Q1. If this contract is awarded, does that mean that the bin selected will be the only bin that airports will be able to purchase for use in their X-Ray machines (will the contract be a Requirements Contract)?

A1. No. The awarded contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract for only one size bin. There are no guarantees beyond the minimum stated in the solicitation. The intention of a single-award IDIQ is to use it as the vehicle to acquire the large enhanced security screening bins.

Q2. Will TSA Ordering Officials/Purchase Card holders be able to purchase other TSL approved screening bins under the micro-purchase threshold?

A2. The awarded contract will not be a Requirements Contract; therefore, there is no restriction in the Federal Acquisition Regulation (FAR) that requires all orders for bins to be purchased from the awardee. It will be an internal decision as to whether or not the awarded IDIQ is mandatory for use at the various dollar thresholds. The intention of the single-award IDIQ is to use it as the only vehicle to acquire the large enhanced security screening bins.

Q3. Will TSA Ordering Officials/Purchase Card holders be able to purchase other TSL approved screening bins up to the $25K P-Card limit?

A3. Ordering Officials will only be able to purchase from the awardee for orders exceeding $10K through $25K. Purchase Card holders are limited to $10K, and the FAR does not restrict the sources of supply under this dollar threshold. It will be an internal decision as to whether or not the awarded IDIQ is mandatory for use at the various dollar thresholds.

Q4. Is the bin to have unique identifiers on all 4 outside bin walls or just 2 walls?

A4. 4 walls. See updated specification section 3.1.2.4

Q5. Is the bin to have 1 or 2 unique identifiers on/below the top of the bin?

A5. 2 unique identifiers. See updated specification section 3.1.2.4.

Q6. Please clarify. Under 3.1.2.4, you require that bin labels need to be durable to not peel under expected normal wear and tear usage for a period of 12 months. Under 3.3 Warranty you state damage for exterior and/or interior identifiers defined as "no longer legible." Does this mean that labels that have "any peeling" whatsoever need to be replaced with a new bin? Also, what about label "scratching" caused by bin nesting...will this require a replacement bin?

A6. TSA will work within the constraints of the commercial warranty on a case by case basis, so long as the commercial warranty meets the minimum requirements as outlined in the solicitation.
