SOLICITATION #: 36C25220R0053 A0006
PROJECT TITLE: LEGIONELLA CORRECTIONS
PROJECT #: 537-18-301B
RFI #RFIVA RESPONSE
11. For the proposal submission: Factor 3: What information or documents are required to be supplied regarding the Contractor Quality Control (CQC) System Manager and their qualifications?Offerors shall include verification of the qualifications of its Contractor Quality Control (CQC) System Manager with its offer. This verification shall include a copy of the CQC System Manager's college degree and resume of construction experience as identified in Evaluation Factor 3, Contractor Quality Control (CQC) System Manager Qualifications.
22. For the proposal submission: Factor 3, Subpart A: What information or documents are required to be supplied regarding the Alternate Contractor Quality Control (CQC) System Manager and their qualifications?See RFI #1
33. When is the work anticipated to begin for this solicitation/contract, as this date directly affects the labor costs and wage rates?Per Solicitation 36C25220R0053 Page 1 Block 13.d (Standard Form 1442), Offers providing less than 180 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.
4There are several hundred sink locations identified where new point-of-use thermostatic mixing valves are to be installed. Is the intent to utilize the existing stop valves below the sink to isolate the area of work for installation of the new valve or are the existing stop valves to be replaced as well?See Revised Statement of Work Part 3 Plumbing Scope
5If the existing stop valves need to be replaced, the riser/building shutdowns that would be required will be far more significant and time consuming. Was this factored into the schedule?See revised Statement of Work Part 2
6The Construction Statement of Work dated 4/1/20, Part 6, section 4, items c and d, indicate that “system shutdown work shall be during low patient demand times performed starting Saturday 10PM to Sunday 3AM” and further states “The VA will do one global shutdown per building and Contractor shall locate the hot and cold domestic water risers and supply lines for each work zone and install a new isolation valves to allow construction activities without the need of a global shutdown every night. VA staff will perform the global shutdown, Contractor shall drain and flush the lines”. According to the bid drawings, Building 1 alone has 72 risers. It is unreasonable to think that one global shutdown would be sufficient to install new isolation valves at 72 riser locations without the shutdown being scheduled for a very long duration. Can we assume that valves currently exist at all risers that will be utilized for shutdowns & will be required to be replaced?See revised Statement of Work Part 3 Plumbing Scope and Part 6, Item 4
7A global shutdown might be utilized to replace valves that are determined to not hold pressure or are found to be inoperable throughout the course of the project, however without a significant survey to determine how many valves that might include, it will be difficult to quantify for bid purposes. Is this something that might be better handled by an allowance to insure that all contractors are carrying the same amount? For bidding purpuses contractor may assume (2) shutoff valves per each riser for BLDGs 1, 11 and 30.
8Amendment A0004 included a list (filename 12. Plumbing Fixture) that appears to outline the overall scope of the plumbing work required for the project, and based on the assumption this list was updated as part of the latest amendment, I would assume this provides the most complete information. In some ways, this list appears much more detailed than the 1/6/20 drawing package (the list includes building 40, but the drawing package does not…the list includes more floors per building than the drawing package….the list includes rooms that are not included on the drawings…etc.). However, in some instances, the scope outlined on this list differs from the scope outlined on the drawings. Couple examples: a. Building 1, Room 5433. Per the list, the scope is “Remove and replace temperature mixing valve. See P-501”. Per the drawings, the scope is “Demolish existing plumbing fixture. Remove all associated domestic water piping back to main. Remove all associated sanitary and vent piping back to main.” b. Building 1, Room 3468. Per the list, the scope is “Remove lavatory and faucet complete including water supply piping up in wall back to connection with main and cap waste piping in wall. Finish wall surfaces to match existing”. Per the drawings, the scope is “Remove faucet and replace with P-435 faucet in its place. Program new faucet to flush piping 2 times per day at times selected by the COR”. Which supersedes the other the list or the drawings? The list on the drawings supersedes the Amendment A0004 list (filename 12. Plumbing Fixture) .
9Where fixtures are being removed in their entirety, the plans outline the scope as: “Demolish existing plumbing fixture. Remove all associated domestic water piping back to main. Remove all associated sanitary and vent piping back to main”.. The list from Amendment A0004 defines the scope as: “Remove lavatory and faucet complete including water supply piping up in wall back to connection with main and cap waste piping in wall. Finish wall surfaces to match existing”. Please clarify if the drain/vent piping needs to be capped back at the mains?See Statement of Work Part 3 Plumbing Scope 1.b
10If asbestos is encountered during the course of construction will it be treated as a extra to the contract or should the contractor include asbestos removal costs in the bid proposal?Asbestos abatement is not part of the scope. See Part 6 item 5.e
11New SOW increases the PoP for the project from 265 days to 404 days. Please confirm that this is the new PoP as it is not stated as an SF30 amendment change.Revised. See Statement of Work Part 2 Period of Performance
12New SOW has a publish date of 4-1-20. Part 3: Detailed Project Scope of Work references document #3 'construction statement of work" 3-23-2020. Please clarify if you meant 4-1-20 or if there is a new document to be published.Revised. See Statement of Work Part 3.
13New SOW Part 3 plumbing 1.d states 'the contractor shall provide self-sustaining, energy efficient system to power the new faucets. No batteries, not be wired to the main power supply'. Do you have a Basis of Design (BOD) of the fixture you are asking for? We can only assume it to be 'solar' from the SOW.Technically equivalent to Chicago Faucets Self Sustaining Power Supply and shall be compatible with the new faucets installed under this solicitation.
14We want to clarify the New SOW 'general construction scope of work'. 'demolish restrooms' 'demolish restroom new floor, wall, and ceiling finishes per PG-18-14 room finishes, door, and hardware schedule, assume storage for staff and administrative staff area. Remove all old restroom obsolete fixtures from the floor, walls, and ceiling, keep exit lighting'. Please confirm the following based on the way this paragraph is written:

1. new installation of floor?

