1.0 INTRODUCTION
1.1 BACKGROUND
The Department of Homeland Security (DHS) Transportation Security Administration (TSA) utilizes the Advanced Technology (AT)-2 Carry-On Baggage Screening System for the screening of passengers’ divested accessible property for weapons and prohibited items, particularly explosives. To assist in the screening of passengers’ belongings through the checkpoint, TSA has acquired screening bins (also known as trays) for use at the checkpoints to allow for passage of passengers’ belongings to include lose items such as shoes, laptops, loose articles of clothing, and other items that are not placed in a carryon bag requiring use of a bin.
1.2 SCOPE
This specification establishes the procurement requirements to facilitate the procurement of the AT-2 standalone systems screening Bins.
1.3 SYSTEM DESCRIPTION
The AT-2 Bins are deployed with AT-2 systems and are usable with all TSA Qualified AT2 X-ray systems, regardless of their vendors.
1.3.1 Major Components
The AT-2 Bin consists of one single component.
1.4 DEFINITIONS
The following terms were used in this document:
Term Definition AT-2 Advanced Technology Carry-On Baggage Screening System for the screening of passenger’s divested accessible property for weapons and prohibited items, particularly explosives.
Bin Bin refers to a container or a tray that divested items or carry-on baggage are placed in for screening by the AT-2 systems.
Lip Lip is the top ledge of a bin, often running around the bin.
Shall Bolded, italicized “shalls” are requirements that the vendors must meet.
Should Bolded, italicized “shoulds” indicates a goal that TSA has for the vendors’ submitted AT-2 bin to meet.
Stacking Stacking the bins refers to arranging, or nesting, a number of bins on top of each other to form a tower.

3.0 REQUIREMENTS
3.1 SYSTEM
3.1.1 Material
The AT-2 bin shall (1) be made of material that will not affect the automated threat recognition (ATR) performance. A. Bin shall (2) not decrease the Probability of Detection (Pd) or increase the Probability of False Alarm (Pfa) as defined in the latest carry-on detection standard.
The bin shall (3) permit an operator to distinguish the minimum levels of performance, in Table 1, after reviewing an image of the ASTM Test Kit, as specified in American Society for Testing and Materials (ASTM) International Standard F792-08, when the kit is place inside or on the bin.

It is critical for the TSA to verify and validate that security products provide the capabilities required in TSA operational environments. As a result, security products submitted for TSA use are evaluated at Transportation Security Laboratory (TSL) and/or TSA Systems Integration Facility (TSIF) to ensure applicable standards and requirements are met.
3.1.2 Physical
3.1.2.1 Size
The bin’s maximum exterior dimensions shall (4) be less than 61cm. in length, 52 cm in width, and 14 cm in height
The bin’s interior dimension shall (5) be greater than 57 cm. in length, 36 cm in width, and 10 cm height
3.1.2.2 Weight
The bin with respect to total weight shall (6) have a maximum weight of 40 ounces.
3.1.2.3 Design
The AT-2 bin shall (7) have lips/grips to facilitate grabbing, holding, or lifting to accommodate both left and right handed users. Lips/grips shall (8) be able to support up to 50 lbs. for 1 minute without noticeable damage to the bin or risk of any part of the bin collapsing under the weight.
There should (2) be a minimum of 2.5 cm (1 inch) lip/grip around the bin to allow for grabbing, holding, and lifting of the bin. The lip/grip may be continuous or varying per design, however, it should be a minimum of 2.5 cm (1 inch).
Shall (9) have reinforced lips, bottom, and ribs for added support so as not to crack or break for a period of 12 months when used daily under normal checkpoint operating environment at a busy airport. Shall (10) be durable enough to withstand a 4 foot drop onto a cement floor with no cracking or breaking.
3.1.2.4 Tracking
The bins shall (11) carry unique identification to enable the TSO to distinguish between the bins going through the AT X-ray System. The identification shall (12) be located or designed to not interfere with the screening process. Unique identifiers are by airport. Example: Airport X and Airport Y can both have the same unique identifier.
The identification shall (13) not be located on the center base (see Figure 1) which may become visible on or interfere with the AT-2 image. The identification shall (14) not impair the image quality requirements per ASTM F792-08. The identification shall (15) be readily visible on the x-ray images, shall (16) be easy to distinguish from one another, and shall (17) be visible on either top or side view (see Figure 1). The identification shall (18) not impede the ability to stack the bins. The identification shall (19) be large enough to be seen without the need to zoom in.
Figure 1: Possible Location for Tracking
The exterior of the bin shall (20) have identifiers on the exterior of the bin so that the bin can be tracked visually once leaving the x-ray. The external identifiers shall (21) correspond to the x-ray visible identifiers. The exterior marking shall (22) be at minimum 5 cm (2 inches) in height and
2.5 cm (1 inch) in width. The material used for the identification shall (23) be durable to not peel under expected normal wear and tear usage within a period of 12 months. Exterior identifiers on bin shall (24) not contain materials that would impact the x-ray image. For reference of possible external placement identifiers see Figure 2.

3.1.3 Ergonomic Safety
A single bin shall (25) possess no pinch points, sharp corners, or edges that can puncture, cut, or tear the skin or clothing, or otherwise cause bodily injury.
3.1.4 Storage
The bins shall (26) be stackable and not stick together for the ease of stacking and retrieving.
A minimum of 30 bins shall (27) be stackable without bending, tilting, or falling over when in rest.
A minimum of 30 bins shall (28) not fall over when in transit (for example carried from point A to point B on a bin cart). The total height of 30 bins stacked on top of each other should (5) not exceed 160 cm (63 inches) with respect to storage.
3.1.5 Sustainability
The bins shall (29) contain a minimum of 10% post consumer recycled content.
3.2 Reporting
The vendor shall maintain a reporting log depicting (1) applicable airports, (2) corresponding unique identifier, (3) delivery date. Example: (1) LAX (2) Unique Identifier 1 – 100 (3) Delivery Date 12/2019. Example 2: (1 ) LAX (2) Unique Identifier 101 – 201 (3) Delivery Date 03/2020
3.3 Warranty
If a bin is damaged under normal airport operations within one (1) year of delivery date, the vendor shall replace the damaged bin(s). Damage includes bins that crack and result in pinch points and exterior and/or interior identifiers no longer legible.
