"PHMSA Administrative Support Services" SECTION J.2: Question Submission Spreadsheet - FINAL FOLLOW-UP Q&A WITH GOVERNMENT RESPONSES - **THE GOVERNMENT IS NOT ACCEPTING ADDITIONAL FOLLOW-UP QUESTIONS** RFP Number: 693JK320Q0005

NumberRFP Section Being ReferencedQuestion or CommentResponse from the Government
1Reviewing the QnA for Admin Services. Beta-dot-sam says 13 JAN, Answer #7 says 17 JAN. Which is correct? The due date is Jan 24 at 11am Eastern Standard Time. All documents will be updated to reflect this date.
2If SCA LCAT Administrative Assistant is applied to the anticipated LCAT Administrative Assistant IV, the wage difference between Administrative Assistant III and IV will be almost $9 per hour, where as the duties and responsibilities will have not changed significantly. That also pays Administrative Assistant IV at an hourly wage of ~$35/ hour for DC region ($70,000+ yearly wage), such wage is applicable to Executive Assistants but not Administrative Assistant IVs - which requires HS degree and 5 years of experience.

We believe the following Anticipated LCAT and SCA LCAT are appropriate for the RFP;

Anticipated LCAT / SCA LCAT Executive Assistant / Administrative Assistant Administrative Assistant IV / Secretary III Administrative Assistant III / Secretary III Administrative Assistant II / Secretary II

Administrative Assistant I / Secretary IThe SCA Labor Category for the Administrative Assistant IV will remain "Administrative Assistant."
3Can you please confirm, whether the fringe ($4.22/$4.54) is applicable to this requirement or not?Yes, the SCA actually requires an amount be allocated for employee "Health and Welfare Benefits." The price worksheet will be updated requesting contractors provide these numbers.
4In RFP notice 1 section 8 the proposal response date has been extended to 1/13/2020. But in the answer in questions 7 and 120 it states that the RFP proposal has been extended to 1/17/2020 please clarify.See answer #1.
5As the on-site PM has been removed from the pricing spreadsheet should we include a separate line to include the hourly rates for the PM an annual billing amount/fully burdened rate.Spaces are provided for the Program Manager on the Pricing Worksheet.
6In the discussions regarding temporary agencies the solicitations states the following “This policy is implemented to ensure that all employees working under this IDIQ (full-time, part-time, or temporary) are receiving wages in accordance with the Service Contract Act minimum guidelines.” By minimum guidelines is the government referring to the hourly rate or the hourly rate plus the commensurate fringe benefits?Hourly rate (NOT hourly rate plus benefits) in one column. Amendment 3 revises the Pricing Worksheet to add a column required for "Health and Welfare Benefits" as this number is also required by the SCA.
7In the original pricing spreadsheet the locations for the required task order labor categories were listed. These are not listed in the revised spreadsheet should we refer to the original spreadsheet for the locations. The amended pricing worksheet accidentally "Hid" a few columns. See Amendment 3's Pricing Worksheet which now contains all columns.
8In the revised spreadsheet columns M & N are blank. Should we substitute the data in columns P & Q in M & N and add P & Q to the option year tabs? Please clarify. The amended pricing worksheet accidentally "Hid" a few columns. If you push "Unhide" you will be able to see those columns again. Amendment 3's Pricing Worksheet will not Hide any columns; thus, you should be able to see those columns again.
9Section I Clauses contains the now-rescinded Nondisplacement clause. We recommend removal of this clause.

https://www.whitehouse.gov/presidential-actions/executive-order-improving-federal-contractor-operations-revoking-executive-order-13495/

Sec. 2. Agency Implementation. The Secretary of Labor (Secretary), the Federal Acquisition Regulatory Council, and heads of executive departments and agencies shall, consistent with law, promptly move to rescind any orders, rules, regulations, guidelines, programs, or policies implementing or enforcing Executive Order 13495.

Sec. 3. Enforcement. The Secretary shall terminate, effective immediately, any investigations or compliance actions based on Executive Order 13495.

