ANSWER: Coordinate with Property Manager at minimum 72 hours in advance.
4. Any on-site parking for contractors?
ANSWER: There is no available onsite parking for contractors.
5. Where can the crane truck park for equipment lifting?
ANSWER: A crane may be able to be placed on the eastern side of Northern Ave.

If the project is sales tax exempt can the government provide a sales tax exemption certificate?
ANSWER: There are no known federal or local taxes associated with this project, but if there are the contractor is responsible for paying them and should include those costs in their price proposal. For Massachusetts State taxes, the Contractor will be exempt from taxes for building materials and supplies under MGL Ch. 64H, sec. 6(f), and will be provided with a Massachusetts State Form ST-5C upon award of the contract. Therefore, those taxes should not be included in the contractor’s price proposal.

17. SOW 1.1.1 states, "Identify the exact size of Cooling Tower needed?" Can the government please clarify what this means? This could have significant impact on amount of engineering required? For example, are you asking for revised Tower sizing (i.e. new building load calculations)? Will the existing building cooling load building model calculations be made available? Can we rely on them? Have the existing towers been sufficient historically? Or, is this a one for one change out and all you are asking for is to confirm the new CTs will fit and perform in accordance with the existing?
ANSWER: This information may be provided under a future amendment; as of now, please price your job without this information as best you can. Assume that this will be determined during the design phase.
18. SOW 1.2.4.1, Please confirm design services are not required for Option 2?
ANSWER: Please refer to SOW Section 1.2.2. Design services for Base and Options 1 and 2 are included in the Base design requirements.
19. SOW 1.2.5.1, Please confirm that design services are not required for Option 3?
ANSWER: Design services for Option 3 are included in the Base design requirements. While design was not included in the option itself, base and all options require that the dunnage be evaluated; if it needs repair or replacement this MUST be considered in the recommendations to the government.

ANSWER: Design should evaluate capacity and efficiency to ensure the best operating resource for the government. Recommendations for improvement or change require GSA approval.
41. Can GSA describe the best value system used to award this project?
ANSWER: Evaluation of offers is discussed under Section VI of the solicitation. The “best value continuum”, FAR 15.101, includes a tradeoff process. This process permits tradeoffs among price and non-price factors and allows the government to accept other than the lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs must be documented in the file in accordance with FAR 15.406.
This process will be utilized in this procurement. Proposals will be evaluated with the objective
Pre-bid Conference: 06/06/2018 Bidders’ Questions of selecting the proposal that offers the best value to the Government. Since this approach provides the opportunity for price/technical tradeoffs, the award will not necessarily be made to the lowest priced offer.

ANSWER: Yes, existing drawings will be provided to the successful contractor upon request after award.
43. Can the successful contractor use the same existing upper steel platform and steps as part of this project or does GSA require a complete new system?

ANSWER: There is no lightning protection system on the cooling tower. New lightning protection system shall be provided if required per NFPA 780 (depends on the new height of proposed cooling towers).
55. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
Pre-bid Conference: 06/06/2018
ANSWER: FAR CLAUSE 52.229-3: Federal, State, and Local Taxes (Feb 2013), is incorporated into this solicitation. Please note that “After-imposed Federal tax” is considered to include new tariffs imposed after the proposal due date for this solicitation. The clause is provided in full text below (please note sub-paragraph g that requires prompt notification by the contractor to the Contracting Officer if there are any new taxes or duties that will result in either a contract price increase or decrease):
FAR CLAUSE 52.229-3: Federal, State, and Local Taxes (Feb 2013)
(a) As used in this clause— “After-imposed Federal tax” means any new or increased Federal excise tax or duty, or tax that was exempted or excluded on the contract date but whose exemption was later revoked or reduced during the contract period, on the transactions or property covered by this contract that the Contractor is required to pay or bear as the result of legislative, judicial, or administrative action taking effect after the contract date. It does not include social security tax or other employment taxes.
“After-relieved Federal tax” means any amount of Federal excise tax or duty, except social security or other employment taxes, that would otherwise have been payable on the transactions or property covered by this contract, but which the Contractor is not required to pay or bear, or for which the Contractor obtains a refund or drawback, as the result of legislative, judicial, or administrative action taking effect after the contract date.
“All applicable Federal, State, and local taxes and duties” means all taxes and duties, in effect on the contract date, that the taxing authority is imposing and collecting on the transactions or property covered by this contract.
“Contract date” means the date set for bid opening or, if this is a negotiated contract or a modification, the effective date of this contract or modification.
“Local taxes” includes taxes imposed by a possession or territory of the United States, Puerto Rico, or the Northern Mariana Islands, if the contract is performed wholly or partly in any of those areas.
(b)(1) The contract price includes all applicable Federal, State, and local taxes and duties, except as provided in subparagraph (b)(2)(i) of this clause.
(2) Taxes imposed under 26 U.S.C. 5000C may not be—
(i) Included in the contract price; nor
(ii) Reimbursed.
(c) The contract price shall be increased by the amount of any after-imposed Federal tax, provided the Contractor warrants in writing that no amount for such newly imposed Federal excise tax or duty or rate increase was included in the contract price, as a contingency reserve or otherwise.
(d) The contract price shall be decreased by the amount of any after-relieved Federal tax.
Pre-bid Conference: 06/06/2018
(e) The contract price shall be decreased by the amount of any Federal excise tax or duty, except social security or other employment taxes, that the Contractor is required to pay or bear, or does not obtain a refund of, through the Contractor’s fault, negligence, or failure to follow instructions of the Contracting Officer.
(f) No adjustment shall be made in the contract price under this clause unless the amount of the adjustment exceeds $250.
(g) The Contractor shall promptly notify the Contracting Officer of all matters relating to any Federal excise tax or duty that reasonably may be expected to result in either an increase or decrease in the contract price and shall take appropriate action as the Contracting Officer directs.
(h) The Government shall, without liability, furnish evidence appropriate to establish exemption from any Federal, State, or local tax when the Contractor requests such evidence and a reasonable basis exists to sustain the exemption.

57. Is there a specific format in which the breakdown should be submitted?
ANSWER: Refer to SOW Section 1.2
58.Is Option number 3 asking for a replacement of all 3 Structural towers platforms?
ANSWER: Yes. This is correct.
59.How many square feet of roofing is to be replaced per unit on option 4?
