U.S. Department of Transportation Attachment F – Deliveries or Performance Pipeline and Hazardous Materials Safety Administration RFP 693JK320R0005

SECTION F—DELIVERIES OR PERFORMANCE

F.1 PERIOD OF PERFORMANCE

The period of performance of this IDIQ is for one base period (2/1/2020 – 1/31/2021) and one year-long option period (2/1/2021 – 1/31/2022).

Actual value of the IDIQ will depend on the number of support positions PHMSA requests.

Work is not guaranteed. The Option period may be exercised, but only at the sole discretion of the Government.

F.2 PLACES OF PERFORMANCE (FOR SERVICES)

The services to be provided under this IDIQ will be performed at PHMSA Headquarters in Washington, DC and PHMSA Regional Offices located throughout the United States.

See Section J, Attachment J.1, “Listing of Service Performance Locations.”

F.2.1 Teleworking for Select Contractor Employees Contracting Officer Representatives (COR) may designate select contractor employees as telework-eligible. Once designated, telework-eligible employees must obtain advance approval, in writing (e-mail), from their applicable COR prior to actually teleworking.

F.3 PLACE OF DELIVERY (OF DELIVERABLES)

All deliverables required under the IDIQ are to be delivered to the Contracting Officer and Contract Administrator designated in Section G, Paragraph G.3 and a copy to each COR designated on each order.

See Section C, Paragraph C.13 for a listing of recurring IDIQ deliverables. The Contractor is responsible for submitting all required deliverables, one-time and recurring, under this IDIQ.

F.4 SUPERVISORY CONTROLS

All employees assigned to work on orders against this IDIQ will be under the supervision and control of the Contractor’s Program Manager (PM). The PM for this IDIQ must meet with the COR(s) designated on orders to determine the government’s work requirements as set forth in the Statement of Objectives and must assure that these requirements are fulfilled in a timely, responsible, and professional manner. The PM, in consultation with the COR designated on the order and Office Manager where the employee is assigned, provides guidance and defines the overall objectives of the work, setting priorities and completion dates for assignments accordingly.

F.5 APPROVAL AND REMOVAL OF PERSONNEL

For positions higher than Administrative Assistant II, PHMSA reserves the right to request to meet candidates under review.

The COR(s) designated on the order(s) has the authority to review the qualifications of candidates proposed to perform work under this IDIQ. The Contracting Officer may notify the Contractor of substandard job performance, removal, and/or personal behavior by the Contractor personnel under this IDIQ.

F.6 GOVERNMENT FURNISHED EQUIPMENT (GFE)

PHMSA will provide desks, chairs, computers, telephones, copiers, and other general office supplies for use by the Contractor staff. PHMSA retains ownership of all GFE furnished under this IDIQ.
