Project #502-19-103: Replace BLDG 7 AHU’s RFI Register

1. The DOR has omitted engineered Fire Alarm drawings. Please provide engineered fire alarm drawings clearly showing the interconnection of the HVAC DDC and Fire Alarm.

· There are no new Fire Alarm devices. Electrical drawing note says to re-connect circuit from old smoke detector to new smoke detector on each AHU. (See Notes on Sheets EP-102 – EP-105.)

2. Please confirm the past performance relevancy period is 5 years for this RFP.

· Past performance relevancy is 5 years; Page 11; Para 1a & 1b.

3. Factor 1 requests the contractor provide past performance project narratives. Exhibit A Performance Relevancy Survey requests project specific information for each referenced past project. Can Exhibit A be the contractor’s response to Factor 1 or does the contractor have to provide both Factor 1 project summaries and Exhibit A Performance Relevancy Surveys. These two items appear to be redundant and would be require additional review time that wouldn’t be necessary if they are combined.

· Exhibit A is intended to be a stand-alone document to supplement evaluations and cannot be combined to satisfy other portions of the solicitation. Exhibit A has been corrected-Part 1 is for NO MORE THAN 5 PROJECTS-Part 2 is not project specific and only needs to be completed once.

4. Due to the COVID-19 Pandemic and state of emergency many states have issued stay a home orders and quarantines for out of state travelers. Additionally, many jurisdictions have issued orders to limit face-to-face contact as much as possible. On many of our current Federal solicitations the KO’s have required e-mailed proposal to comply with state mandates to reduce face to face contact. Please advise if an e-mailed cost and technical proposal with a hard copy of the bid bond sent prior to the bid date would be acceptable submission method.

· Emailed proposals will not be accepted. Hard copies are required for the technical evaluation team.

5. Can CPARS be submitted in lieu of Exhibit B: Past Performance Questionnaires?

· Offerors are not restricted from providing CPARS; however, Questionnaires are still required, as they have more specific questions.

6. Sub Factor 2C requests a site-specific Quality Control Plan. USACE EM 385 based site-specific Quality Control plans are extremely detailed and exceed 25 pages. Can the site-specific quality control plan be submitted as an attachment to the technical proposal and not count against the proposal page count? If not, can a Quality Control Plan narrative suffice for this sub factor?

· A narrative/summary for evaluation purposes will be acceptable. A detailed site-specific safety plan will be required for the incumbent during the kick-off meeting. The Department of Veteran’s Affairs does not require a USACE EM 385 safety plan.

7. Please provide the make, model, and service contractor for the current FA system.

· Maker – Edwards

· Model – Fire Works

· Contractor – Concept

8. Please confirm that any reference to make or model mentioned in the contract are the basis of design materials/equipment.

· Not applicable

9. Specific Note #2 on the Life Safety Plans states the contractor is to replace the fire sprinklers in the mechanical rooms, yet the plan set is missing engineered Fire Suppression drawings. Please provide engineered fire suppression drawings clearly indicating the quality and type of fire sprinkler head that is to be installed by the contractor to rectify the DOR’s design omission.

· Contractor will be responsible for developing and submitting shop drawings. Site visit is necessary for this information.

· This visit can be concurrent with the pre-construction conference.

10. Please provide site plans showing the contract haul routes and site laydown yard.

· Specification 01 00 00, Section 1.6, Operations and Storage Areas addresses contractor operations, haul routes, storage, work execution, and contractor’s work plan. The work plan must address phasing, safety measures, and access / egress routes. These items will be discussed at the pre-construction conference.

11. Please provide floor plans clearly illustrating the contract haul routes to each mechanical room.

· Specification 01 00 00, Section 1.6, Operations and Storage Areas addresses contractor operations, haul routes, storage, work execution, and contractor’s work plan. The work plan must address phasing, safety measures, and access / egress routes. These items will be discussed at the pre-construction conference.

12. Please provide a reflected ceiling plan for the work areas.

· The reflected ceiling plans necessary for this project have been provided. Contractor can obtain additional information during a site visit.

13. The provided schedule doesn’t provide the wet bulb temps. Please provide. Also, are cleanable tubes required?

· All AHU heating coils and duct reheat coils and run around coils do not require wet bulb temperature data as these do sensible only heat transfers. The AHU cooling coils, and 7-HE105 heat recovery coil have wet bulb temps data shown on schedule as “w.b.”. Cleanable tubes? If this means cleaning the internal surfaces of the tubes, that is not required.

14. Reference solicitation page 16 of 72: Can you please delineate the items required for submission in the Price volume? As written, we only provide two items in the Price proposal.

· The below items are required in offerors proposals:

· Page 6; A.1 Schedule of Offer Items-Lump Sum

· Page 7; schedule of values-Breakdown by Divisions

15. Representations & Certifications are included in solicitation paragraphs 3.1 – 3.6, but there is no requirement identified in the solicitation to provide completed Reps & Certs with our proposal. If they are current, are our on-line Reps & Certs (www.sam.gov) sufficient or are we required to submit additional Reps & Certs from the solicitation? If the latter, which paragraphs are we required to submit and in which volume are we to place them?

· Offerors are to submit completed Reps & Certs.

· Paragraph (h)

· Volume 3; price

16. Reference Exhibit A, Performance Relevancy Survey, Part 2, paragraph C: We have subparagraphs for 1 and 3, but there is no subparagraph 2. Are we missing any required information?

· Exhibit A has been re-worked to remove inaccurate/out-of-date information.

17. Reference Exhibit D, Contractor Evaluation Form Construction Safety: Into which volume are we to place this exhibit?

· Volume 3; price

18. May we submit Volumes I and II in one binder?

· Yes.

19. Reference solicitation page 15 of 72, paragraph 2b.: Is there a recommended format for the information presented for the superintendent and project manager?

· There is no recommended format.

20. Will the project be tax exempt?

· No, contractors are not tax exempt.

21. Can Site Superintendent also be the SSHO?

· Yes.

22. Can Site Superintendent also be the QCM?

· Yes.

23. Can Site Superintendent be both the SSHO and the QCM?

· Yes.

24. Confirm that 316 calendar days is to commence upon on-site mobilization and not upon award of the project. This will allow all proper approvals and construction of these specific HVAC units which we are told by several HVAC subs is between 12 -16 weeks from actual approval. Being that there is a limited amount of work which can be completed, the time is critical for project completion.

· Our best estimate at this point of the time needed to do this things is 316 days from Notice to Proceed.

25. Can each phase of work contain a small laydown area adjacent to the work to allow in keeping specific equipment in the area?

· Lay down areas will be site specific per AHU due to MRI zones, ingress / egress areas and foot/vehicle traffic. Phasing plan should include weekends or afterhours operations and lay down areas per the design

26. Are temp units to be enclosed with fencing?

· Yes, temporary AHUs will require security fencing around the unit and power transmission lines will be required to be covered and safeguarded from foot and vehicle traffic where applicable.
