Section dividers and tabs will not count against the 55-page limit. Documents related to the solicitation can be disseminated electronically if encrypted and a log of recipients is kept. Request for Information Responses
Solicitation No.: 47PC0320R0004
December 12, 2021
RFI Question 1: The RFP allows for 11x17 pages for schedule. However, a schedule is not required under any of the Factors. Please confirm a schedule is not required for the proposal submission
Answer 1: Schedule is not required
RFI Question 2: Will section dividers and/or tabs in the proposal be counted towards the 55 page limit?
Answer 2: No
RFI Question 3: For the organizational chart under Factor 2, is it acceptable to utilize 11x17 pages? This will allow for clarity of information
Answer 3: Yes
RFI Question 4: Will 11x17 pages, if utilized, be counted as 1 page or 2 pages (single-sided)?
Answer 4: 1 page
RFI Question 5: The current RFI deadline, i.e. 12/17/2021, is too early for RFI cutoffs. It is anticipated that our team and the subcontractor market will be generating project specific RFIs well after the current deadline. We request that the RFI cutoff deadline be extended to two (2) weeks before the proposal submission date. Please confirm.
Answer 5: GSA will take this under advisement and issue an amendment with any changes to the date. Please monitor SAM.gov for any future amendments.
RFI Question 6: Is it acceptable to move forward with disseminating the documents to the trades for pricing?
Answer 6: Yes
RFI Question 7: Are these files CUI (Controlled Unclassified Information)? (They were marked as
“Controlled” documents on the site.)
Answer 7: Yes
RFI Question 8: Could you provide guidance on allowable means of disseminating the documents (e.g., electronically via email, via a web-based collaborative platform, or other)?
Answer 8: You can disseminate electronically but please encrypted prior to issuing and keep a log of who the documents were sent to. At the completion of the procurement if you are not the successful offeror please instruct all parties to properly destroy the documents.
RFI Question 9: "1) The Solicitation; II.D. – Technical Proposal; Factor 1- Experience on Similar
Projects: The proposed scope of work, project magnitude and CMc procurement methodology for the Major Building Modernization at the Silvio Mollo FOB makes the selection of comparable projects which contain favorable characteristics a difficult one – there are few CWC procurements of this magnitude that have been completed in this region. The CMC methodology is an important consideration in the evaluation of project experience for this factor. While realizing that there are few projects which contain all characteristics which the Government will find favorable in their evaluation, can comparable CMC projects with relevant scope and project magnitude, which are in progress but not yet 65% completed be considered by the Government in their evaluation of this factor? "
Answer 9: At this time we are not accepting projects that are less than 65% complete for consideration. If it is submitted unfortunately, it will not be reviewed.
