The subject pump stations consists of concrete pads with operating water pumps. Gunite lined ponds and canals associated with the pump stations were present. There were no interior finishes.
3.0 FIELD ACTIVITIES
The survey was conducted on August 25 – 28, 2020 by Mr. Mike Jarboe, a Certified Site Surveillance Technician (CSST) and (CDPH) Lead Inspector/Assessor. A copy of Mr. Korte’s and Mr. Jarboe’s respective licenses are attached in Appendix G. The survey was conducted consistent with the procedures outlined in our proposal dated August 14, 2020. A summary of the field activities is described below.
3.1 Visual Assessment
Asbestos
Terracon began the sampling activities with a visual assessment, identification and inventory of readily visible and accessible homogeneous areas of suspect ACM. A homogeneous area consists of building materials that appear similar throughout in terms of color and texture. The assessment included the interior, exterior, and roof of the waste water treatment plant and all accessible building/equipment materials located amongst the other subject areas. Building materials identified as glass (includes fiberglass), wood, masonry, metal, plastic were not considered suspect ACM.
Lead-Containing Materials
Terracon collected paint chip samples to determine the lead content in parts per million (ppm) of the predominant painted surfaces.
Inspection activities began with visual observations of painted surfaces to identify unique combinations of paint on building materials. A unique combination of paint consists of paint that is applied to a building material and has similar color, substrate and component.
Assessment was conducted throughout the visually accessible areas of each structure.
PCB-Containing Materials
Terracon conducted a visual inspection of building envelopes to identify sealants or caulking materials used on the exterior of the subject survey areas

3.2 Physical Assessment
Asbestos
A physical assessment of each homogeneous area of suspect ACM was conducted to determine the friability and condition of the material. A friable material is defined by the EPA as a material which can be crumbled, pulverized or reduced to powder by hand pressure when dry. Friability was determined via tactile assessment.
Lead Paint
A physical assessment of paint was conducted to assess the condition of the paint. Lead paint chip samples were collected to comply with Cal-OSHA regulations (Title 8 CCR 1532.1 – Lead Exposure in Construction) for the proposed demolition activities. Paint was sampled to identify potential worker exposure and potential disposal restrictions.
Other Hazardous Materials
All other potentially hazardous building materials and conditions were assessed visually.
3.3 Sample Collection and Analytical Results
Asbestos
Based on results of the visual observation, bulk samples of suspect ACM were collected in general accordance with AHERA sampling protocols. Representative samples of suspect materials were collected in each homogeneous area. Suspect ACMs were collected using wet methods, where applicable, to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers.
Samples of suspect ACM were delivered under chain-of-custody protocol to EMLab P&K.
Irvine, California. EMLab P&K is a laboratory accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) under the National Institute of Standards and Technology (NIST) for analysis by PLM.
Two-hundred eleven (211) bulk samples were collected from sixty-five (65) homogeneous areas of suspect ACM. Asbestos was confirmed in seventeen (17) of the samples collected from six (6) homogeneous areas. Five (5) samples were subsequently analyzed by 400 point-count method. The laboratory results and chains-of-custody for the samples collected can be found in Appendix C.
Please refer to Confirmed Asbestos-Containing Materials in Appendix B and Sample Location

Lead-Containing Materials
Fourteen (14) paint chip samples were collected for lead analysis. The samples were delivered under chain-of-custody to EMLab P&K. Irvine, California. The paint chip samples were analyzed by Flame Atomic Absorption spectroscopy. The sampling locations are provided in Appendix F. The lead survey sample summary can be found in Appendix A. The laboratory reports and chains of custody for the suspect lead paint samples can be found in Appendix D.
Based on the laboratory analytical results, nine (9) of the samples contained lead above the laboratory limit of detection and three (3) samples contained lead in concentrations above the California Department of Public Health (CDPH) definition of Lead-Based Paint.
The remaining samples did not contain lead above the laboratory method detection limit.
If renovation or demolition activities will impact any lead-containing materials contractors and employers are required to comply with the following regulations: 29 CFR 1926.62 and Title 8 CCR 1532.1. Construction work covered by federal and Cal/OSHA standards includes any repair or renovation activities or other activities that disturb in-place lead-containing materials.
Employers and Contractors must assure that no employee will be exposed to lead at concentrations greater than 50 micrograms per cubic meter (mg/m3) averaged over an eight-hour period without adequate protection. The Federal and California OSHA Standards also establish an action level of 30 mg/m3, which if exceeded, triggers the requirement for medical monitoring.
PCB-Containing Materials
Three (3) samples of various exterior materials were collected including exterior caulks and window putty. The materials were placed into individual plastic sampling containers and each sample was provided a discrete sample number, which was recorded on a chain of custody form. The samples were transported under chain of custody procedures to Test America in Irvine, California, for analysis. Test America is accredited by the California Department of Public Health Environmental Laboratory Accreditation Program (ELLAP) for the analysis of PCBs. Please refer to Appendix A for details on sample locations and sample results. The laboratory results and chain of custody for the suspect PCB-containing materials can be found in Appendix E.
The caulking samples were analyzed for PCB content using analytical method SW8082 with EPA approved extraction method 3546. When “<” appears in the PCB sample report, it should be interpreted as meaning concentrations were below the analytical method detection limit.
PCBs were detected above the laboratory limit of detection in one (1) of the three (3) materials sampled. No additional assessment appears warranted at this time unless

