4. To properly ID the material requested for replacement the number of flanges for each exhaust system is required and the size of all flanges requiring gaskets. Note that exhaust flange bolts are not normally replaced when removed for exhaust inspections, cleaning and repairs unless damaged.
Request the government review, confirm and provide the following:
• The total number of flanges for each engine in the exhaust system with size of all flanges for gasket replacement.
• Confirm all fasteners removed for exhaust cleaning are to be replaced as listed in paragraph 3.5.4. Confirm fastener sizes and quantities if all are to be replaced.
Or revise specification for inspection of fasteners and submit a CFR.
8. DWG 180 TE 4000-005 Rev is incorrect the better and correct drawing is Coast Guard
Drawing 180 TE 5200-2, Rev A, Main Engine/Generator Exhaust Mods is the correct drawing. Corrections will be made in Rev-2 Spec.
Same drawing for Generators and MDE
Beyond what is provided on the drawing USCG does not hold information on flange quantity or sizes. Yes, all disturbed fasteners (per 3.6.4) are to be renewed.
QUESTION:
9. Work Item – D-045: Ship Service Diesel Generator (SSDG), Exhaust Pipping Commercial.
KTR notes the reference listed as DWG 180 TE 5200-2 Rev A was not provided. To properly ID the material requested for replacement paragraph 3.6.4 the number of flanges for each exhaust system is required and the size of all flanges. Note exhaust flange bolts are not normally replaced when removed for exhaust inspections, cleanings and repairs unless damaged.
Request the government confirm and provide the following:
• The total number of flanges for each engine in the exhaust system with size of all flanges for gasket replacement.
• Confirm all fasteners removed for exhaust cleaning are to be replaced as listed in paragraph 3.6.4.
• Provide the reference listed in the specification DWG 180 TE 5200-2 Rev-A
Or revise the specification to inspect all fasteners and submit a CFR with findings.
9. Coast Guard Drawing 180 TE 5200-2, Rev A, Main Engine/Generator Exhaust Mods is the correct drawing. Beyond what is provided on drawing USCG does not hold information on flange quantity or sizes. Yes, all disturbed fasteners (per 3.6.4) are to be renewed. This WI will be updated in Rev-2 specification.
QUESTION:
10. Work Item – D-046: Sewage Holding Tanks Clean and Inspect.
KTR notes that a quantity of liquid to be pump as listed in paragraph 3.5.1 is not provided.
No technical manual or references are provided to complete the requirements of paragraphs
3.7.1 – 3.7.3. There are two paragraph 3.4 (s) listed in the specification WI.
Request the government provide the following:
• A quantity of effluent to be pumped and disposed of for the initial cleaning.
• Technical Manual or Instructions to complete paragraphs 3.7.1 – 3.7.3.
• Correct the specification numbering discrepancy for paragraph 3.4.
ANSWER:
10. The Contractor for purpose of bid shall assume the tanks will be at full capacity per Dry
Dock WI. However, cutter will attempt to empty to the listed low suction level. The remaining gallons listed in tank will be Contractor’s responsibility to remove.
The post operation test of 3.7.1 compares performance to 3.4 Operational test - initial.
Corrected duplicate para-3.4.
The test are joint, since only USCG can operate installed equipment, Intent is to fill take with water, make sure the pressure switches activate as before (initial test). Make sure alarms sound at same levels as before. Make sure TLI functions as before. Testing ensures system will work similar to the functioning at start of work, that is all.
At conclusion test medium (water) is pumped out using installed pump to low suction (listed a s35 gallons).
No discovered drawings, procedures, or tech pubs have been found for the tanks TLI, switches, alarms, etc.
11. Work Item – D-047: Boat Boom Inspect and Service
KTR notes there are no references to complete the recurring maintenance listed in Table 1 for the specific boom listed. The STD Specification listed provides generic criteria that applies to a variety of equipment types that supplement the unit specific requirements
ONLY.
• TM and reference DWGs to complete the requirements of 3.2 Table 1.

Recommend the specification be revised to change the shower pan replacement for an inspection and a report submitted to the government with findings. Replacement to be coordinated based upon the report and any of the (3) shower pans requiring replacement shall be considered growth.
Or
Reference DWGs with each shower pan dimension for KTR pricing of paragraph 3.2.1.
12. Due to limited drawing references agree with KTR recommendation and changed Para 3.2.1 to inspect and submit CFR in place of replace shower pans. Updated in Rev-2.
QUESTION:
13. Work Item – D-028: Buoy and Cargo Crane, Inspect and Service.
KTR is informing the government of identified long lead time material. KTR finds that parts required to complete recurring inspections/maintenance as listed in paragraph 3.2 Table 1
Line 3 paragraph 2 Brakes, Line 8, Line 9 all have a MINIMUM lead time of 14 weeks ARO from Appleton Marine Inc. Based upon SMILAX Solicitation anticipated award date listed of May 1, 2023, this long lead time material now puts this WI and the availability end date in jeopardy.
Request the government provide all maintenance parts for the above listed specification paragraph 3.2 Table 1 lines listed as GFM.

No way to determine parts or additional work needed until all items above have been inspected and CFR/CIR’s submitted.
QUESTION:
14. KTR finds information provided in 1.1 is vague when researching parts requested to be replaced in paragraph 3.2.3. KTR requests the following:
Are the baskets and lids listed for replacement in 3.2.3 going to be addressed via CFR on inspection? What material are all baskets made of? Can the government provide model numbers and clarify/ensure/check manufacturer name for all strainers listed in 1.1? The KTR has found the information for the strainer listed as Groco VD 2500 so clarification for that item strainer parts other than basket material.
ANSWSER:
14. Spec reads: 3.2.3 Reassemble. Reassemble each strainer. Renew the basket, cover and packing gland fasteners; as applicable.
