1. EXECUTIVE SUMMARY
In 2015, The Department of Veterans Affairs – Office of Construction and Facilities Management (CFM), commissioned E.K. Fox and Associates, Ltd. (EKFox) to perform the electrical system condition assessment of the North Little Rock Veterans Affairs Medical Center (VAMC). The scope of the assessment was to provide short circuit analysis, protective device coordination study, voltage drop analysis, arc flash hazard analysis, and equipment condition assessment with the purpose of improving the safety and reliability of the electrical distribution system. The report containing the findings and recommended corrections was delivered to the VA CFM and the VAMC in 2016.
The findings and recommended corrections addressed numerous issues that ranged from safety and code related items, to coordination adjustments to reduce nuisance trips, and equipment replacement to address aging or damaged equipment. Safety related items are a higher priority and require a more immediate response whereas some coordination and condition-related equipment replacements allow for more flexibility in how soon they need to be addressed.
Currently, Cornerstone Contracting, Inc. (CCI) is implementing the recommended corrections based on findings from the previous study. Based on the project scope of work (SOW), the equipment replacements and adjustments being provided by CCI are primarily to address the previous coordination adjustments and equipment condition-related findings. However, the CCI SOW does not cover all of the recommended corrective actions that were in the previous study.
EKFox has been tasked with providing an update to the original report and analyses. In lieu of a new complete site survey, EKFox has performed the analyses using input from CCI, the VA, and equipment vendors to update the software model and electrical analyses. In some cases, certain assumptions were necessary to perform the report updates. These assumptions have been detailed in Section 2. Also, the SOW does not specifically state if all of the other recommended corrections had been performed under a previous effort. For example, it is likely that the higher priority activity of replacing the “failed” circuit breakers identified in the device evaluation would have been accomplished under a separate, nearer-term effort. Therefore, we have taken the more conservative approach to re-report these findings, which can then be field verified to determine if they have already been addressed or are still needing correction.
Our updated short circuit analysis, which aims to identify if circuit breakers can safely interrupt the fault current due to a short, has currently shown eleven (11) overcurrent protection devices (OCPD’s) have failed the device evaluation for interrupting capacity. However, it is possible that some or all of these failed devices have been replaced since the original study with ones that meet the required ratings. These eleven (11) OCPD’s were also reported as failed in the previous study. No new failed devices were identified in the current study. Section 3 of this report has additional details.
The updated protective device coordination study uses the current fixed and adjustable settings of the existing OCPD’s to graphically display how those devices will respond to a short or overload event. The settings are then adjusted to allow the protective device closest to the fault to interrupt the circuit thereby minimizing the disruption of electrical service. Our study currently identifies ten
(10) OCPD’s that may require settings adjustment or replacement to either better coordinate

with other OCPD’s or to provide the correct level of protection for downstream conductors. Some of these current recommendations are due to the fact that adjustment and replacement certain OCPD’s was recommended in the previous coordination study but did not seem to appear in the CCI SOW. There are five (5) new, recommended adjustments that are due to the fact that some of the new replacement panels in Building 170 have circuit breakers that have slightly different trip curves than what was used for the previous coordination study. Additional details can be found in Section 4: Protective Device Coordination Study. We also include the time/current characteristic (TCC) graphs, which that show the interaction of the OCPD’s with the existing and recommended settings applied, in Section 4.
Finally, we performed an updated arc flash hazard analysis to determine the incident energy released by an arcing fault at the location of each device in the electrical distribution system. This analysis is also used to determine safe working distances and the required personal protective equipment (PPE) for personnel working in the panel. The results show a total of one (1) bus in Building 170 and thirty-three (33) buses for the secondary buildings that have an incident energy level at or above 40 cal/cm2. It should be noted that the majority of these buses are located at the secondaries of the service transformers to the buildings. EKFox will also provide an updated set of arc flash labels that can be applied to the panels and equipment to warn of the potential electrical dangers.

