Solicitation No. 36C25622R0014; Project 520-22-102 Replace Multiple Fat Roofs, Biloxi

RFI Q&A Register:

Proposal RFI #1- The scope of work document outlines a 2-ply APP roof system, but the specifications document is for a 4-ply built-up roof system. Please confirm that the Scope of Work document is the correct specification.

Response: The APP Bitumen Roof (Bldg 31) is a 2-PLY System; APP Modified Base sheet (SMOOTH) and APP Cap Membrane (Granules).

Proposal RFI #2- The scope of work document states to replace metal components with matching type and gauge. Does this take precedent over the metal types outlined in the specifications?

Response: The Metal Components can be 1) matching type and gauge as a minimum, 2) metal types outlined in the Specifications. Depending on Installers access to pre-finished metal components, same type and gauge as existing is acceptable.

Proposal RFI #3- The specification states to install metal grating walkway while the scope of work mentions APP walk pads. Which is correct?

Response: The APP granule walk-pads will be utilized. NO metal grating will be used.

Proposal RFI #4- Is the slope of the existing tapered insulation known? There are several low windows above the roof surface that would cause interference with any increase in insulation thickness. If needed in these areas, would a deviation from the minimum ¼” slope requirement be acceptable?

Response: The Design Slope - See document: 36C25622R0014 - ARCH REC DWGS 18(AE-140) that was provided as a PDF Drawing under Amendment 0003 dated March 11, 2022.

Proposal RFI #5- Please confirm that all counter flashings are to be installed at existing height into existing receivers.

Response: Counter Flashing to be installed per recommendations of Roofing Manufacturer and best practices.

Proposal RFI #6- Would a 2-ply SBS roof system be an acceptable alternate for building 31?

Response: The APP Bitumen Roof (Bldg 31) is a 2-PLY System; APP Modified Base sheet (SMOOTH) and APP Cap Membrane (Granules).

Proposal RFI #7- Please confirm the scope of work for buildings T-104 and T-105. It was mentioned at the site visit that these may be switched to a single ply system due to the fire risk of a torch-applied system on a wood deck.

Response: The roofing system recommended for T-104 and T-105 will be a TPO Membrane (60 mil).

Updated Specifications will be included with the RFI.

Proposal RFI #8- How are price escalations between the time of bid and time of material delivery to be handled?

Response: Pricing for this Project is to be submitted in PRESENT Day monies.

Proposal RFI #9 - Bldg. T104 & T105 – The current roof in the scope may be too much for the structure.

As discussed at site walk a TPO or a strong flowable sealer may be better. Please reverify what system is needed.

Response: The roofing system recommended for T-104 and T-105 will be a TPO Membrane (60 mil).

Updated Specifications were included with the RFIs posted under Amendment 0003 on March 11, 2022.

Proposal RFI #10 – For Bldg. T104 & T105 will the canopies need to be reroofed over entrances?

Response: NO. Canopies around T-104 & T-105 are METAL and not included in SOW.

Proposal RFI #11 – For Bldg. T104 & T105 Are Gutters included for this building ?

Response: YES. The Guttering System and Downspouts will be included. The size should be commercial grade and the Color is White. Submittals showing color and size is required.

Proposal RFI #12 – With the close proximity of these buildings to the cemetery will all work need to be stopped during funerals?

Response: NO. The cemetery is quite a distance away and will only disturb the project while the funeral procession enters and exits the cemetery.

Proposal RFI #13 – For Bldg. 31 were canopies over ramps and back entrances included in the 56,900 SF?

Response: NO. Please allow for the canopies in the Project. Please verify all measurements with the provided Architect Drawings.

Proposal RFI #14 – Just a note, Bldg. 31 the metal roof gutters are leaking in spots and dripping onto the flat roof. Many wall expansion joints over the roof could be contributing to leaking. Does this need to be repaired as well?

Response: YES. The goal of this Project is to provide Weather Protection to the building, equipment, and occupants.

Proposal RFI #15 – A-3 pg. 2 COVID Scope of work says nurses will be screening our people each morning.

Please clarify COVID requirements since this takes time out of our work day.

Response: As of this response, NO COVID documentation is required. If a worker exhibits signs of ill health, please refrain from working until the health improves.

Proposal RFI #16 – Does all past performance projects need to be between $2M-$5M to be considered relevant?

Response: ANY Past Performance of Projects of SAME SCOPE and SIZE are relevant.

Proposal RFI #17 – Since materials are difficult to quickly procure these days please confirm if the submitted schedule should indicate normal “perfect world” dates for the proposal.

Response: Please provide SCHEDULE for PRE-Covid Conditions.

Proposal RFI #18 – A.3 pg. 1 scope of work states, “Roofing Manufacturer must be on site minimum of 2 times per week to ensure installation inspections”. Please confirm that this is required.

Response: The Manufacturer’s Warranty has stipulations that require storage, handling, and installation be done a certain way for the Warranty to be Upheld. Depending on your Material Manufacturer, whatever requirements they have to provide Government with manufacturers 20-year “No Dollar Limit (NDL) Roof Guarantee” and Installers 5-year Labor / Installation Warranty.

Proposal RFI #19 – Scope of work states “contractor shall remove debris daily from the Biloxi VA property”.

Will we be allowed to use dumpsters until they are full then they are removed?

Response: YES, Contractor will be allowed the use of a Roll-Off to be positioned on site. The dumpsters will be placed on pavement and any grass / sod / shrubs / trees that are damaged will be replaced with like so as to leave the site in a pristine at all times.

Proposal RFI #20 – Please confirm if one page is to be considered front and back of one page?

Response: Please refer to page 23, as outlined in the solicitation under section 1.2 Proposal Preparation & Evaluation Information, which states:

Proposal size will be limited as shown and font/size shall be no smaller than Time New Roman 11. Page limits are for single sheets of paper and may be double-sided. If these page limits are exceeded, the pages in excess of the limit will not be read or considered.

Proposal RFI #21 – Can completed CPARS be done rather than PPQ?

Response: Please refer to Factor 2 – Past Performance, under Section 2c. Timely Performance Under Previous Construction Contracts on pages 25-27 of the solicitation regarding the importance of the evaluations that are provided for PPQs and CPARS.

Proposal RFI #22 – After the site walk started several people joined and don’t appear to be on the sign in sheet. Is there a way to identify them in case they might be subcontractors we can use?

Response: There were numerous contractors & subcontractors in attendance. These participants were in attendance in the Bldg 31 Conf Rm. One of the gentlemen had to walk out to his vehicle to obtain his measuring device and it is believed that the other two participants were accompanying him, but I do not recall which company they were representing.
