Minor 436-113 RFI #2 Summary List

1. The carpet tile specified (C1) has been discontinued by Mohawk for several years. The most recent carpet tile being used at the V.A. has been Patcraft's Mid-Century Mad; Color is Doo Wop. Is this an acceptable product? If not, please provide revised carpet tile.

The VA is trying to achieve a close cover match on the carpet tiles in the hospital.

Carpet: Patcraft Futura I0380 Doo Wop 00770.

https://www.patcraft.com/app/productspec/show/I0380/00770 The contractor may submit an approved equal as a substitute. The submittal will have to meet all specification requirements listed in Section 09 68 00 Carpeting of the contract bid specifications.

2. The Armstrong Natural Creations LVT 12' x 12" tiles specified, no longer comes in that size. The closest size is 18" x 18". Is this acceptable? If not, please provide revised size and product.

Provide Armstrong Natural Creations – Classics Luxury Flooring. Durango golden harvest 16x16 tiles as main field. Provide Durango beige 16x16 tiles for accent tiles.

3. Tile elevations showing wainscoting do not call out for tile cove. Please confirm if tile cove is required?

Tile cove is required in all rooms with ceramic tile in the project.

4. About Doors B100A and B100B, single slide automatic doors: Please provide specification.

The Fort Harrison product standard of choice for automatic doors is the Nabco Hurricane-Rated GT1175 Series/ Automatic or approved equal. Single sliding door with breakopen emergency egress fixed panel door. Door specifications are shown under The basis of design for the sliding doors are Horton Automatic Sliding Door Systems under spec section 08 41 13 due to the fact they have to meet the blast requirements.

5. In the addendum #5 question 25, it states that doors and windows must meet Blast requirements. The architect shows, on page AS600, the leaf to break out, a blast door does not have a break out option. Please advise what doors are to meet blast requirements.

Doors B100A, B138, B032, and B102C are to meet the blast requirements. The exterior slider on the Vestibule does not.

6. Option D – Sheet SB102 indicates the retaining wall is deleted under Option D. G103 which shows the option still has a retaining wall shown. Is the retaining wall deleted in option D? Also, the option drawings show the exterior walls are still as deep as shown in the base bid. Are these not reduced to 3’ like the floor elevations?

The retaining wall will still be constructed in the project. The exterior foundation walls can be raised as long as 48” below grade to the bottom of footing is maintained.

7. Typical parapet brace 20/SF501 shows an angle every six feet bracing the parapet. Typical parapet detail on the architectural 8/AS312 shows continuous cold formed metal framing with 5/8 ext GPDW. Does the VA want the framing between the structural bracing?

Yes, the framing will be between the structural framing.

8. Typical wall section 1/AS311 shows the basement furring to be 3-5/8" metal studs. The detail 5 referenced shows 2-½” metal studs. Detail 9 above it shows 3-5/8'. Which is the correct stud? Please clarify the dimension of the furring studs. This will make a difference for the Spray-Foam Insulation. Please provide spray foam insulation R value or specify the thickness in inches.

Contractor shall use 3 5/8” metal studs as indicated in detail 9.

9. In Reference to GI 102 Phasing Plan: Phase B is shown as the existing Lab and Canopy on the drawings. The Phasing Narrative Phase “2” references the existing lab space and not the canopy: Are Phase B and Phase 2 the same phase just labeled wrong in the narrative? Will the canopy extension have to be done after the Primary Care Addition is complete like the lab?

These areas are the same. Yes, the extension will be constructed after the Primary Care Addition is completed.

10. Will the Montana 1% Excise Tax be applicable to this project?

The contractor is required to pay the 1% excise tax in Montana.

11. Per attached in the addenda it states the security design manual requires blast protection. We were not able to locate the design manual please clarify.

The PSDM is located on the TIL and can be found at this link:

https://www.cfm.va.gov/til/PhysicalSecurity/dmPhySecMC.pdf

12. Amendment 5 Q&A. Question 25 refers the contractor to the Security Design Manual. Please provide blast protection design requirements for both doors and windows on this project to ensure accurate manufacturer pricing.

Please find the requirements from the PSDM:

6.2.1 Façade Fenestration All façade fenestration shall be designed to crack but fragments shall enter the occupied space and land on the floor no further than 10 feet (3 m) from the façade in response to the calculated peak pressures and impulses resulting from the design level threat (W1) located at the minimum standoff of 25 feet (7.6 m), but no greater than GP1. Although negative phase loading should not be considered, the effects of rebound shall be included in the design of blast resistant glazing. All blast resistant design requirements are in addition to the requirements of the VA Window Specifications. The use of operable windows for blast resistant design is discouraged; however, where operable windows are required, their performance must be demonstrated with acceptable explosive (or shock tube) test data while in the open position.

6.2.1.1 Glass: All new exterior glazing is to use laminated glass. For insulated glazing units (IGUs) the laminated glass is required only for the inner lite.

6.2.1.2 Glazing: The glass shall be restrained within the mullions with a minimum ½” bite and a continuous bead of structural silicone adhesive attaching the inner lite of glass to the frame to allow it to develop its post-damage capacity.

6.2.1.3 Mullions: The mullions are to be of aluminum and/or steel construction and shall be designed to accept a blast load equal to the maximum capacity of the weakest lite of supported glass (i.e., balanced design), but no less than the design level pressures while sustaining deformations no greater than L/30. For windows with glazing lay-up governed by non-blast requirements (hurricane, forced entry, fabrication, handling, and ballistic), mullions are to be designed for the cap https://www.cfm.va.gov/til/PhysicalSecurity/dmPhySecMC.pdf https://www.wbdg.org/FFC/VA/VAPHYS/dmphyseclsp_2015.pdf
