About this file
This document is an amendment to a solicitation for drydock repairs to the USCGC Smilax. The Coast Guard is seeking responses by 27 March 2023 for repair and maintenance work on the vessel's propulsion systems, hull coatings, valves, piping and other components. Repairs include inspection and reinstallation of propeller shafts, propeller overhaul, sea chest maintenance, and hull preservation activities such as abrasive blasting and application of new coatings. Bidders should reference provided technical drawings and specifications for work items related to propulsion components, piping, valves and hull preservation. The amendment clarifies drawings and references, answers questions about scope, and notes that lead paint and asbestos abatement will be conducted separately from other work as needed. The selected contractor will perform required repairs at a drydock facility for the Coast Guard.

QUESTIONS:
1. I am a little confused by the statement in the below that drawings were not included in the solicitation for Smilax. I have reviewed the consolidated list of references and work items and find some of the drawing listed in the (5) not included/not required per your below email are the only reference for a work item. I have listed out to the right of the DWG number below the Work Item number that the DWG is listed as a reference. Is this going to constitute an Amendment and Specification Revision, or the Drawings will be provided as per the specification work item? Please reply to help clarify this issue to all in the Cc line. If I am reading your email incorrectly, I apologize in advance. Again, please let us know at your soonest.
Please note the following drawings are not available and were NOT INCLUDED in this solicitation.
Coast Guard Drawing 100 TE 1901-1, Rev-, Hull Zinc Protectors Listed in SMILAX WI 33 as the only DWG reference.
Coast Guard Drawing 100 TE 4400-003, Rev A, Propeller Hub & Fairwater Nut Details, 2 sheets

DRAWING: Coast Guard Drawing 180 TE 4301-002, Rev A, Propeller Shaft Details has been superseded with 180 TE 4301-007 which I have included in the file.
ANSWERS:
1. Thank you for identifying the noted drawing deficiencies. The Smilax is one of
USCG’s oldest Cutters and has undergone extensive drawing changes since the 1940’s.
The below correct drawing citations hopefully will resolve confusion and identify the correct drawings. All the correct drawings, except one, were also cited in the
Specification package and should have been received. The one new additional drawing is the Zinc Drawing (180 TE 1205-1) and can be requested from the USCG. These corrections will be provided in REV 1 Spec.

WORK ITEM 21: Stern Tube Interior Surfaces, Preserve 100%
Work item 41: Lead Base Paint, Perform Spot Abatement.
KTR requests clarification for the above paragraphs listed. KTR finds that the work item paragraph 3.5 contains the requirement for removal of asbestos containing material which is priced differently than lead base paint removal. Asbestos removal should be considered a separate work item than lead base paint removal. No defined quantity of asbestos containing material is listed. KTR requests the following options be considered.
• Create a separate work item for asbestos containing material removal. Provide a defined maximum quantity of removal priced per linear foot or sq. ft.
Both the asbestos removal and lead base paint removal should be activated and priced as a defined area or unit (lots) per discovery and removal based upon the report submitted per WI.
This way all KTRs are all bidding a specified unit amount and based on each removal. The section B would need revised to a unit pricing instead of job such as 10 sq. ft per activation of 10
Le per activation.
RESPONSE TO Work Item 41 Lead Base Paint Spot Abatement, KTR Request:
“WORK ITEM 41: Lead-Based Paint, Perform Spot Abatement”, does not and can not identify the exact location of lead paint. As the following specification statement makes, bidders shall bid on 300 square feet
1. This is an Optional Work Item - and will be activated by submittal of a CFR or CIR under separate a work item. The bid price is for 300 square feet of abatement which is an estimate of the approximate anticipated scope during the performance of the availability. The 300 square feet are not a single continuous area in a single compartment; instead, for bid purposes, the contractor shall assume the 300 square feet will be broken into several smaller areas throughout the vessel in way of repair locations. The final price of this optional item shall be negotiated at time of activation if more or less square footage of lead abatement is determined necessary.
There are paragraphs in Work Item 41, that alert to the presence of asbestos on the cutter. The discovery of any asbestos interferences for this lead paint abatement Work Item, would prompt a CFR and potential Contract Change (negotiated growth) to deal with the asbestos discovery. Asbestos removal would be beyond the scope of WORK ITEM 41 and should not be included in bid of this item.
