502-17-300 Pre-Award RFI Register

Question
Answer
1) According to sheet 16-E-003 there is a 1600A Trip and meter located between the transformer and the service entrance switchboard. We were not able to locate on site where this occurs. Currently it appears the transformer goes directly to a large junction box outside the building to the existing service entrance switchboard. Please if the 1600A and meter really are there on site and if so where are they located?
The switchboard “SWBD” is inside Building #16 close to the sliding glass door between the washer and the dryers. The board has a main circuit breaker with 1600A trip setting. The meter is mounted on the board itself.

This is referring to the 1600 amp main located in the left half of the switchgear.

The meter this is referring to is CTs located in the switchgear and a controller located on the right side of the switchgear. This metering system is connected to our control system.

2) According to sheet 16-E-003 there is an existing 2000A switchboard on 02/16-E-003. Then if you refer to 01/16-E-003 the switchboard states that it is 1600A. Do we need to replace the breaker or the plug rating?
The rating of the switchboard is 2000 Amps. The rating of the switchboard on Sheet 16-E003, detail #3 is a typo and should be read as 2000 Amps. There is NO need to replace the breaker OR the rating.

The switchgear is rated for 2000 amp but has a1600 amp main breaker.

3) If you refer to sheet 16-EP-102 there is an existing pull box outside on the SW corner of the building. The existing conduits from the transformer to this pull box are slightly exposed on the top of the conduits. Do we need to reroute these lines, or should they be buried deeper?
Sheet 16-EP-102 shows the new location of the existing pull box after being relocated. Refer to sheet 16-ED-102, Note #5 which clearly states the pull box to be relocated. The existing location of the pull box is in the way of construction zone and is therefore being relocated. Provide the routing of the conduits at the new location of the pull box to avoid any exposed conduits.

With relocating the pull box to this location will allow the conduits to be fanned out and this will allow the correct coverage of the conduits

4) We are requesting information on the disposition/disposal of laundry equipment including but not limited to the following:

· Laundry Equipment

· Roller beds

· Racks

· Tanks

· Pumps

· Laundry totes

· Other demoed items The laundry equipment to be disposed of will become the property of the successful bidder. They will dispose of this equipment as deemed necessary as per General Requirement 01 00 00 – 9 Section 1.8 Disposal and Retention A. 2. Items not reserved shall become property of the Contractor and be removed by Contractor from the Medical Center.

See attached list of equipment to be disposed of by the contractor.

5) Please confirm the VA10091 FMS Vendor Request Form (EFT) and Vendor Request Form referenced in Exhibit G List of Returnables is not required with the Offeror’s Technical and Price Proposal but is to be submitted if the Offeror is selected for award.
All offerors that submit a proposal shall submit EFT information.
6) Please provide locations for dedicated contractor parking spaces, office trailer/s, material laydown area/s and debris dumpsters
This information will be provided to the successful contractor at the Pre-construction Kick off meeting. The VA can not provide this information at this time due to the changing layouts with existing and future constructions project here on campus. The VA will work with the successful contractor to provide all necessary space required.
7) Helipad is extremely near Building 16. Please provide any and all restrictions for the use of cranes on this project.
Helipad will stay in operation at all times and contractor should limit crane time if possible. The hospital is normally notified prior to helicopter arriving and contractor would have 5 to 10 min. to put boom back in place to prepare for landing. At no time during the project should anything be placed on or near the helipad. At no time should anything light weight be anywhere near (lay down area) the helipad because it could become a flying object causing damage to buildings or wounding personal in the area or causing the aircraft to crash. This facility only has a few landings a year but it must remain open at all times due to FAA regulations and if it is closed for any reason without notifying FAA it could result in a daily fine. Also closing helipad for any length of time could result in the helipad being permanently shut down until the VA meets new regulations for a helipad.
8) Is ATFP criteria required for this project and are they incorporated into the current design?
in the VA PHYSICAL SECURITY DESIGN MANUAL (PSDM) - JANUARY 2015 per 16-G-002
9) Please confirm that ADA criteria is required and incorporated into the design.
This project was designed to Architectural Barriers Act Accessibility standards, VA Supplement, Barrier Free Design Guide per 16-G-002
10) Please provide a current statement of conditions for all Hazardous Materials previously identified on the project site.
We do not anticipate any Hazardous Materials remediation during this project. If the contractor encounters or suspects there is hazard material on site, the VA will address the issue upon notification from the contractor
11) Please provide all security procedures currently in effect for Alexandria, La. VAMC.
In section 1.5 of 010000 Specification it states that the VA requires physical and administrative security for the duration of the project. This is standard language for all VA construction projects and is necessary. Therefore, section 1.5 of 010000 of the specification will be strictly adhered to.
12) Please confirm what is to be done with the existing laundry equipment currently in Building 16.
The laundry equipment to be disposed of will become the property of the successful bidder. Items not reserved shall become property of the Contractor and be removed by Contractor from the Medical Center.

This requirement will apply to all equipment not designated as salvage.

13) Please list all equipment and material currently in use or housed at Building 16 that must relocated by the contractor as part of the relocation of employees as described in Paragraph 3 of the “Scope” section of the Statement of Work for the RFP.
The contractor will not be responsible for this relocation.

There are no proprietary contractors on this contract.
20) Please provide the anticipate award date for this contract.
30 Sep 2021.
21) Will all the existing laundry equipment be discarded by the GC?
The laundry equipment to be disposed of will become the property of the successful bidder. They will dispose of this equipment as deemed necessary as per General Requirement 01 00 00 – 9 Section 1.8 Disposal and Retention A. 2. Items not reserved shall become property of the Contractor and be removed by Contractor from the Medical Center.

This requirement will apply to all equipment not designated as salvage.

22) Do the RFIs previously responded on this project, apply for this solicitation?
Yes
23) 093013 Part 2 Products 2.1 D 3 a,b,c,d,e,f states no internal or external corner can be square. If this is so; metal trim would have to used to provide this at floor to base or floor to wall and inside corners of wall tile. The drawings and elevations do not reflect this type of trim; it appears that base and wall tile is set directly on top of floor tile. Metal trim can be provided to accomplish the no square edges; but will add additional costs.
External corners to be bullnose per 2.1.D.3.b
24) Ref: A-602 FMS Wall Tiles: lists wall tile size at 9x36; N/A is 18x36 acceptable. Comments Section notes 2x2 mosaic accent; there appears to be a 2" section on wall tile elevations at approx. 4' from floor. I assume 2x2 mosaic same manu. and style as the other floor and wall tile is acceptable.
Tile sizes as called; same manufacturer for mosaic banding.
25) Ref: 101B & 102B Showers we find no recessed slab on foundation plans or demo. Spec's 093013 ref. provide slope to drains. How will this be accomplished. Sheet A-602 Finish plan shows 24x24 floor tile in shower areas; this can not be accomplished using 24x24 tile. The use of the 2x2 mosaic in this area is more feasible to provide slope to drain and for slip-resistance.
24x24 tile will require being cut at shower locations. Smaller tiles as alternates, built up grout screed or grind as needed for slope, cut tile accordingly. Quantity and location of floor drains in adjacent areas is adjustable to match bed depths.
