About this file

This is a specifications document for the Oregon Youth Authority (OYA) MYCF Valley Cottage Alterations project located at 2630 N. Pacific Highway, Woodburn, Oregon. The project involves architectural, HVAC, plumbing, and electrical alterations to five existing one-story, 5,500-square-foot juvenile housing facilities within a secure campus. The work will be conducted in multiple phases with each phase substantially completed as noted in the Invitation to Bid (ITB). The contractor must submit an updated construction schedule showing sequence, commencement, completion dates, and move-out and move-in dates for resident youth prior to commencing work on each phase. The project is being constructed under a single prime contract, with the owner's authorized representative identified as Stacy Davis, State-Wide Construction Manager. Construction activities are limited to Monday through Friday, 7:30 a.m. to 4:00 p.m., with all tools and equipment required to be gathered and collected at day's end per Oregon Youth Authority requirements.

The specifications establish comprehensive requirements for contract administration, including detailed submittal procedures, quality assurance and control protocols, safety and security measures, and project coordination procedures. Contractor personnel must wear OSHA-approved high-visibility vests at all times and comply with Owner's drug and background screening requirements. The contractor is required to provide dedicated security staff, including a third-party security personnel provider, to monitor safety and security compliance during construction activities within the secure perimeter. Payment and contract modifications will be processed through standard change order procedures with the State of Oregon. All submittals must be provided in electronic PDF format, and the contractor is responsible for coordinating with the architect (Michael Beaman, Beaman Architecture, Ltd.) regarding requests for information, which allow seven working days for architect response. The project manual includes general conditions, supplemental general conditions, and detailed technical specifications across multiple construction divisions, with compliance requirements established through referenced standards and quality control testing agencies acceptable to the jurisdiction.