Fluorescent light fixtures with suspect PCB containing ballasts were not observed throughout the site buildings.
3.4 Visual Mercury Survey
A visual survey was conducted to identify mercury-containing lamps, fluorescent light tubes and other possible mercury-containing devices such as thermostats, switches, and gauges. No suspect mercury containing items were observed in the structures or site improvements within the survey scope.
3.5 Other Hazardous Materials
Equipment with refrigerants were not identified in the structures or other site improvement within the survey scope.
4.0 REGULATORY OVERVIEW
Asbestos
As a consequence of the health hazard from inhalation of asbestos fibers, a body of federal and state regulations has been developed. Federal regulations pertaining to asbestos are included in AHERA (US EPA 40 CFR 763); NESHAP (EPA 40 CFR 61); OSHA Asbestos Standards (29 CFR 1910.1001 and 29 CFR 1926.1101), and ASHARA (Asbestos School Hazard Abatement Reauthorization Act). Many states have additional requirements including state-specific licensing and certification. In California, these regulations include, but are not limited to: Cal/OSHA in Title 8, Sections 1529 and 5208 and the South Coast Air Quality Management District (SCAQMD) Rule 1403.
The federal asbestos NESHAP standard (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. NESHAP also requires the identification and classification of asbestos removal in the South Coast Air Quality Management District. Under NESHAP, ACM are classified as either friable, Category I non-friable or Category II non-friable ACM. Friable materials are those that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II non-friable ACM are any materials other than Category I materials that contain more than 1% asbestos.
Friable ACM, along with Category I and Category II non-friable ACM, which is in poor condition and has become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during anticipated renovation or demolition activities are considered regulated ACM (RACM).
September 30, 2020 ■ Terracon Project No. 60207159
Reliable ■ Responsive ■ Resourceful 6
Building materials confirmed to be ACM through the collection of bulk sampling and subsequent laboratory analysis, or presumed ACM, must be removed prior to intentional disturbance during planned renovation/demolition activities. Asbestos abatement must be conducted by Cal/OSHA-accredited asbestos abatement contractors. Third-party air monitoring is recommended during the abatement activities.
Cal/OSHA requires that only properly licensed and certified asbestos abatement contractors are allowed to remove ACM. As per NESHAP, all RACM shall be removed from a facility being demolished or renovated before any non-burning demolition or renovation begins that would break up, dislodge, or similarly disturb the material or preclude access to the material for subsequent removal. According to SCAQMD if more than 100 square feet of ACM is to be stripped, removed, dislodged, cut, drilled, or similarly disturbed, or for any demolition, the asbestos abatement contractor or facility owner must submit an Asbestos Notification of Demolition and Renovation form to SCAQMD along with the appropriate fees within at least 10 working days prior to the scheduled asbestos removal activity or demolition start date.
The federal OSHA Asbestos standard for construction (29 CFR 1926.1101) and the Cal/OSHA asbestos standard for general industry and the construction industry (CCR Title 8, Sections 5208 and 1529, respectively) regulate workplace exposure to asbestos. Both the federal OSHA and Cal/OSHA standards require that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc) as an eight-hour time weighted average. The federal OSHA and Cal/OSHA standards classifies construction and maintenance activities which could disturb ACM and specifies work practices and precautions which employers must follow when engaging in each class of regulated work.
However, workers who deliberately disturb any amount of asbestos should have pertinent training and wear proper personal protective equipment according to federal and state regulatory requirements (i.e., Cal/OSHA 8 CCR 1529 (g) (1) through (9) for Class I, II and III work).
Asbestos-containing construction materials (ACCM) is a term developed by Cal/OSHA out of concern for building materials used inside and outside a building that contain less than 1% asbestos. The definition of ACCM includes any manufactured building material that has more than one-tenth of 1% (>0.1%) asbestos content. The SCAQMD requires point counting of friable samples of ACM at concentrations of less than 10% to determine more accurately the content of asbestos and proper classification of the material for proper abatement and disposal requirements. Alternatively, materials may be presumed as ACMs. If the material is less than one tenth of 1%, the material is not regulated by the EPA however Cal/OSHA worker protection regulations apply if any asbestos is detected.

