About this file

This is an amendment to a Request for Proposals issued by the New Mexico State Purchasing Division of the General Services Department and the Department of Finance and Administration for Next Generation 911 call handling systems, related hardware, software, and services. The RFP was originally released on August 13, 2026, with a mandatory pre-proposal conference scheduled for August 26, 2026. Amendment No. 002, dated August 25, 2026, extends the proposal submission deadline from September 15, 2026 to September 29, 2026. The acknowledgment of receipt form deadline is also extended to August 26, 2026. The amendment maintains all other project timelines, including the written question deadline of August 28, 2026, with responses due September 3, 2026. Initial proposal classification is scheduled for September 21, 2026, followed by evaluation committee review from September 22-30, 2026, finalist selection on September 30, 2026, best and final offers due October 2, 2026, contractual agreement finalization by October 9, 2026, and contract awards anticipated by October 16, 2026. The resulting price agreements are effective for five years from award with an option to renew for an additional five-year term, not to exceed ten years total.

The procurement targets 44 primary PSAPs with approximately 342 primary call-taking positions handling over 2 million calls annually across New Mexico's 44 counties and tribal nations. Offerors may submit proposals for cloud-based systems, on-premise systems, or both, and all systems must interconnect to the state's existing ESInet and Motorola Next Generation Core Services infrastructure while complying with NENA i3 standards. Pricing must be submitted using Cost Response Forms with separate line items for hardware, software, services, training, and maintenance packages based on manufacturer suggested retail price (MSRP) catalog listings. The state makes no volume or purchase commitments, and awarded contractors must make all equipment, software, and services available to PSAPs and purchasing entities upon request. Evaluation criteria include company description, organizational experience and references, mandatory and desirable specifications, financial stability, and cost, with the state anticipating multiple awards to finalists with the highest cumulative scores.
