No. Question Answer 1 Section 7.0 Service Representation and Response Time calls for 24x7x365 on-call emergency response. Is the focus of this resource response to assume overall emergency response O&M responsibility of the facility’s power distribution system in general, or just to be prepared to support issues that might develop during testing of these systems, or some other concept of support for these power distribution assets? Please provide more information on the purpose, intent, etc.

of this capability requirement. This clarification impacts the resourcing plan, pricing and ensures a better alignment of resources to properly support the facilities and their intent.

Service Representation and Response Time calls for 24x7x365 on-call emergency response for the Mission Critical Facilities for both Campuses.

2 Please provide a LIM equipment list, to include make and model, quantity of each, etc. if possible. This information will allow for identification and logistical planning of the specific LIM test equipment necessary for the facility’s existing installed base. The make and model, etc. might be shown in the full 2021 LIM Test Report.

See Attached LIMs ID Test Sheet for reference. (Exhibit G)

3 Please confirm that load bank testing of the generators is not part of this Scope of Work.

Correct load bank testing on generators is covered in another service contract. However, the Government may coordinate Triennial testing with both the awardee of this contract and the generator service contractor.

4 Please confirm that the stated Scope of Work’s Arc Condition Information Capture and updates of SKM software model (Section 3.9 of SOW) does not include the completion of a new Arc Flash, Coordination or Short Circuit Analysis study. If discovered changes to the facility’s power distribution are determined to be in excess of “Minor” and the facility determines that a new study is required, that will be beyond the stated SOW within this RFP.

ARC Flash 2020 Files & Complete reports attached for review (Exhibits H, J, K, L & M).

Awarded contractor will receive SKM Models.

5 What equipment within the facility’s power distribution systems, LIM, UPS or PV systems is currently under warranty or existing O&M contracts?

NONE.

6 Are there any existing warranties or O&M contracts for the facility’s generators or Lightning Protection systems?

No

7 Please provide a copy of the last PV systems’ inspections and condition assessments for the facilities’ various existing distributed PV systems if available.

See attached ESPC Assessment report from 2018 (Exhibit N).

8 Please provide information on overall performance degradation on the PV systems since installation if possible.

This information might be provided within the latest PV systems’ inspection and condition assessment or available from the PV systems’ monitoring systems.

See attached ESPC Assessment report from 2018 (Exhibit N).

9 Will facility service utilities be available for use by the contractor for powering test equipment and water for PV panel cleaning?

Power is available. Water is not available.

10 For clarification, does the annual IR scan within the SOW require that all listed equipment (All IR Scan tabs in both Exhibits A and B) be done annually (each year) or can the listed equipment be covered over a three year rotational basis along the lines of a Triennial O&M. We have seen different VA approaches on this requirement in reference to the VHA Directive 1028.

Annually each year.

11 Please provide a copy of the previous power distribution equipment test report(s) that cover MV & LV Breakers, Relays, MCCs, ATS, UPS, Switchgear and Transformers if possible. This will provide contractors with a baseline understanding on several items for project estimating.

Past IR scans are provided (Exhibits P & Q).

Other testing Reports for MV & LV breakers are not readily available due to old files lost in change of commands or lack of testing completed.
