Description of Amendment/Modification

Amendment 0001 to GSA Solicitation No. 47PJ0020R0030 hereby incorporates by reference the following requests for information (RFI) and responses.

RFI #01: Page 10 [of the Solicitation] - Is Factor 1 just for the PPQs and CPARS? If not what do you request in Factor 1, as it looks like the same information is requested in Factor 2 (3rd paragraph)?

Response to RFI #01: Factor 1 requests the company's past performance information and requires the offeror to submit either the PPQ attachment and/or CPARS. As stated in the description for Factor 1 (page 10 of the solicitation), the assessment of past performance does take into consideration the relevance of the submitted past performance information. The strength of the relevance of the submitted past performance information is based on the extent that the submitted Similar Projects align with the stated characteristics in the definition for Similar Project.

The information requested in Factor 2 is company's relevant experience and is different than the information requested in Factor 1. The evaluation of the company's relevant experience requested in evaluation Factor 2 considers, among other identified aspects in the solicitation, the strength of alignment of the submitted Similar Projects with the requirements of the U.S. Probation Office Renovation project and stated characteristics in the definition of Similar Projects.

Offerors are permitted to submit up to five projects as part of the technical proposal to meet submittal requirements in Factor 1 and Factor 2. Do not submit more than five projects as part of the technical proposal. Based on the minimum requirement to submit at least 3 Similar Projects for Factor 1 and Factor 2, at least one of the submitted Similar Projects will be evaluated for both company's past performance and company's relevant experience.

Offerors may choose to submit only three Similar Projects to be evaluated for both Factor 1 and Factor 2. Offerors may also choose to submit five Similar Projects to be evaluated for both Factor 1 and Factor 2. A greater quantity of projects included in the technical proposal is not evaluated more favorably than a lesser quantity.

Offerors are strongly encouraged to contact the GSA Contracting Officer, Dylan White, at (303) 817-3801 if any of the submittal requirements require further clarification. A preproposal meeting will also be held on 12/12/2019 at 9:00 a.m. Mountain Time through a conference call incorporated into the site visit. Offerors that cannot be in attendance for the site visit that would be interested in joining the conference call should contact the GSA Contracting Officer, Dylan White, at dylan.white@gsa.gov or the GSA Project Manager, Marty Findeisen, at marty.findeisen@gsa.gov for details.

RFI #02: If PPQs and if any CPARS are requested in Factor 1 do you want the completed PPQ filled out and inserted or just what we sent to Government contacts?

Response to RFI #02: Offerors are requested to include the completed PPQ (sections 1 - 4) and the references' evaluation and comments, remarks, descriptions, and narratives as part of the information included in Factor 1.

Offerors are not required to include the informational pages that describe the PPQ technical complexity definitions and ratings definitions (pages 5 and 6) if a PPQ is submitted for Factor 1.

RFI #03: Page 11 - 1st paragraph [of the Solicitation] - If PPQs will need to be inserted into Factor 1- Do we add number of modifications requested for each job on the PPQ?

Response to RFI #03: Yes, as instructed in the submittal requirements for Factor 1 (page 11 of the solicitation) please include or add to the PPQ the number of contract modifications. Failure to include the number of contract modifications will not disqualify the proposal from Government evaluation, but the contracting officer or

47PJ0020R0030/0001

representative from the evaluation board may follow up to inquire about the number of contract modifications.

RFI #04: Where would you like the SBU form inserted into the proposal? Would you like it in the Price Proposal section?

Response to RFI #04: The Request for Sensitive but Unclassified (SBU) Building Information form is not part of the proposal. Offerors are requested to complete and return the SBU request form directly to the GSA Contracting Officer at dylan.white@gsa.gov. The SBU request form must be completed to receive other attachments not available for download on Contract Opportunities.
