About this file
This is a Renovations Specifications document for the Oregon Youth Authority (OYA) MYCF Valley Cottage project, prepared by Beaman Architecture, Ltd., detailing comprehensive technical and administrative requirements for architectural, structural, HVAC, plumbing, and electrical renovations to two existing one-story, 5,500-square-foot juvenile housing facilities located at 2630 N. Pacific Highway in Woodburn, Oregon. The specifications encompass 31 divisions of work including general requirements, demolition and hazardous materials abatement, concrete, masonry, metals, wood and composite materials, thermal and moisture protection, openings, finishes, equipment, furnishings, mechanical systems, fire suppression, plumbing, HVAC, electrical, communications, electronic safety and security, earthwork, and exterior improvements. Work will be conducted in phases with residents temporarily relocated during each phase, and the project will be constructed under a single prime contract with phased completion dates as noted in the Invitation to Bid. The contractor must submit an updated construction schedule before commencing each phase, identify move-out and move-in dates for resident youth, and maintain weather-tight conditions throughout construction while accommodating full owner occupancy of adjacent facilities during the entire construction period.
Administrative requirements mandate a full-time superintendent dedicated to project management, with project manager and superintendent subject to owner and architect approval and review. Construction activities are restricted to Monday through Friday, 7:30 a.m. to 4:00 p.m., with contractor personnel required to wear OSHA-approved safety equipment and identification tags provided by the owner. The contractor must engage a dedicated third-party security staff person to monitor and enforce owner safety and security requirements, provide daily email reports to the owner's designated representative, and coordinate all movements through secure site perimeters. The contractor is responsible for all submittal procedures, including electronic PDF submissions with specific formatting requirements, 14-day review periods, and re-submission protocols, as well as quality assurance and quality control plans, testing and inspection schedules, and detailed documentation of compliance with architectural and engineering specifications. All tools must be collected at day's end per OYA requirements, controlled substances are prohibited on site, and the contractor must obtain owner written permission at least two days in advance for utility interruptions or disruptive operations.
