Construction Document Specifications Summary
This is a set of approved construction specifications prepared by Lynk Engineers for the State of Utah Division of Facilities Construction and Management (DFCM) for the Central Utility Plant Boiler Replacement project at the Utah State Capitol Complex located at 18 East 500 North, Salt Lake City, Utah. The project scope includes replacing a failed 2,000 MBH condensing boiler (CPB-5) with a new 4,000 MBH condensing boiler and re-piping the branches serving CPB-3, CPB-4, and CPB-5 to support a 20-degree temperature rise and accommodate future replacement of CPB-4 at 4,000 MBH. All work must comply with the latest DFCM High Performance Building Standard (HPBS). A mandatory pre-bid contractor walkthrough must be attended by a representative of any firm intending to bid on the project, with sign-in required at the meeting. The project manager is Hansel Halverson at Lynk Engineers (385-528-1244, hansel.halverson@lynkengineers.com), and the Owner's representative is Levi Waldron at DFCM (lwaldron@utah.gov). Work is restricted to normal business hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, with construction limited to the mechanical room while maintaining access to driveways, walkways, and existing building occupancy throughout the project duration. The University must be notified at least one week in advance of any activities affecting operations or utility interruptions.
The construction estimate for this Stage II Invitation to Bid project is $351,000.00. Only contractors prequalified under Stage I Prequalification for Contractors and currently listed on the DFCM Prequalified Contractors list as of the solicitation date are eligible to bid. Specifications require comprehensive submittal procedures including coordination drawings, shop drawings, product data, and samples with detailed identification and revision tracking. The contractor must provide a construction schedule, maintain a site-specific project office with communication infrastructure, and comply with all DFCM General Conditions, which take precedence where contract documents conflict. Progress meetings must be conducted weekly, and the contractor is responsible for quality control testing, temporary facilities, waste management, site security, and final cleanup including landscape restoration with herbicide treatment for approximately three acres of lawn and planting areas. Contractor personnel must comply with Owner's drug and background screening requirements and maintain an approved personnel list.

1.4 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work of Project is defined by the Contract Documents and consists of the following:
B. An existing 2,000 MBH condensing boiler at the CUP heating plant has failed. A study of the current load shows the best replacement is a 4,000 MBH boiler. The existing heating plant was designed around a 30° temperature rise across boilers but has been operating at a 20° temperature rise. This project will replace the failed boiler and re-pipe CPB-5 and CPB-4 so they can operate at a 20° temperature rise. The intent is to prepare for future plant upgrades given that the existing boiler plant is 20 years old. The scope of work is:
1. Replace the existing failed 2,000 MBH condensing boiler CPB-5 with a new 4,000 MBH condensing boiler
2. Re-pipe the branch serving CPB-3, CPB-4, and CPB-5 to support a temperature rise of 20° and the option for a future replacement of CPB-4 at 4,000 MBH.
3. All work will comply with the latest DFCM HPBS.