Lead
The Resource Conservation and Recovery Act (RCRA) gave the USEPA authority to regulate the waste status of demolition and renovation debris, including lead-containing materials.
Specific notification and testing requirements must be addressed prior to transporting, treating, storing, or disposing of hazardous wastes. Lead-containing wastes are considered hazardous waste under RCRA if Toxicity Characteristic Leaching Procedure (TCLP) results exceed 5 milligrams per liter (mg/L). EPA exempts from most RCRA requirements those generators whose combined hazardous waste generation is less than 100 kilograms (kg) per month.
Detectable lead quantities may constitute a lead dust hazard during renovation/demolition activities. Personnel performing renovation/demolition activities that may disturb painted components with concentrations of lead above the designated analytical detection limit should comply with all current OSHA regulations in order to minimize employee exposure. OSHA regulates construction activities that disturb lead-containing material regardless of the concentration. Currently, any proposed renovation/demolition is subject to the OSHA regulations (29 CFR 1926.62 – Lead Exposure in Construction).
In California, the lead standard was adopted by Cal/OSHA as Title 8 CCR, Section 1532.1 (Occupational Lead Poisoning Prevention Program). The California Department of Public Health also regulates accreditations, certifications and work practices for activities involving lead-containing materials under Title 17 CCR. The federal and Cal/OSHA regulations define specific training requirements, engineering controls and working practices for construction personnel subject to this standard. Occupational exposure to lead occurring in the course of construction work, including maintenance activities, painting, alteration and repairs is subject to the OSHA Lead Exposure in Construction standard.
Contractors and employers are required to comply with 29 CFR 1926.62 and Title 8 CCR
1532.1. Construction work covered by federal and Cal/OSHA standards includes any repair or renovation activities or other activities that disturb in-place lead-containing materials.
Employers must assure that no employee will be exposed to lead at concentrations greater than 50 micrograms per cubic meter (mg/m3) averaged over an eight-hour period without adequate protection. The Federal and California OSHA Standards also establish an action level of 30 mg/m3, which if exceeded, triggers the requirement for medical monitoring.
PCBs
Polychlorinated Biphenyls (PCBs) belong to a broad family of man-made organic chemicals knowns as chlorinated hydrocarbons. PCBs were domestically manufactured from 1929 until banned from use in 1979. Their consistency ranges from thin, light colored liquids to black, waxy solids. PCBs have been demonstrated to cause a variety of adverse health effect and have been shown to cause cancer in animal studies.

Reliable ■ Responsive ■ Resourceful 8
PCBs are found in building materials such window and exterior panel caulking, paints, mastics and any materials where maintaining elasticity over a prolonged period is required. However, PCBs are not limited to building materials with the characteristics stated above.
Refrigerants/Coolants
The refrigerants servicing the mechanical equipment may contain chlorofluorocarbon (CFC) or hydrochlorofluorocarbon (HCFC) refrigerants. Recovered refrigerants should be sent to an EPA-certified refrigerant reclaimer or destroyed by facilities that accept these substances.
Currently the EPA does not require technician certification (EPA Section 608 certification) in order to service stationary refrigeration and air-conditioning systems containing CFC/HCFCs.
However, the EPA plans to propose extending the technician certification requirement to cover the use and purchase of CFC/HCFCs.
5.0 GENERAL COMMENTS
Should suspect materials, other than those which were identified during this survey, be uncovered prior to, or during, planned demolition activities, those materials should be assumed asbestos, lead and PCB-containing until sampling and analysis is performed. Work should be conducted in accordance with applicable provisions of Cal/OSHA and federal standards.
This hazardous materials survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our of the subject structures, equipment and site improvements. The information contained in this report is relevant to the date on which this survey was performed and should not be relied upon to represent conditions at a later date. The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by any agency of the federal government. Eurofins EMLab P&K reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
