Site Visit Instructions – 502-19-103 Replace BLDG 7 AHU’s Alexandria VAHCS, Pineville, LA 71360
A site visit is being conducted for the following requirement that is being used as the seed project for the AR Region MATOC: 502-19-103 Replace BLDG 7 AHU’s. The date/times for this site visit was chosen at random and is solely based on site availability and the availability of the facility personnel who will be conducting the site visit. It is highly encouraged that all eligible offerors attend this site visit. Due to COVID-19, only one attendee from the Prime SDVOSB is being allowed for the actual site visit conducted by the VA, no subcontractors, unless the Prime is unable to attend. All will be required to go through screening checkpoint. Police Services will direct you when you come on the VA campus. IF YOU ARE ILL/SICK PLEASE DO NOT ATTEND.
Scope: This site visit is for viewing purposes only and is intended to give potential offerors a “first-hand” look of the inside of the building location included in the project. Attendees will not be permitted to touch, handle, operate, use, maintain, or service any of the equipment referenced in the solicitation. Photography is permitted during the site visit; however, pictures and video are to be limited and may be taken when informed and approved by VA staff for inside locations shown only. Photos and videos should not be taken of Veterans or VA staff. Training will not be provided or conducted during the site visit. Contractors will also not be given instructions, recommendations, or guidance for this procurement. During the course/conduct of the site visit vendor questions will not be answered or addressed. However, contractors will still have an opportunity to submit questions or other inquires that are related to (or arise from) the site visit that is conducted using Exhibit F. The terms and conditions of this solicitation, to include Statement of Work requirements, shall remain the same despite an offeror’s inability or unwillingness to attend this site visit when scheduled. An alternate site visit date or an additional site visit opportunity shall also not be provided to offerors who can’t or who don’t attend the single site visit that is planned for this requirement. Minutes, records, or proceedings to include “I couldn’t attend, what did I miss?” type of information shall also not be provided to any offeror once the site visit has been concluded.
Date: A site visit will be conducted on 07 October 2020. One-time occurrence. SDVOSB’s must have received a confirmation from the Contracting Officer with their time slot to attend; no exceptions.
Location: The location of the site visit is as follows: Alexandria VA Health Care System, 2195 Shreveport HWY, 71N, Adjacent (see below) Bldg. #5, Pineville, LA 71360.

Duration: The site visit for is expected to last no more than 60 - 90 minutes.
Contractor Meeting Point: On the day of the site visit contractors shall after going through the VA screening process (Police Services will direct you) park in the designated parking area and proceed to the below meeting location.
Parking: Site visit attendees may park in the parking lot. On the day of the site visit attendees should allow themselves enough time to go through the screening and find/secure parking to arrive on time for their scheduled site visit. We suggest 30 minutes.
Site Access (Contractor Responsibilities): Access to the medical facility building being shown is restricted and is only open to authorized personnel; the grounds are not. As the medical facility is not a public building with open and unrestricted access.
Uniform/MASKS: The site visit will be conducted in an industrial and medical setting. Formal, semi-formal, business attire and business casual dress is not recommended. ALL ATTENDEES MUST BRING THEIR OWN AND WEAR A MASK THAT MEETS CDC GUIDELINES and bring hand sanitizer. While it is not anticipated that attendees will “get dirty” during their participation in the site visit an appropriate attire should be chosen for an industrial setting. As the site visit will involve some walking to the area of the facility to include elevator and/or stairs, it is recommended that comfortable (but appropriate) shoes be worn and that site visit attendances be physically able to walk for a 60 to 90 minute period (i.e. the site visit duration). Special accommodations shall not be made for attendees who have restrictions or complications relating to mobility/walking to/from the various site visit locations.