This clause is removed in Amendment 3.
10The price table in Amendment 1 seems incorrect. Base year rows are different from Option Year 1.See answer to #8.
11Have their been any amendments or answers to questions posted for this RFP?Yes, this is amendment 3. All amendments can be founds on beta.SAM.gov
12Q&A 37 and Amendment 001 , RFP Para L.5The Government stated that font size should be no smaller than 12. With only 18 pages for Section II would the Government accept 10 font size for ONLY graphics and tables with 12 point for all other content? No. Font size restriction is 12.
13Q&A 7 and Amendment 001, RFP Para L.5, 2. Item Number 8Q&A states proposal due date is extended to 1/17/2020 but the RFP L.5 states proposals are extended to 1/13/2020. Can the Govenrment clarifty the proposal due date as Jan 13 or Jan 17?See answer to #1
14Q&A 135 and Amendment 001, RFP_C_SOO, Section 4.2 & 4.3The Government states the Exceutive Assistant shall have 4-5 years exeperience and a high school diploma while the Administrative Assistant IV requires 5 years experience and an Associates degree. Can the Government confirm these are correct and not reversed? The qualifications for the Administrative Assistant IV has been revised. See amendment 3.
15RFP_2_Notice_-_Price_Wksht_-_Updated_via_Amendment_1Please confirm the Government wishes offerors to complete the yellow-filled cells in the worksheet, to include those that were in the hidden columns.Yes. See answer to #8.
16RFP 2 Notice - Price Worksheet Updated Via Amendment 1Base year does not include highlighted boxes for Hourly Full-Loaded Rate Being Offered nor Rate Actually Paid to Contract Employee. Please confirm this is accurate.See answer to #8.
17SECTION B—SUPPLIES OR SERVICES AND PRICES/COSTSThere is no section for Travel CLIN, Please advise if this will be added on the Task Orders? This will be added, as necessary, on Task Orders.
18Q & A #2 FAR 52.222-43Also referenced on Pg. 77 L.5.d Section IV are not applicable to pay rate escalations. FAR 52.222-43 refers to increases in the Wage Determination rate and/or the SCA benefits rate and the process required to increase the value of the contract in accordance with DOL increases. It is not related to vendor annual pay rate esculations. Please confirm if PHMSA requires annual pay rate esculations for Option Year 1 regardless if the DOL has increased the WD rate or SCA benefits rate.PHMSA does NOT require annual pay rate escalations for Option Year 1. However, the Contractor must comply with the SCA.
19RFP 1 Notice - Updated Via Amendment 1, Section 3.b.ivPlease identify what is the location for the three administrative resumes as there are 10 regions identified in the solicitation. The PM is identified for Washington DC.Washington, DC.
20Q&A and Section L 8Within the Q&A questions 7 and 120 the Government provided a response stating "See amended solicitation. The proposal deadline will be extended to 1/17/2020.". Section L states a proposal submission of "no later than 11am Eastern Standard Time, Monday, January 13, 2020".
Can the Government please confirm the response due date is January 17th at 11am Eastern Standard Time?See answer to #1.
21Amendment 1 added a requirement to increase font size to 12 pt, still maintaining tight page constraints for resumes and past performance references. Will the Government please accept tables and graphics no smaller than 10 pt font for legibility, and 12 pt font in body text?See answer to #12.
22Questions, item # 7 states that "the proposal deadline is extended to 1/17/2020" whereas RFP Notice 1- Updated Amendment 1 indicates the deadline to "11am Eastern Standard Time, Monday, January 13, 2020".See answer to #1.
23We did have a follow up questions to this Amendment. For the revised pricing worksheet. Option year 1 requires US Department of Labor Rate as Required by the Service Contract Act (SCA). The rates for 2020 have not been released yet.
Is this still required?Use numbers that reflect current SCA requirements for both Base and Option Year 1. In the event the Government exercises Option Year 1, those rates will be updated at that time to comply with SCA rates.
24We noted the updated solicitation date of 1/17/19, however, there appears to be contradictory information. Q&A and beta.sam.gov indicate 1/17 but the updated SOO shows 1/13/19. I just wanted to clarify which date is the actual.See answer to #1.
25I would really love it if you could provide us with guidance on the pricing worksheet. More specifically, if there is a crosswalk between the Overall Parent IDIQ Rates and Active Task Order Pricing. We reviewed the Q&A, however, did not see any clarification provided. In addition, section B only provides guidance on pricing for the Regions, however, the Active Task Order Pricing includes "Routing Codes" vs Regions. While the description provides some information, we require additional information to ensure pricing provided is in line with the SCA rate for that area. Please let me know. I look forward to hearing from you.See Amendment 3, SCA rates are provided in the revised Price Worksheet.
26The revised documents RFP 1 Notice – Updated via Amendment 1 and RFP L – Updated via Amendment 1, issues on December 17, 2019 both indicate that the proposal due date is 11am Eastern Standard Time, Monday, January 13, 2020, however, in the Government Response to Questions document release on the same date, the Government’s Response to Question #120 states, “See amended solicitation. The proposal deadline will be extended to 1/17/2020.” Also BETA.SAM, posted an update on December 23, 2019 updating the proposal due date on BETA.SAM to December 17, 2019.See answer to #1.
27Can the PM (key personnel) work at contractor site with travel to headquarters? Does this require 100% onsite for key personnel? The PM should be on-site at least 90% of the time. See answer 14 in original Q&A's, Amendment 1.
28Do you require a transition plan?Yes, however the transisiton plan will be requested only to the awardee after award.
29Does the government want to retain incumbent personnel? Not necessarily.
30Are partnerships allowed? Meaning we have a company with whom we would be able to partner and they are an 8a registered business. If partnerships are allowed, must the partner be GSA certified as well?Teaming and prime/subcontractor arrangements will be permitted where the 8(a) partner provides at least 51% of the work. Note: this is not a GSA buy.
31On beta,sam.gov, the listing for the above notice lists a updated Combined Synopsis/Solicitation for December 23, 2019, but there are no associated documents. Is that an error, or will more revisions be released?
That update was Amendment 2. It did not contain any associated attachments. That amendment clarified the due date. See Amendment 3, answer #1.
32It appears the current Price Worksheet is requesting that we use the Wage Determination WD 15-4282 (Rev.-15).

