Description of Modification Continuation Page

Response to RFI #07: Yes, a Building Preservation Plan does exist for the building and is available prior to the proposal due date provided the offeror has signed a Request for Sensitive but Unclassified (SBU) Building Information form. Please contact the GSA Contracting Officer, Dylan White, at dylan.white@gsa.gov to be given access to the Building Preservation Plan.

RFI #08: Would you confirm the project has liquidated damages of $159.64 per calendar day?

Response to RFI #08: Yes, see Section I.F. of the Agreement; however, please be aware that the schedule is negotiable.

RFI #09: Would you confirm the Wage Determinations that apply to the project is MT20190052 or MT20200052 updated on 01/03/2020?

Response to RFI #09: As of the date of this response, the applicable wage determination for the project is MT20200052 updated 01/24/2020. The wage determination general decision number MT20200052, modification no.

1, dated 01/24/2020 is hereby incorporated by reference and supersedes any previously issued wage determination.

If the wage determination changes prior to award of the contract, then the selected contractor will be given the opportunity to review and, if necessary, make adjustments to the proposed price. If the most recent wage determination changes prior to award of a contract it is necessary to incorporate it into the contract documents prior to the award.

RFI #10: What is the building managements' preferred system type for the new air conditioning system?

Response to RFI #10: A mini split would be the best option in conjunction with perimeter hydronic heat.

RFI #11: Would the building management prefer to reuse the existing manually controlled radiant heaters? Or use the new air system to provide heating? Or a combination of both?

Response to RFI #11: A combination of both is the preferred. This approach gives redundancy and provides an air curtain at the building envelope.

RFI #12: What are the building standard window coverings?

Response to RFI #12: The window coverings used in the space for the USPO Renovation should be Hunter Douglas Honeycomb or similar.

RFI #13: Is natural or lp gas additional capacity available within the building? If so, then can the Government provide the existing gas piping as-builts?

Response to RFI #13: There is no LP, but the building does have Natural Gas entering the basement north side of the building. It is unsure of the available capacity, and there are not any known as-built drawings.

RFI #14: Will the contractor be allowed to remove and reinstall the existing window to deliver building materials?

Response to RFI #14: Yes, an existing window can be removed as long as everything can be restored to the same

47PJ0020R0030/0005

condition as prior to removal of the window.

RFI #15: Will the existing electrical require a dedicated ground to the exterior of the building and require removal and replacement of hard surfaces?

Response to RFI #15: The insulated equipment grounding conductor for the isolated grounding receptacles (IGR) shall be installed in the same conduit as the circuit conductors providing power to the IGR. The insulated equipment grounding conductor shall be green with a yellow stripe and sized according to NEC Article 250. The insulated equipment grounding conductor shall be terminated at the grounding bar in the most upstream panel being affected by the contract for other than isolated grounding purposes. Therefore, the removal/replacement and trenching of hard surfaces is not anticipated. The isolated grounding system shall remain isolated from the solidly grounded system up to that point of termination. The metal enclosures and boxes of the isolated grounding circuit must be grounded separately from the insulated equipment grounding conductor. The IGR is not required to be on its own dedicated branch circuit. The IGR shall be orange.

RFI #16: Will the GSA be hiring the commissioning authority agent (CxA)?

Response to RFI #16: No, provide a line item cost in the proposal for CxA. Note that balancing by a NECC certified balancer for air systems will be required.

RFI #17: Is Microsoft Project acceptable for project scheduling or does the schedule need to be in MS Project AND Primavera P6?

Response to RFI #17: Yes, MS Project will be sufficient.

RFI #18: Who is responsible for moving or storing the existing tables and chairs? Is the contractor required to provide storage for the chairs and tables? 36 chairs (black), 12 chairs (wood), and 10 tables.

RFI #18: The Government requires a few hours of help to move the tables and chairs to onsite storage.

RFI #19: Does the Government require a narrative to follow when breaking out the "Core & Shell" work from the "Tenant Improvement" CLINs?

Response to RFI #19: The only shell item that needs to be broken out is cost associated with asbestos and lead abatement.

RFI #20: Can you confirm the security and communications conduit back boxes will be provided and installed by the GSA or only provided for contractor installation?

Response to RFI #20: The contractor will be responsible for providing all back boxes and conduit with pull strings for security infrastructure.

RFI #21: Will asbestos and lead testing (retesting) be required per the on site safety manager?

Response to RFI #21: Yes, third party final clearances will be required.
