About this file

This Amendment No. 001 is a change notice to Request for Proposals (RFP) 70-00000-26-00005 issued by the New Mexico State Purchasing Division of the General Services Department and the Department of Finance and Administration for NG-911 Call Handling Systems and Related Hardware, Software, and Services. The RFP was released on August 13, 2026, with proposals due September 15, 2026, at 3:00 PM MST/MDT, and includes a mandatory pre-proposal conference scheduled for August 26, 2026, via Microsoft Teams. The procurement targets the establishment of multiple statewide price agreements for Next Generation 911 call handling systems to serve 44 primary Public Safety Answering Points (PSAPs) with approximately 342 primary call-taking positions handling over 2 million calls annually across New Mexico's 44 counties and tribal nations. Offerors may submit proposals for cloud-based systems, on-premise systems, or both, with all proposed systems required to interconnect to the state's existing ESInet and Motorola Next Generation Core Services infrastructure and comply with NENA i3 standards. The resulting price agreements shall be effective for five years from award with an option to renew for an additional five-year term, not to exceed ten years total. Contract awards are anticipated by October 16, 2026, with written questions due August 28, 2026, and responses provided by September 3, 2026.

The amendment revises the Procurement Manager contact information in Section I.D., changing the designated Procurement Manager from Lucy Vigil Rendon to Cristina Martinez, with updated telephone number (505) 469-1822 and email address (Cristina.Martinez@dfa.nm.gov). All other terms and conditions of the RFP remain unchanged. Pricing must be submitted using Cost Response Forms with separate line items for hardware, software, services, training, and maintenance packages based on manufacturer suggested retail price (MSRP) catalog listings. Mandatory specifications include manufacturer-certified technicians, dedicated operations managers, one-year complete warranty coverage, and post-warranty maintenance and support with defined failure response times of four hours for major failures and 24 hours for minor failures. Offerors must demonstrate financial stability, provide three organizational references from similar projects within the last three years, and maintain New Mexico business registration and federal tax identification numbers. The state makes no volume or purchase commitments, and awarded contractors must make all equipment, software, and services available to PSAPs and purchasing entities upon request, with software licensed rather than sold and purchasing entities retaining hardware ownership.
