About this file
This is Amendment No. 004 to a Request for Proposals issued by the New Mexico State Purchasing Division of the General Services Department and the Department of Finance and Administration for Next Generation 911 (NG-911) call handling systems, related hardware, software, and services. The amendment modifies key dates and requirements for the procurement, which targets 44 primary Public Safety Answering Points (PSAPs) with approximately 342 primary call-taking positions handling over 2 million calls annually across New Mexico's 44 counties and tribal nations. Offerors may submit proposals for cloud-based systems, on-premise systems, or both, with all proposed systems required to interconnect to the state's ESInet and Motorola Next Generation Core Services infrastructure and comply with NENA i3 standards. The mandatory pre-proposal conference is scheduled for August 26, 2026. The revised proposal submission deadline is October 6, 2026, with organizational references also due October 6, 2026. Proposal evaluation will occur October 7–14, 2026, with finalist selection on October 14, 2026, best and final offers due October 16, 2026, contractual agreements finalized by October 30, 2026, and contract awards anticipated November 6, 2026. The resulting price agreements shall be effective for five years from the award date with an option to renew for one additional five-year term, not to exceed ten years total.
Pricing must be submitted on the revised Appendix D Cost Response Form in Excel format, with offerors required to provide itemized one-time implementation costs for two primary positions and each position tier, incremental costs for additional positions beyond the first two, and recurring annual maintenance costs post-warranty. Evaluation will be based on the offeror's average of total estimated costs per solution offered. The state makes no volume or purchase commitments; however, awarded contractors must make all equipment, software, and services available to PSAPs and purchasing entities upon request. Software will be licensed rather than sold, with purchasing entities retaining ownership of hardware. Mandatory requirements include manufacturer certification, a dedicated operations manager, replacement parts availability, GIS data integration capabilities, 24/7/365 support with specified response times, system availability of no less than 99.999% uptime, industry-standard security protocols and annual security audits, CJIS and HIPAA compliance, NENA i3 standard adherence, and on-site training of minimum four hours per shift before system acceptance. The amendment also clarifies that offerors proposing multiple call handling system configurations or manufacturer types must provide separately identified responses within a single proposal, organized to allow clear evaluation of requirements, features, capabilities, and pricing for each proposed system.

Replacing Section I.C. SCOPE OF PROCUREMENT in its entirety, with the following:
The scope of the procurement is intended to provide PSAPs, local governing bodies and/or other governmental entities throughout New Mexico with available NG-911 call handling systems, related hardware, software, and related services/labor such as training and services, at the best value for providing continued and improved 911 emergency services to protect the safety, health and welfare of the people and visitors of the State of New Mexico.
Offerors may submit a proposal for either Cloud or On-Premise Call Handling Systems OR both. All NG911 Call Handling System configurations must be able to interconnect to State’s ESInet and NGCS and complete interoperability testing.
This request for proposals (RFP) is intended to result in multiple statewide price agreement awards. There are no volume or purchase commitments by the PSAPs/purchasing entities or the State of New Mexico for the proposed NG-911 call handling systems, related hardware, software, and services/labor awarded from this procurement. However, the proposed NG-911 call handling systems and related hardware, software, and services/labor awarded must be available to the PSAPs/purchasing entities should they elect to make any purchases and/or request quotes. The PSAPs’ fiscal agent shall retain ownership of any awarded systems and related hardware purchased pursuant to an agreement resulting from this RFP. Other than PSAPs, other purchasing entities shall retain ownership of any systems purchased pursuant to an agreement resulting from this RFP. Any software purchased pursuant to an agreement resulting from this RFP will be licensed to the PSAP or purchasing entity and is subject to the terms and conditions of APPENDIX C. All software and its associated documentation will be licensed, not sold, to the PSAP or purchasing entity.
THIS AGREEMENT WILL BECOME EFFECTIVE AND BINDING ONLY UPON THE SIGNATURE OF THE STATE PURCHASING DIVISION.
The RFP may result in multiple price agreement awards by manufacturer type. There are no volume or purchase commitments by the State of New Mexico for the equipment and related services awarded from this procurement. However, the equipment, software, and related services included in the awarded Agreements must be available to the Procuring Agency or PSAP if the Agency elects to make any purchases. The Procuring Agency shall retain ownership of all equipment purchased pursuant to this Agreement.
The Price Agreement shall be for five (5) years from the date of award, with an option to renew for one (1) additional five (5) year term upon approval of all parties. The Agreement, including all renewals, shall not exceed ten (10) years.
At the conclusion of the initial five (5) year term, the State and Contractor may review the Price Agreement and mutually agree upon adjustments to pricing, products, services, and applicable terms and conditions to account for changes in technology, industry standards, market conditions, and 9-1-1 system requirements. Any such adjustments shall be subject to applicable procurement requirements, remain within the scope of this procurement, and be effective only upon renewal and execution of an appropriate written amendment or renewal agreement.
