This states it is a Multiple IDIQ contract, so can you please verify there will be more than one awardee or will this be awarded to a single contractor?

This solicitatoin requires all classifications to be awarded under one contract.

PWS Paragraph 11(a) Security Requirements

Other than what is provided in C.7 PRIVACY AND SECURITY CLAUSES, What is the highest level of clearance that may be required in a task order? On average, what percentage of task orders require a top‐ secret clearance or higher?

Only if a clearance is needed, a Public Trust Level would be the highest.

PWS Paragraph 11(a) Security Requirements

Other than what is provided in C.7 PRIVACY AND SECURITY CLAUSES, what is the highest level of clearance required to enter a Federal facility and how often is that required? How often is anything other than proper Identification required?

Highest level would require a public trust security clearance (only if required). All visitors and non FEMA employees would require a FEMA escort during visitation.

RFP States that for the helicopter seating is desired to be 2‐25 passengers. Due to 14 CFR 135 restrictions, commercial helicopters are limited to a maximum of 19 seats for passengers. Will the government reduce helicopter maximum seating to 19?

Scope Carrier Preference

RFP States "The contractor shall provide aircraft certified by the Federal Aviation Administration (FAA) and current commercial standards applicable to commercial aircraft charter. Aircrew will meet all applicable standards to include aircrew physical standards, FAA licensing, and appropriate training, currency/qualifications, and flying experience for the aircraft supplied and flown." Utilizing foreign carriers with the same evaluation criteria severly limits US carriers. US carriers are required to uphold higher standards, training, labor rates, insurance and taxes compared to foriegn carriers. Other similar air programs in remote locations such as Africa allow for exceptions to utilize foreign air carriers. We do not see a scenario in supporting FEMA where low cost foriegn carriers would be required. To support the intent of this program and to uphold the safety and standards of the FAA and Part 135 & 121 Air Carriers, Will FEMA require only US FAA Part 121 & 135 Air Carriers support this program?

We prefer to leave this option open for the potential use of foreign aircraft, but will specify any foreign aircraft restrictions and/or limitations on each task order award on a case by case bases, not withstanding any FAR Buy America Act requirements.

Is the pre‐populated 3% escalation rate used for each option period firm, or are offerors allowed to propose a different rate of escalation for the option periods?

Attachmentt 2 CLIN pricing revised to remove rate of escallation. Proposal escalation rates are to be determined by the Offeror.

This CLIN is stated as a Cost Reimbursement CLIN and there is no quantity listed, however this conflicts with Attachment 1 which has a quantity of 5. Which quantity is correct?

The RFP lists the Project Director as the only Key Personnel. Attachment 4 does not have a Project Director listed but it does have a Project Manager listed.

Will the Government please confirm that Project Manager in Attachment 4 (page 1) should be changed to “Project Director”?

Contractual Peformance

L.3 states “Offerors are to have the Agency/Organization/Company submit Attachment 5 Past Performance Survey and 6 Past Contractual Performance as listed in section J of this solicitation directly to the contracting officer no later than the due date of the proposal specified in Section L.7.”

Attachment 6 states “Offerors shall complete this form Past Contractual Performance/Experience and submit it with their proposal by Wednesday , April 1, 2022 at 12:00 pm EDT.”

Will the Government please clarify if it is the Offeror or the Past Performance Reference that needs to complete and submit Attachment 6?

Will the Government please update the due date listed in Attachment 6 from April 1 to April 13?

The documents have been updated with the correct due date of April 13, 2022 and all documents (Attachment 1, 5 and

6) need to be submitted to the contracting officer before closing of the solicitation.

“The contractor shall ensure all equipment at destination is positioned and ready to begin offloading no more than 2 hours prior to the established landing time.”

Question: Could the Government please confirm if the highlighted language should read as “no less than 2 hours”?

The language has been updated.

May we strike the language in paragraph 7 stating that the Government Agency owns the right to all electronic information systems as part of the contract? This language appears to be too specific, and may include systems that the contractor owns and operates that are utilized in other facets of commercial work?

The language is correct to protect the USG and its data.
