ATTACHMENT 10: Frequent Trips and Historical Mileage

By reviewing historical FY18-FY21 data, Enforcement Removal Operations (ERO) estimates this facility will require the vendor to drive approximately 110,000-160,000 miles per year. ERO also estimates that the provider will use approximately 5,300-8,800 transportation guard hours and 3,700-8,600 stationary guard hours (9,000-17,400 hours total) to support ground transportation activities in the movement of an estimated 2,000-5,500 detainees per year. This is based upon historical data and does not constitute a guaranteed minimum number of miles and should be used only for planning purposes. The vendor may be required to perform additional movements as directed by the COR, as actual performance requirements can experience surges and lulls due to changes in the operational or political environment.

Table 1 below represents estimates of the most common routes for the facility accompanied with monthly and annualized totals during FY20-FY21. The chart includes movement types, average number of stops, estimated number of monthly trips, average number of hours and miles, average number of detainees, average number of miles per month, and annualized miles per year. As noted in the table below, when the indicated start and end locations are both PIDC, the vendor made a stop at an additional location and returned to the main facility.

Table 2 lists movement types that occur on an infrequent, or as-needed basis. The chart includes movement types, average number of hours, average number of stops, average number of detainees, and average number of miles per trip. As noted in the table below, when the indicated start and end locations are both PIDC, the vendor made a stop at an additional location and returned to the main facility. Each of the below movement types are estimated to occur less than 10 times per month on average, although Ambulatory movements surged above 10 movements per month four times during the 2020 COVID-19 pandemic period (the highest being 27 movements in a single month). Additionally, Other movements surged above 10 movements per month from February through April 2021 (28-31 movements each month).