This Wage Determination is no longer valid and there have been multiple revisions to date.

In addition, these Wage Determinations are no longer available for download. Will the Government please revise the Pricing Worksheet to reflect the latest and most up-to-date Wage Determination?

See updated Price Worksheet in Amendment 3.
33We are qualified 8 A company planning to bid on the PHMSA opportunity under sol 693JK320R0005. There is a discrepancy in the submit date. The beta.sam shows the submit date of 1/17 however the RFP documents show 1/13. Could you please clarify? We would like it to be 1/17 alsoSee Answer #1.
34Upon reviewing the latest Questions and Answers and solicitation files posted, I cannot locate where in the updated pricing file offerers are to include the rates associated with the Program Manager based in Washington, DC. It appears that the Program Manager slot in the original price file has been removed.
Where should offerors place the Program Manager rates?See Answer #12.
35Is there currently an incumbent company, who has a similar contract performing these services? If so - can you please provide incumbent contract number, dollar value and period of performance? The incumbent is UniSpec Enterprises, Inc; Contract number: DTPH5613D000001; current period of performance 6/1/2013 - 1/31/2020.

45RFP_1_Notice_-_Updated_via_Amendment_1; GOVERNMENT_RESPONSES_to_Questions.xlsx.xlsx , Question #7The Notice of Amendment 1 states, "... Proposals must be received via email by Brandon P. Beyer, copying Loni Chinn and Mahua Mazumdar, no later than 11am Eastern Standard Time, Monday, January 13, 2020."

The answer to Question # 7 states, "...the proposal deadline is extended to 1/17/2020."

Will the Government please clarify the actual proposal due date?See answer #1.
46Acquisition Team: We believe there may be an error in one of the Wage Determination selections recently posted with the Amendment 1 to RFP 693JK320R0005.

The WD number posted for the Houston billet is -5234, which is for the county in which Houston is located, but Houston-the-city has its own WD number ending in 5284. Since the address is in Houston the city, we believe 5284 is correct.

Please advise.

See updated Price Worksheet in Amendment 3.
