Solicitation Number: 47PH1119R0003 Request for Information GSA Response

1 Are the quantities for fixtures or lamps (especially for L though Q)? Lamps

Can you confirm that the hardware for fixtures L, M, and N are all the same (Sylvania 75307)? They are the same; multiple locations

3 Where are the lamps for fixtures L, M and N specified?

Please refer to Spec sheets. All new L.E.D. fixture and drivers must have 0-10 volt dimming capability.

4 QHE is intended for use with Sylvania "Substitube", which is a type-A lamp. This makes QHE a ballast and NOT an "external driver" which works only with type-C. Since the "Existing" says "external driver", are you going back to type-A and a ballast?

All TLED applications shall use an external driver. The contractor is not limited to the TLED/Drivers listed on Exhibit B, however, the performance criteria shall be equal or better.

Please make explicitly state the brand and model of the "Suggested Replacement" in Exhibit-A Please refer to manufacturer spec sheets in Exhibit B.

Please elaborate on the requirements for the Option-2 "Reflected ceiling plan" Option 2 will be removed from the project.

7 Items Exterior 1, 3 and 4 have conflicting selections for the CCT from the first page of each item vs the second page of the same item. Please clarify All exterior LED lighting being proposed shall be 5000K.

8 I noticed that the products specified are not all Buy American compliant nor listed on the “Green Procurement Compilation”. Can we propose other materials offered by Maxlite specifically? All proposed materials shall be BAA compliant. Please refer to amendment for updated spec sheet

Please provide information regarding on-site storage areas that will be available for this project. An onsite storage area will be available for staging by GSA.

10 Is GSA requiring all TLED products to utilize a separate driver not integrated into the LED tube? Correct

11 Are there any existing dimming systems on this project. If so please provide the location and intent for their application with the final product.

Existing Lighting Controls, night light operation, emergency egress/generator circuits shall be maintained and remain operational with new LED fixtures. Locations;

12 Are light fixtures mounted to sheetrock surfaces such as the ones located in the restrooms going to be converted to recessed products?

Where existing surface mount fixtures are mounted to sheetrock or spline ceilings, the contractor shall install surface mount LED wraparound fixtures (see Exhibit E). Lumen output to match existing fluorescent fixtures.

13 Can the two HID light fixtures mounted to a “bull horn” bracket on the top of the roof be pulled back (hinged?) to gain access to the light fixtures? Correct

14 Are the light fixtures set up for emergency egress powered by batteries or are they on a generator powered circuit? If they are utilizing batteries how many will be required for this project?

SOW and Table 1 list the number of batteries b/u fixtures required in the project. This should include all egress lighting throughout the building.

15 For the optional reflected ceiling drawings what files and/or resources will be made available to aid in their production?

Recommend Option 2 be withdrawn. GSA doesn't have any useful floor plans to provide the contractor.

Can you specify what level of detail will be required on the reflected ceiling drawings? Examples:

circuit numbers, control details, product schedules, dimensions, non-electrical items such as HVAC vents.

Recommend Option 2 be withdrawn. GSA doesn't have any useful floor plans to provide the contractor.

17 Will the reflected ceiling drawings set require a sheet that represents the layout of the exterior light fixtures?

Recommend Option 2 be withdrawn. GSA doesn't have any useful floor plans to provide the contractor.

For the TLED attic stock, will we be required to provide 20 full light fixture sets (20 x quantity of TLEDs required in fixture) or specifically 20 TLED tubes, also what quantity of drives will be required?

Attic stock for TLED's (lamps only) shall be (1) case quantities of no more than 20 lamps. All other fixtures types shall include 1 item per fixture type for attic stock.

Under 13.1 to 13.8 (Scope of Work document) of the listed submittals required can you specify which items will be required to be submitted with the proposal and which items will be submitted after the project is awarded.

There shall be one submittal/cut-sheet submitted for each fixture type on Table 1 (Base project & Option 1) with the contractor's proposal. All cut sheets submitted for post award, shall be identical to the cut sheets submitted with the proposal unless first approved by GSA.

20 Will you need "attic (spare) stock for the exterior also"? Yes. 1 per type

21 Fixtue-G: Brushed nickel is discontinued, is White OK? Yes, white is acceptable for pricing purposes.

22 30 days from NTP is not enough for delivery as procurement alone can take 6-8 weeks. We prefer near 120-180 days

The total period of performance for this task order is 240 days and includes 60 calendar days for required security clearances, pre-work submittals, and material ordering. Actual construction period of performance is 180 calendar days.

23 Do you have any floor plans (drawings) that can serve as the basis of reflected ceiling plan? Are they electronic?

GSA does not possess any floor plans for this project and as a result, option 2 is being removed from the SOW.

During the site visit it was stated that all surface mount fixture (restrooms & stairs) will only get lamp and driver and not light-panels. Should we still quote Fixture-C with surface mount accessory?

No recess (sheetrock kits) will be required in hard ceilings (sheetrock or spline). The contractor shall replace existing surface mount with counterpart LED (wrap style) in these areas. The contractor shall utilize the sheetrock kits elsewhere if required to properly install new kits.

25 Exterior Fixture-4: was seen to be can-fixtures with screw-in LED lamps. Do you intend to replace those with the Canopy-style fixture? This fixture type will be withdrawn as the O&M contractor has since retrofitted

26 We just noticed that the solicitation (pg 30 par.3) refers to an Attachment-A which is missing Reference to Attachment-A will be removed.

27 Will exterior fixture 4 be deleted from option 2? Yes.

On page 2 of the scope of work it states that the period of performance will be 240 days: 45 calendar days for required security clearances, pre-work submittals, and material ordering and 90 calendar days for period of performance. This leaves 105 days? For the base bid using Option 1, will the period of performance be 240 calendar days.

The total period of performance for this task order is 240 days and includes 60 calendar days for required security clearances, pre-work submittals, and material ordering. Actual construction period of performance is 180 calendar days.

If GSA goes with Option 2, will the period of performance still be 240 calendar days?

The total period of performance for this task order is 240 days and includes 60 calendar days for required security clearances, pre-work submittals, and material ordering. Actual construction period of performance is 180 calendar days. Option 2 is removed from the SOW

30 Will the due date for proposals be extended? The new proposal due date is July 21st 2019; 230PM CST. Please refer to the all amendments.

The option #2 to provide CAD drawings for the reflected ceiling plans – Will the government provide the CAD drawings for the floors and rooms that are in this scope of work - so the reflected ceiling drawings can be added as an additional layer? Option 2 will be removed from the SOW

The scope of work requires that each of the LED fixtures have 0 – 10 volt dimming capability. This would apply to the LED drivers. Would this be required for LED exit Lights? (Exit Lights are life safety and should not dimmed). Are there other fixture types that would be exempted?

0-10V dimming capability for exit signs are not required. All exterior lighting outlined in option 2 do not require 0-10V capability.

33 The 0 – 10 volt dimming required is for the driver. Does this mean that every fixture will be controlled with a dimmer? See recent RFI for fixtures that will require dimmers and/or sensors.

Will there need to be control cables (0 – 10 volt) run between junction boxes, fixture whips, and wall switches to allow for 0 -10 volt dimming? Or does each fixture driver only need the provision for 0 – 10 volt dimming? See recent RFI for fixtures that will require dimmers and/or sensors. No cabling is necessary
