About this file
This document is a VA Response to Requests for Information (RFIs) for Solicitation No. 36C26126R0025 regarding repair of road cracks and slurry seal work. The RFI responses clarify scope, specifications, and contractor responsibilities for this federal contract opportunity.
The VA acknowledges that a Type II slurry seal is recommended for pavement areas highlighted in green on Exhibit A, but does not prescribe specific design parameters. The contractor's licensed civil engineer must determine appropriate slurry seal type, mix design, and application specifications in accordance with industry standards, with all designs requiring VA review and approval prior to implementation. The project schedule is fixed at 15 working days with no extension to the requested 45 working days. Repainting of existing curbs is not included in the contract scope, but contractors must repaint any curbs disturbed or damaged during their work. Regarding seal coat application referenced in Specification Section 32 12 16, contractors must determine appropriate timing in coordination with their civil engineer and include associated costs, scheduling, and warranty considerations in their bid, or clearly note exclusion if performed by others. For mill and overlay work in areas highlighted in red on Exhibit A, the VA references internal as-built drawings indicating heavy duty asphaltic concrete and provides a Heavy Duty On-Site Paving Section detail. The contractor's licensed civil engineer is responsible for reviewing project requirements, evaluating pavement design needs, and submitting design recommendations for VA approval, while the contractor must verify all existing field conditions and report discrepancies to the VA prior to work commencement. Bid bond/bid security is required as specified in the solicitation instructions.

VA Response to RFIs for Solicitation No. 36C26126R0025
Repair Road Cracks and Slurry Seal
RFI #1 – Reference: Exhibit A Site Map – Areas Highlighted in Green Please confirm the type of surface treatment intended for the pavement areas highlighted in green on Exhibit A.
Based on a field review of the existing pavement conditions, the asphalt surface within these areas appears to be extremely dry and oxidized. Due to this condition, it is our opinion that a standard seal coat may not provide adequate performance or durability. Given the current condition of the pavement, we recommend the use of a Type II Slurry Seal as the surface treatment for these areas. This treatment would provide improved surface sealing and extend the service life of the existing asphalt.
If a slurry seal is the intended treatment, please provide the applicable project specifications for the following:
• Slurry seal type and aggregate gradation (e.g., Type II)
• Asphalt emulsion requirements
• Mix design criteria
• Surface preparation requirements
• Application rates
• Traffic control and curing requirements
If an alternate surface treatment, such as seal coat is intended, please confirm the selected treatment type and provide the corresponding specifications so the work can be completed in accordance with project requirements.
VA Response:
The VA acknowledges the recommendation for a Type II slurry seal for this project. The VA does not prescribe specific slurry seal design parameters such as slurry seal type, asphalt emulsion requirements, aggregate gradation, mix design criteria, or application rates.
The contractor’s own licensed civil engineer shall be responsible for determining and providing the appropriate slurry seal type, complete mix design, and recommended application specifications in accordance with applicable industry standards. All proposed designs and specifications shall be submitted to the VA for review and approval prior to implementation.
In addition, the curing requirements, traffic control plan, and phasing of work associated with slurry seal application shall be prepared and provided by the contractor. These submittals must be reviewed and approved by the VA prior to commencing work.
RFI #2 – Please reference section 7.0 Project Schedule of the Construction Scope of Work (SOW), where it states that the project should be completed within 15 working days. Due to possible phasing requests, is it possible to extend the schedule to 45 working days?
VA Response:
The VA cannot grant the requested 45 working days. The current allowance of 15 working days already exceeds the typical timeframe the VA provides for this type of work. At this time, no additional extension will be approved.
RFI #3 – During our site review, we observed that several red curbs throughout the facility appear faded and may require repainting. However, curb repainting is not currently identified within the project plans or specifications as part of the scope of work. Please confirm whether the repainting of red curbs is intended to be included as part of this project. If so, please advise if this work should be included in the contractor’s bid and provide any applicable specifications, limits of work, or layout requirements. If the work is not intended to be included in this project, please confirm that curb repainting will be addressed separately or by others.
VA Response:
Repainting of existing curbs is not included in the scope of this contract. However, if the contractor’s work disturbs, damages, or otherwise affects any existing curbs, the contractor shall be responsible for repainting those areas to match the existing curb color and finish.
RFI #4 – Please reference Specification Section 32 12 16, specifically Section 3.6 – Application of Seal Coat. This section appears to indicate that a seal coat is to be applied approximately one
(1) year after installation of the new asphalt pavement. Please confirm whether the seal coat application is intended to be included as part of the current project scope and included in the contractor’s bid. If so, please clarify how the work should be addressed given the one-year delay indicated in the specification, including any expectations regarding scheduling, warranty considerations, or a potential return to the site for completion of this work. If the seal coat is not intended to be included in the contractor’s scope at this time, please confirm that it will be performed under a separate contract or by others.
VA Response:
The one‑year curing period in Specification 32 12 16, Section 3.6 is general guidance. For bidding, the Contractor, in coordination with their Civil Engineer/Engineer of Record, shall determine the appropriate timing for seal coat application and include any associated costs, scheduling, and warranty considerations in their bid. If excluded, clearly note this and indicate that it would be performed by others.
RFI #5 – Please reference Exhibit A – Site Map, specifically the areas highlighted in red indicating locations designated for mill and overlay. The drawings identify the treatment area;
however, the required milling depth, overlay thickness, and asphalt mix type are not clearly specified.
Please confirm the following so the scope can be accurately included in the bid:
1. Required milling depth for the existing asphalt pavement.
2. Required overlay thickness for the new asphalt.
3. The asphalt mix type/design to be used for the overlay.
VA Response:
The areas highlighted in red on Exhibit A of the solicitation package correspond to locations where, according to the VA’s internal as‑built drawings, heavy duty asphaltic concrete is indicated. For reference, a detail of the Heavy Duty On‑Site Paving Section is provided below this response.
The contractor’s licensed civil engineer shall be responsible for reviewing the project requirements, evaluating pavement design needs, and providing any required design recommendations and supporting documentation. All such recommendations shall be submitted to the VA for review and approval.
The contractor remains responsible for verifying all existing field conditions. Any discrepancies identified during field verification shall be brought to the VA’s attention prior to proceeding with work.
RFI #6 – Is a bid bond/bid security required?
VA Response: Yes. Please review the solicitation instructions.