2. INTRODUCTION
2.1. Personnel

2.2. Calculation Methods
As mentioned, this study includes the following elements: short circuit calculations, overcurrent protective device coordination, voltage drop analysis, arc flash hazard analysis, and a condition assessment of electrical equipment.
All calculations have been performed using software developed by SKM Systems Analysis, Inc. The software is named Power*Tools, Version 9.0.0.3 and it is a modular assembly of programs. The following modules have been used for this study:

2.3. Study Assumptions
The EKFox team has attempted, to the extent practical, to provide accurate updates for the previous study. In some cases, certain assumptions had to be made as a compromise between the project scope, available and provided equipment information, and required inputs to the software model. The following describes types of data that has been assumed for the purposes of this study:

2.3.1. Utility Information
Updated utility fault current information and system parameters were not provided for this analysis. As such, the utility information used in the previous study has been used for these analyses.
2.3.2. Replacement System Components
When complete equipment information was provided for a replacement system component, the model was updated to reflect this information. For items where some information was missing (e.g. breaker type, trip setting, etc.) The previous survey information, previous proposed study recommendation, or engineering judgment was used to fill in the missing information. In cases where the information for a replacement component (e.g. a larger ampacity breaker replacing a smaller ampacity breaker with no change to conductor size) conflicted with the original surveyed information (or introduced a new code or safety related issue), it was assumed that the replacement would have been adjusted or substituted to match the original equipment size or setting.
2.3.3. Previous Study Coordination Recommendations
The current study assumes that all of the previous study recommended coordination changes and replacements have been applied to the system. The updated coordination study has been accomplished by coordinating the replacement system components with the results from the previous coordination study.
2.3.4. Previous Study Device Evaluation Analysis
It is likely that some of the devices that failed the previous fault current and device evaluation analyses have been replaced prior to this project. However, the device parameters were not updated unless equipment information was provided to do so. Thus, devices that failed the current device evaluation should be field verified to determine if they were replaced as part of a previous effort or that the device requires immediate replacement.
2.3.5. Newly Added Equipment or Areas
The scope of equipment and areas for the present study only includes the equipment and areas that were part of the previous study. No equipment or survey information was provided for any newly added equipment or areas, so they have not been considered in this study.

3. FAULT CURRENT ANALYSIS
3.1. Introduction
The fault current analysis is developed based on data for the North Little Rock VAMC electrical distribution system. The analysis examines the short circuit currents that occur at selected locations in the electrical system and is used to determine the capability of the system to withstand an electrical fault without damage.
Due to the size and complexity of Patient Building #170 and the overall campus, the original electrical studies were performed with separate SKM project models – one (1) for Building #170 and one (1) for the secondary buildings (i.e. the buildings for the rest of the campus).
The present study update has kept this separation between the two (2) projects.
One-line diagrams of the system are included in Appendix A. Reports showing the complete input data used to construct each model are included in Section 3.4.
3.2. Sources of Fault Current
The short circuit fault current calculations performed for the North Little Rock VAMC electrical system are based on the available fault current information that was originally obtained from the utility (City of North Little Rock Electrical Department) for the original study.

Additional sources of short circuit fault current are the induction motors which operate throughout the system. Typically, these motor contributions are relatively small especially when a fault is located some distance from the motor, and when a motor is under 50HP.
3.3. Calculation Scenarios
The original report included three (3) scenarios that will be revisited in this analysis. These scenarios are run in both the Secondary Buildings project model and the Building 170 project model. The first DAPPER report included in this submission for each project is based on the normal interconnection of the electrical power system elements fed by the utility service.
Additional reports for this system were generated for two (2) other scenarios. The three (3) total scenarios are summarized in the table below.

3.4. SKM Power*Tools Input Data Reports
The included DAPPER input reports list the system components used to calculate the short circuit currents for the Normal Interconnection scenario in each project described above.
Additional input reports were generated and used for calculations for the other scenarios, but only the report for the Normal Interconnection scenario for each project is included here for brevity. The reports for the other scenarios are included in the soft copy disc.
