Total Evaluated Pricen/aThe formula that provides estimated quantities for CLIN x001b (Tier II - BDR for 651-1,175 detainees Detention Services/Food Services/Consumables) appears to be inaccurate, as it uses 1100 as the base amount for the calculation. Shouldn't it use 1175 to coincide with the CLIN description total number of detainees? (This is also contradictory to what is listed in 2.4.1_A0002_70CDCR21R00000007, Section B.2, Contract Pricing.) Please clarify.The Total Evaluated Price is based on estimated quantities. The estimated quantity is 1,100. Section B is based on Maximum quantity. The maximum quantity is 1,175. The RFP, Section B.2. contains the maximum quantities. Please refer back to the instructions.
2.2.1_Attachment+2+-+Pricing+Summary1. Total Evaluated Pricen/aThe estimated quantity for CLIN 0004, Detainee Work Program, is listed as 60,000; however, in the solicitation document 2.2.1_70CDCR21R00000007_SF1449, page 3 of 105, the quantity listed is 83,000 (same is true for 2.4.1_A0002_70CDCR21R00000007, Section B.2, Contract Pricing CLIN table). Which is accurate?The Total Evaluated Price is based on estimated quantities. The estimated quantity is 60,000. Section B is based on maximum quantities. The maximum quantity is 83,000. Section B/maximum quantities will be reflected on the contract.
2.2.1_Attachment+2+-+Pricing+Summary1. Total Evaluated Pricen/aWe understand that Option Period 2 is a leap year, and therefore includes 366 days in the calculations. However, CLINS 3001a, 3001b, 4001a, 4001b, 5001a, and 5001b use 366 days as a multiplier for the estimated quantities. Should these be adjusted to reflect 365 days? Please clarify.Yes, they are now adjusted back to 365. Please see updated A0005 Attachment 2.

Total Evaluated Pricen/aIn the section regarding the FAR 52.217-8 Period (lines 60-69), it appears that most of the quantities have been adjusted to reflect half a year. We find the exceptions to that are lines 63 and 64 (CLIN 5001b). Was this simply an oversight; should the formulas be adjusted? Please clarify.Yes, they are now adjusted. Should offerors consider this new holiday in their pricing and staffing requirements to more accurately estimate cost and manpower? Please advise.Juneteenth is now considered a federal holiday and should be considered a federal holiday in accordance with the PWS.
2.2.1_Attachment+18+-+PIDC+ConsumablesCompiled Requirementn/aUnder column I titled Space/Property Willing to Offer, we read under Building 40 (line 10) and Building 60 (line 12) that "All equipment that would be excessed to includes tools, vehicle lifts, furnishings (Bldg 40)/tool storage (Bldg 60)." Does this mean that these items would remain, or be removed? Please clarify.The equipment would be excessed. PIDC will no longer be using the building or the equipment in the building as an automotive shop/diesel garage shop. The lines have been removed as space/property willing to offer. Please see updated A0005 Attachment 18.
Solicitation / generaln/an/aIt is our understanding that the incumbent contractor provided the Key Watcher system currently in use. Should this contract be awarded to a new contractor, will the system remain in place for continued use, or will it need to be replaced? 2.4.1_A0002__70CDCDCR21R00000007Section L.5: Volume III - PRICE PROPOSAL (Factor 5)93While we appreciate the Government's willingness to provide a fair procurement process and instructions to base pricing for all CBA labor categories on the entry level position with no seniority or leave accrual, the information is still required in order to estimate accurate staffing/manning based on the number of available hours per FTE. Rather than risk undermanning the required posts with the proper amount of available staff, or increasing proposed costs for required manning through use of overtime, we respectfully request that redacted seniority lists for each of the CBAs be provided as part of the solicitation documents, please.The Government is unable to provide a redacted seniority list for each of the CBAs.
2.2.1_Attachment 3 - PIDC Minimum Posts Breakdownn/an/aAt Post ID 12 (line 13), Detainee Property/Facility Supply, we see 4 posts each day shift, 2 posts each swing shift, and 1 post each grave shift, for a total of 7 posts. However, under column I, Posts Per Day, we read 8. Our assumption is that this column should be a summation of column F, G, and H; are we correct? Should this read 7, or be adjusted to 8? Our assumption is that this column should be a summation of column F, G, and H; are we correct? should this 1.5, or be adjusted to 2.5 (if there is truly a post for grave shift)? Which is accurate? 2.2.1_Attachment+18+-+PIDC+ConsumablesRecreation Expensesn/aOn line 41, we see totals for each FY provided. However, it appears that the FY 2018 (column H) total formula does not include all lines listed above it (sum H26:H40), which is contrary to the totals for FY2019 and FY2020 (sum lines 5-40). Is this intended, or should the formula be adjusted? Please clarify?The formula has been updated. Please see attached A0005 Attachment 18.
2.2.1_Attachment 3 - PIDC Minimum Posts Breakdownn/an/aAt Post ID 13 (line 14), Warehouse Operator (Supply), we see that this post is listed as 16 hours a day, 7 days a week. However, under columns F-H, we only see 3 listed under day shift. Which is accurate? Please clarify.The attachment has been updated. Please see attached A0005 Attachment 3.
2.2.1_Attachment+25+-+FCGOA+Special+Functions+CBA+2018Appendix A39In review of the various hourly wage and benefits rates listed in this appendix, we question whether the rate for line item 2, PM Admin Assistant, is accurate in comparison to the other rates listed and the duties required of this position. Is it possible to get confirmation of the hourly wage rate?The Government is unable to confirm the hourly wage on the CBA. The information is as presented.
Section B-ML.484The draft RFP states graphics and tables can use font smaller than 12-point. However, illegible font will not be evaluated. What does the government consider illegible font? What is an acceptable font size for graphics and tables?Illegible fonts are fonts that cannot be deciphered or are not easily readable. The RFP has been updated with regards to font size for graphics and tables. Please see attached A0005 RFP redline and clean.
With respect the post chart, it appears the minimum posts for line detention supervisors has been reduced from the current 5 Day,5 Swing, 3 Grave to 3 Day, 3 Swing and 3 Grave with a Day shift Gang/Intel LT 5 days a week.

a. Was the reduction intentional?

b. Current staffing is Admin, Ops, A/B and C/D and Rover/Escort LTs on Days and Swings with Admin, Ops and ABCD LT on Graves.

c. The number of relief officers per shift appears insufficient as well. Historically, and considering walk time between posts, a relief officer working 8 hours might be able to relieve only 12-13 posts in an 8 hour shift. a. Yes, The reduction is intentional.

b Number b is not a question.

c. This is a minimum staffing requirement. Offerors will have the opportunity to propose a staffing plan that meets the minimum required post.

The current post list indicates 3 on days, 3 on swings and 1 on graves. There are at approximate 54 posts on days, 54 on swings and 36 on graves that may require a physical relief. That translates to at least 4.5 relief officers on days, 4.5 on swings and 3 on graves.This is not a question. Please note, the attachment is for minimum posts required.
Attachment 2Tab: Total Evaluated PriceNAThere appears to be errors in the calculation of the CLIN 0001b quantities in Option Years 3, 4, 5 and the 6-month option.

- The calculations of bed-day quantities for these option years and the 6 month option were based on 366 days per year instead of 365 days per year.

- Option Year 2 is a leap year, and correctly uses 366 days. The calculation of the 6-month option also used a full year of 366 days, and also did not divide by two, so the quantities are for a full leap year instead of half a regular year (365 days)

Will the Government correct these identified errors?Option Year 3, 4, 5, and 6 are now adjusted back to 365. Please see updated A0005 Attachment 2.
