Title: Moakley Cooling Tower Replacement Project Building: John Joseph Moakley Federal Courthouse Location: 1 Courthouse Way Boston, MA 02210 Building Number: MA0050ZZ

GSA Project Sponsor: Jim Kelliher Phone: 617-565-1091 GSA Global Project Manager Waikit Lui Phone: 617-565-5024 GSA Contracting Officer: Simeon Berry Phone: 617 565-8618 GSA Contract Specialist: David Mark Phone: 617-531-9092 GSA D&C Coordinator/COTR: Aaron Sorrell Phone: 617-763-6264 GSA Building Manager: Marilyn Freeman Phone: 617-428-2019

1. GENERAL

1.1. Objective: Key objective of this project is to replace the failing three (3) Baltimore AirCoil induced draft cooling towers with three (3) towers of similar design/capacity, with VFD controller, broken into individual options for government execution. The existing units have significant corrosion and operational problems. The new cooling towers need to ensure efficient plant operations through the range of operating conditions at the facility. This project shall meet all technical requirements of this Statement of Work. The contractor shall provide a total “turnkey” project including:

1.1.1. Design. At the Moakley Federal Courthouse, perform a site inspection to fully understand the cooling tower system, roofing system and the existing conditions in the building.

Identify the exact size of cooling towers needed to support the building cooling/condensing load. Investigation shall also determine the means and method to have the new cooling towers installed, including but not limited to, temporary cooling solutions.

Provide design services to develop a design for a fully functional cooling tower system with all necessary sequencing controls and control wire connection to the existing BAS.

Include provisions as required for alterations to structural & architectural features (including the roof membrane itself), fire alarm, fire sprinkler, plumbing and electrical to meet the codes and standards. Relocation and disruption of tenant agency operations / functions by construction is to be minimized consistent with budget constraints and, to the greatest extent possible, should be accomplished within the confines of the facility/work area. Contractor shall closely coordinate proposed mechanical system designs and associated equipment with the building management personnel.

Note: The building cooling tower system operates 24/7/365. The new cooling towers shall be capable to operate in below freezing conditions. Design must include temporary cooling or heat rejection appropriate for seasonal cooling load, at a minimum equivalent two (2) cooling towers, in operation throughout the construction, or keep two cooling towers in operation at all times. See details in section 7.

1.1.2. Note that the design must include replacement of each of the three cooling towers.

The base bid will award design to replace three cooling towers, and construction replacement of one cooling tower. Following this design, Option 1 is intended to award construction of the second cooling tower, and Option 2 is then intended to award construction of the third cooling tower.

1.1.3. Construction. Perform all construction services necessary for the successful installation of the cooling tower system based upon the design generated from 1.2.1. Contractor will be responsible for repair of all damages and penetrations resulting from new installation and demolition of cooling tower and related components. Coordinate all construction work with GSA project manager and GSA building manager prior to any utility shutdown and hot work.

1.2. Scope: The contractor shall perform all professional services as necessary to provide GSA with a complete design package for the replacement of the entire cooling tower system, including, but not limited by, the requirements outlined in this Scope of Work, all required codes and amendments. The design package shall include specifications and drawings which will be turned over to GSA. Design should be able to be incremented into individual systems for the replacement of individual chillers, at the government’s discretion. After approval by GSA of all final design materials, the contractor will provide all necessary construction services to successfully install the cooling tower within the facility. All construction work should be done after-hours, unless otherwise approved by the contracting officer. Provide new pipe sections, valves, fittings, and controlling device(s) as necessary to accommodate the new system, including all associated systems on the cooling tower roof. Detailed technical requirements for the base and each option are listed in section 7.

1.2.1. Existing Conditions. The Moakley Federal Courthouse currently has three (3) Baltimore AirCoil induced draft cooling towers. Cooling towers are sequenced to meet the load and controlled by Trane Controls. Existing BAS is installed and maintained by Gwynn Systems, Inc. Each tower can run independently and has a two speed 50 hp motor.

• Capacity – 6150 USGPM of water from 95oF to 85oF at 78oF entering wet bulb

Each inspection/test shall be included in the overall construction schedule. The Contractor is not relieved from required performance tests should these not be included in the plan.

The QCP is intended to document those inspections/tests necessary to assure the Government that product delivery, quality and performance are as required. It also serves as an inspection coordination tool between the Contractor, the Government, and the CM. Examples of these inspections/tests are the final test/inspection for overall performance of the system.

6.2. Submissions: The QCP shall be prepared and submitted within one (1) week of the kick off meeting and prior to any construction on-site. The QCP may be rejected as incomplete and returned for resubmission if there is any performance, condition or operating test that is not covered therein.
