About this file
This document contains responses to contractor questions regarding solicitation number 36C78620B0013 for site improvements at Riverside National Cemetery. The solicitation seeks a contractor to perform work in multiple phases, including work on ponds, demolition of a waste water treatment plant, and landscaping. Contractors may work concurrently in different areas subject to the project phasing plan. Pricing should be broken out by contract line item number (CLIN) with bonding requirements included for each. Waste characterization and disposal requirements are also addressed. The related federal contract opportunity posting provides additional details such as the July 2021 anticipated release date, 100% SDVOSB set-aside designation for the $2-5 million acquisition, and registration requirements for interested vendors.

2. Response: The contractor may work concurrently on as many areas as the phasing plan allows, please see sheet GC201 (sheet 13 of 92), general note #1.
3. Which areas can be worked on concurrently?
3. Response: The contractor may work concurrently on as many areas as the phasing plan allows, please see sheet GC201 (sheet 13 of 92), general note #1.
4. Because the Risk Analysis for this project has not been determined (part of SWPPP development) should we assume the project is subject to Risk Level 2 SWPPP requirements? Please provide Risk Level for SWPPP.
4. Response: The contractor is to assume Risk Level 1 SWPPP requirements for all work performed within the developed cemetery and Risk Level 2 SWPPP requirements for the Waste Water Treatment Plant Demolition.
5. What would the VA have intended for the sequence of work?
5. Response: The phasing plan is located on sheet GC201 (sheet 13 of 92), general note #1.
6. Can the contractor work on multiple sites at the same time?
6. Response: The contractor may work concurrently on as many areas as the phasing plan allows, please see sheet GC201 (sheet 13 of 92) and general note #1.
7. Where should the water be pumped to while the work is being done on the larger ponds?
7. Response: While work on the ponds is taking place, the contractor is to bypass the water supply from the reflective pool to the upper lake. Please see Amended 001 revised sheet GC201 (sheet 13 of 92), Phase 2, Note 3. Please see the attached.
8. Drawing G-002 shows Bid Alternate #1 (CLIN 002) as the Front Entry Landscape Improvements and Bid Alternate #02 (CLIN 003) Upper Lake A & Lower Lake A. On the bid schedule the items are reversed. Please clarify if we should follow the drawings or the bid schedule.
8. Response: Bidders are to follow the construction drawings and specifications for Bid Alternate/CLIN descriptions. Please see the updated Price Schedule.
9. How large and deep are the existing foundations at the Waste Water Treatment Plant? Do you have as-built drawings?
9. Response: The foundations dimensions at the Waste Water Treatment Plant are unknown. As-built drawings are not available.
10. At what location should the existing blower pump conduits underground/below grade should be cut and abandoned?
10. Response: Please see sheet CD102, Demolition Notes #2 & #3.
11. Bond Requirement. Can we provide the bond requirement for each CLIN?
11. Response: Contractor may include the bond pricing within each CLIN. Please see revised price schedule sheet.
12. Can you verify the CLINs by priority?
12. Response: CLIN 1 is the highest priority. CLIN 2 and 3 may be exercised in any order.
13. Do you have a specific example of the sheet estimate by CLINs?
13. Response: The price breakdown for each CLIN may be presented on separate sheets.
14. We would like clarification if the intent of this project (per specifications) is to completely remove all LEAD paint from the structure/surfaces prior to demolition – if this is the intent these procedures consist of multiple attempts and usually have a poor out-come for completing 100% of removal.
14. Response: 100% removal of the LEAD paint is not feasible. The contractor is to remove as much paint as possible from the structure as outlined in specification 02 83 33.13.
15. If the lead is to be left in place – a waste characterization would be required for disposal, However – we cannot confirm with any certainty what the clarification report will show and cannot accurately provide pricing without that information as the report did not offer any characterization up front – thus the liability for the contractor makes this non-biddable in it’s given state.
15. Response: The true characterization of the waste cannot be determined until after remediation has taken place.
16. The consultant should perform some characterization of waste up front to allow for the abatement contractor to accurately engage the project (knowing how to price for disposal up front). Please advise how to proceed as this can change the valuation by more than 5x the required costs of the government and is not typical.
16. Response: The contractor is to assume the remaining waste is to be characterization as Non-Hazardous waste after remediation efforts have taken place.
