About this file

This is Addendum #1 to Request for Bid Number 260221 issued by the City of Wichita, Kansas Public Works & Utilities/Engineering Department for the ASR Phase 3 Recharge Basins project (Contract Number 448-2023-040460). The addendum, issued on September 2, 2026, modifies specifications and bid items with a submission deadline of Friday, September 4, 2026 at 10:00 a.m. Key modifications include revised quantities for geoweb slope protection items: Item 21 revised to 5,959 square yards and Item 50 revised to 6,234 square yards. The addendum addresses numerous plan revisions across multiple sheets including modifications to general notes, interior well conduit schedules, slope anchorage specifications, geoweb depth details, reinforcing steel requirements, roof hatch sizing, and demolition tables. Significant scope clarifications indicate that the existing wells and wellhouses may be removed at any time, that PLC programming and SCADA integration will be completed under separate contracts, and that asbestos surveys are the contractor's responsibility. The project is federally funded and subject to Davis-Bacon wage rates (Reference KS20260162 for Harvey County) and Buy America preferences for infrastructure projects, with allowances for non-American sourced materials up to 5 percent of applicable project costs under Department of Interior de Minimus Waiver provisions.

The addendum addresses contractor questions and modifications regarding plan review fees and building permit fees (to be obtained by the City), electrical and gas service fees (not contractor responsibility), tax-exempt status, salvage coordination with City personnel, asbestos survey requirements, and specification changes. New valve specifications are added to Section 331216, including Flow Control Valves (Singer S106 or approved equal) and Ball Valves (Apollo, Watts, or Merit brands) with detailed material and operational requirements. Additional clarifications confirm that bollards shall be round per detail specifications on Sheet S-201, that new wells will be fully developed prior to construction commencement with potential off-site drilling to prevent delays, and that contractor responsibility includes utility disconnections. The M09 site may experience delayed start due to ongoing property acquisition, while the M15 site purchase has been closed.

Do the existing well house and well need to stay online or can we remove at any time?

Existing wells and well houses may be removed at any time.

Has an asbestos survey been conducted on the existing well buildings scheduled to be demolished? KDHE requires this survey on any building to be demoed, regardless of age or building type.

No, this will be the contractors responsibility.

The specifications state this is a federal aid contract. Please provide the Davis Bacon Wage Rate determination document or reference number.

Davis-Bacon Wage Determinations reference number for Harvey County, KS is KS20260162. A copy is provided as a part of this Addendum.

E-001 General Note 10 states Telemetry and Control Wiring will be by a SCADA contractor under a separate contract. Please confirm SCADA is not to be included in this bid. Also, please clarify any electrical requirements or coordination to SCADA equipment that may be needed in this contract.

Revisions are directed as part of this Addendum.

The specifications state this project is federally funded and bidders should conform to the Buy America Preference for Infrastructure Projects. It is understood that sourcing all iron, aluminum, steel, cement, plastics, PVC pipe, concrete, glass, optical fiber, and lumber is the preference, but please confirm that it is not a contractual requirement for these materials to be sourced in America.

Department of Interior De Minimus Waiver allows for non-America sourced purchases up to 5% of the applicable project costs.

Specification 313200, 1.4, part B requires the soil stabilization supplier to submit calculations and a written evaluation based on each site's specific conditions at time of bid. Contractor requests calculations instead be provided upon engineer requests after a low apparent bidder has been selected.

Specification 313200, 2.1, Part C.d states nominal depth of geoweb cells shall be

3", however Detail 1 on C-021 shows a scaled depth of 4". Please confirm the desired depth for geoweb cells.

Revisions are directed as part of this Addendum.

Specification 313200, 2.1, Part C.d states nominal depth of geoweb cells shall be 3", however Detail 1 on C-021 shows a scaled depth of 4". Please confirm the desired depth for geoweb cells.

The bid form line 21 and line 50 list a quantity of 5,106 and 5,315 SY respectively.

After reviewing detail 1 on C-021, it appears that these measured quantities only include the sloped portion of the geowebing. Per the detail, the geoweb panels extened horizontal 2'-0" at the top of the slope before then turning 45° down towards a deadman and extending another 1'-6". This results in a considerable increase of geoweb SY not currently included in the measured quantities. Please review and revise bid item lines as necessary to reflect accurate quantities.

Please provide reinforcing steel requirements for waste holding tank foundation shown on drawing C-020.

Please provide reinforcing steel requirements for concrete headwall and foundations at recharge outlets. Reference detail 1 on C-023.

Drawing sheet E-101, note 1 refers contractor to the small utility drawings. Small utility drawings to not appear to be included in this plan-set. Please confirm if small utility scope is to be included in contractor's bid and if so, please provide necessary drawings for bid.

Revisions are directed as part of this Addendum.

Drawing sheet S-001, Section V.3 notes a full-seved precase mock-up shall be provided to demonstrate all aesthetic effects and establish quality standards.

Contractor requests the option to provide a smaller mock-up of (2) 20 SQFT panels that would not be incorporated into the final building. Mock-up shall include desired aesthetic effects, plus additional architectural elements can utilize these panels for their specific mock-ups as necessary.

No exceptions taken.

With the desired level of architectural elements included on the finished precast panels, it is often difficult to achieve the same level of finish on the end return of a panel. Contractor requests confirmation that alternative methods can be utilized on the precast concrete panels to ensure a continuous uniform finish is observed even on the end return of a panel. These methods could include a mitered 45° angle at each corner of the building, or prefabricated corner panels could be casted which would add a joint, but ensure a uniform finish.

Alternative panel end-finishing can be acceptable, but the specific method is subject to review and approval. Additional joints are not viewed negatively if required to achieve the documented end-result.

Detail 3 on A-202 notes a fibrous joint filler shall be installed between (2) precast panels and between two continuous runs of backer rod. Please confirm if spray foam could be utilized in lieu of a fibrous joint filler.

Spray-foam is an acceptable alternative to fibrous joint filler but is subject to review and approval similar to that of the fibrous joint filler.

Note A3 on drawing sheet A-102 directs contractor to size roof hatch based on owner provided pump. Please provide cut sheets of selected pump for contractor to verify roof hatch.

Revisions are directed as part of this Addendum.

In reference to detail 1 on A-501, contractor requests the insulation shown on top of the interior footing and between the interior SOG and precast wall be removed. In lieu of insulation, contractor would like to pour interior slab on grade tight to the precast wall and install a thickened edge down to the top of footing. Insulation would still be provided the full height of the footing and below the SOG. Vapor barrier would terminate at interior face of footing, but bond a bond breaker can be applied to the precast and top of footing prior to placement of slab.

No exceptions taken.

Please confirm new wells will be fully developed prior to start of construction.

City may elect to drill new wells off-site to prevent delay of project completion.

Can we get confirmation that the bollards being requested are to be rectangular and not round? Also, what length do these need to be?

Round. See Sheet S 201, Detail 1 for typical pipe bollard detail.

Will this project require utility locates for private and franchise utilities?

Contractor shall be responsible for ensuring any utility services are disconnected prior to construction.

Address possible delay for M09 site (property related) Property Management has closed on the purchase of the M15 site. Property Management is still working on the purchase of the M9 site, which may result in a possible delayed start at this location.

This Addendum is hereby made a part of the solicitation to the same extent as though contained in the original documents and all itemized listings thereof.

Acknowledge receipt of this Addendum electronically via City's Procurement Portal as a part of submission completion.
