About this file
This is an Energy Envelope Compliance Certificate issued by the Division of Facilities Construction and Management (DFCM) for the State of Utah, certifying compliance with the 2024 International Energy Conservation Code (IECC) for a new pre-engineered metal storage building at Southwest Technical College in Cedar City, Utah. The project, numbered 131449 (Contract #27110270), involves construction of a single-story nonresidential storage/workshop building with a total floor area of 2,142 square feet located at 757 W 800 S, Cedar City, Utah 84720. The project is designed by Straightline Architecture, LLC under the direction of designer Nick Greenaway, RA NCARB, and is owned by Southwest Technical College with Ryan Fisher serving as the Owner/Agent. The envelope design exceeds code requirements by 9 percent and earned 62 proposed energy credits against a requirement of 36 credits, with improvements including reduced lighting power (20 credits), increased occupancy sensors (5 credits), and improved envelope performance per ASHRAE 90.1 Appendix C (37 credits). The building qualifies for renewable energy exceptions due to its effective floor area being less than 5,000 square feet.
The envelope assemblies include a metal standing seam roof with double insulation layers and thermal blocks (U-factor 0.043), an unheated slab-on-grade foundation, single-layer mineral fiber exterior walls on all four sides with thermal blocks at girts, one insulated metal swinging man door, and two insulated metal overhead garage doors with less than 14 percent glazing. The construction cost estimate is $337,481.00, and only contractors prequalified under DFCM's Stage I Prequalification for Contractors process and currently listed on the DFCM Prequalified Contractors list as of the solicitation date are eligible to bid on this Stage II Invitation to Bid. The compliance certificate was reviewed and approved by Jason Van Ausdal of DFCM on September 3, 2026, with the envelope compliance statement signed by designer Nick Greenaway on July 22, 2026.
