About this file
This is a technical criteria attachment for a Request for Proposal issued by the State of Utah Division of Purchasing through the Forestry, Fire, & State Lands department for contract NC27-116. The procurement seeks a qualified vendor to conduct an 18-month contract (with 12 months of active work and 6 months for administrative closeout) to establish a baseline framework for non-functional turf management in Utah and execute a comprehensive technical and economic case study on selected public or private institutions within the Great Salt Lake watershed. The scope of work must be completed by June 30, 2027. Proposals will be evaluated based on four primary technical criteria worth a combined 800 points, with a minimum threshold of 560 points (70%) required to advance to cost evaluation.
The technical evaluation criteria consist of Statement of Qualifications (200 points), which assess the proposing team's demonstrated expertise in turf science, water resource management, GIS auditing, or institutional case study research, including resumes of key personnel; Work Plan (200 points), evaluating the clarity, rigor, and feasibility of the research design, spatial auditing methodology, case study selection process, and literature synthesis approach; Timeline & Deliverables Schedule (200 points), requiring a detailed and realistic schedule demonstrating capability to meet project milestones and submit final deliverables on or before June 30, 2027; and References (200 points), requiring at least three professional references for similar completed projects such as water conservation audits, municipal policy studies, or environmental research reports. Cost evaluation worth 200 points will be conducted only for proposals meeting the technical threshold. Vendor pricing must be guaranteed for the 12-month active work period.
