Information to be Clarified from the Discovery Sessions
Based on the discovery sessions, the Government is providing the following clarifications and information believed to be helpful to vendors:
1. Please be advised that the Government is allowing alternative line-item proposals per the RFP clause.
2. Please be advised that the requirement and resulting contract is a performance-based acquisition in accordance with FAR Part 37.6.
3. The consumable requirement will not be a cost-reimbursable line item.
4. The Government would like to clarify that detainees are allowed to keep a maximum of $40 cash per the Detainee Handbook.
5. The Government would like to clarify that ICE does not provide any telephone lines to the contractor’s offices. The PWS has been updated.
6. The requirement requires the contractor to procure, stock, inventory, and distribute all facility and detainee supplies. The contractor is not responsible for supplies for ICE-only administration areas. The PWS has been updated.
7. The contractor is not expected to restore the inventory balances (consumables or food) to its original inventory levels at the end of the contract. The PWS has been updated.
8. To the Government’s knowledge, the current warehouse inventory is stocked at the minimum levels for consumables. This is subject to change at award based on mission requirements.
9. All chemicals purchased for the facility need to be bio-compatible with the sewage system. The PWS has been updated.
10. Delivery drivers/corporate visitors/contractors/volunteers/other individuals that do not have access to detainees or sensitive information do not need to undergo a background investigation with PSU but must complete a PIDC Record Check prior to accessing the facility.
11. The PIDC is currently operating in accordance with ERO’s COVID-19 Pandemic Response Requirements (PRR). The most recent version can be found here:
