About this file
This is a technical questions and answers document for solicitation 36C25725Q0116 regarding fire alarm and sprinkler system maintenance services for VA facilities. The document provides clarification on multiple facilities including locations in Dallas, Garland, Bonham, and Grand Prairie, Texas, with the incumbent contractor being GCC Enterprise under contract 36C25723P0129.
The Q&A details equipment counts across facilities, including approximately 5,004 smoke detectors in Dallas, 950 in Garland, 590 in Bonham; multiple Notifier NFS2 3030 fire alarm panels installed in 2016; and fire pumps (4 in Dallas, 1 in Garland, 2 in Bonham). The contract scope includes maintenance, repairs, and modifications of life safety fire alarm and sprinkler suppression systems, with invoicing to occur after service completion and monthly for monitoring services. The document clarifies that fire extinguishers and dampers are not included in the contract scope, and that while GSA pricing is mentioned, proposals from non-GSA schedule holders will be accepted. The VA maintains some spare parts inventory, and parts needed for frequent repairs will be paid for by the VA.

35. Section five states a complete inventory of spare parts is to be maintained by the contractor. This is an ambiguous statement. Please provide quantifiable numbers and type (to include model number)of exactly what the government would like us to have on hand (we need this information to determine a start-up cost, unless the Government is going to immediately reimburse us to hold these items).
Answer: VA currently has some inventory and spare parts would consist of some smaller items where a one for one can be done so the VA does not have to have so many deficiencies on the inspection reports if possible.
36. Section five states a complete inventory of spare parts is to be maintained by the contractor. Will the Government be paying for these parts up front?
Answer: Yes, the VA would pay for parts to have on hand and store as needed
37. Section five states a complete inventory of spare parts is to be maintained by the contractor, as many of these items will be electronic that will degrade over time, and will no longer be covered under warranty, is there a replacement plan (whether through rotation, or through sell back, and purchase new)?
Answer: The VA will make the best effort to store only parts that are used frequently
38. Section 8b. States that all red tagged items will be investigated and quoted within 24 hours, work completed within 72 hours. Please amend as this is an unrealistic time frame that is only in place to hurt the contractor. Unless the expectation is that the contractor holds an entire system, for every type of system, there will be items that cannot be replaced in that timeframe. For example, if a Main FACP crashes, we most likely will not have a replacement on hand. As you did not provide any information on the type or size of the FACPs, we have to assume that you have some with major panels like a Notifier 3030 with an ONYX station. An ONYX station costs well over $20,000, and you cannot go to the local store and buy one. You have to order it. They (like a lot of panels) are built to order. Please adjust to a more reasonable timeline, remove completely, or add verbiage such as depending on product availability.
Answer: This is for an approximate quote to have in a timely manner, not repair of system, The VA understand parts are not always readily accessible
39. Could you kindly provide an equipment list for all buildings?
Answer: VA can provide recent inspection reports that list all equipment
40. I noticed there is a facility in Grand Prairie. If there is any information for this site, please send also that would be very much appreciated.