2. new wall? Patch existing area or new wall seam to seam?

3. New ceiling? Full ACT and grid replacement or gypsum (hard lid ceiling? Or just patch of demo'd ceiling area?

4. New hardware to match existing? To include door hardware and hinges for doors going into these repurposed restrooms?

5. Assume storage for staff and administrative area? Does this mean that repurposed demolished restrooms are to be converted into 'storage areas' at all bathrooms in numbered rooms currently used by staff and administrative personnel?

6. Patching of floors - 'new flooring'. We do not have a spec.

***AMD 004 removed most of the architectural finish specs, to include flooringRevised. See Statement of Work Part 3 General Construction.
15The specification book has 09 06 00 'schedule for finishes' listed in the table of contents ; however, it was not provide in the spec book. The new SOW states 'PG-18-14' for a room finish schedule. We cannot find the finish schedule, hardware schedule or the like in the dwgs, specs, or SOW docs? Please advise.Revised. See Statement of Work Part 3 General Construction an d Task 2.
16In the new SOW it appears that JB is asking us to repurpose several bathrooms to convert into storage closest. For bidding sake, do you have a bathroom count. We are concerned that we are going to misinterpret what JB calls 'staff' or 'administrative staff area' bathrooms. We do not have an architectural drawing schedule by room to show the finishes for floor, ceiling, walls, hardware types, lighting etc. The new SOW states for us to keep only the exit signs. Please help coordinate this concern.Revised. See Statement of Work Part 3.
17JB answer to RFI 13 in regards to field staff points back to section 01 35 26 Part 1.7C and section 01 45 00 and we are familiar. The answer doesn't address a large concern that is costly for the VA. New SOW states two personnel (1) PM (2) Super - who both have to now be certified with the AHAC. 01 35 26 states the "SSHO has to be a separate qualified individual from the prime contractors superintendent and/or Quality Control manager with duties only as the SSHO. This now means a 3rd (3) required full time person from the prime contractor staff. 01 45 00 States the qualifications of a CQC System Manager. This is now a (4) fourth member of the prime contracting team. Because the specifications are not clear, and because we'd rather not charge the VA for all 4 members of the prime contractor staff, could you please let us know the minimum full-time, prime contractor staffing requirements or state which positions can be 'duel' positions. The Superintendent can also serve as the Project Manager provided superintendent is qualified to serve as Project Manager per requirements of the Statement of Work Part 6.
18New SOW says that the contractor shall provide terminal clean. This is usually an EMS (VA) task, where the prime provides construction cleaning. Since this is a large scope of work could you please define the 'terminal cleaning' requirements.See Statement of Work Part 6 Item 7.d
19New SOW states patching of floor areas and 'new' floor areas in the bathrooms converted to closets, but the new specs deleted all flooring specifications. There are mentions of floor with slip resistance of 0.7 in the new SOW. Please advise.Revised. See Statement of Work General Construction Scope.
20New SOW task 2 #5 calls for the contractor to submit a 'detailed finish schedule per room'…for room finishes, door, and hardware schedule.' Please advise if JB is making this a GC task rather than an A/E (Apogee) task. If it is on the GC, please note that this will be a design-assist or design-build project. Please state if GC is required to have an architectural stamp on approved IFC drawings. Also, if GC is to survey each room (850 on project) to assess the finish schedule per VA Office of Construction & Facilities Management Guidelines, the Prime/GC with their designer will need added weeks after NTP to complete an accurate survey, have the finishes approved, and then add the procurement lead time (for the long-lead item) which would be the hardware (4-6 weeks average). In short, will the facility suspend NTP for limited notice to proceed in order to start this project. For consideration, the architectural finishes, to include doors/frames/hardware, must be at the facility at the same time as the plumbing fixtures because the intent of the job is not to go back into the rooms a 2nd time. Please advise as this is an important consideration of the project.Statement of Work Part 3 Task 2 Item 5 is a coordination submittal for finishes to restore all existing finishes impacted by this project. Statement of Work Part 2 Task 2 allows up to 23 weeks after NTP before mobilization.
21New SOW, Part 6.4 Shutdowns. (1) please provide riser diagrams for this project so that we can accurately assess the potential number of isolation valves for this project. (2) 'contractor shall drain and flush the lines' does JB need a chlorination flush as a standard for flushing?See Statement of Work Part 3 Task 2
22New technical proposal requirements, Section 4, Factor 3, call for CQC System Manager Qualifications; however, Subfactor A only asks for the 'Alternate CQC System Manager Qualifications'. Is this correct? Do you want primary shown over alternate? Spec 01 45 00 also state that the CQC System Manager reports to the superintendent. 3.4 Quality Control Organization state that the 'SSHO must report...to a senior project official independent from the CQC System Manager. The new Technical Proposal criteria state the CQC System Manager needs a 4 year degree and 3 years of construction experience which differs from the 01 45 00 which states a 4 year degree with 5 years of construction experience. Please advise.Offerors shall proposed a qualified CQC System Manager for the project and identify an Alternate CQC System Manager that can act in the CQC System Manager's absence. CQC System's Manager qualifications as shown on the evaluation criteria Alternate CQC System Manager qualification are the same as the CQC System Manager.
23Spec 22 40 00 REV1 - "In Lavatories" calls for P-425, similar to Chicago Faucet Model 116.101.AB.1 which is electronic sensor control with programmable flush cycle and accessories. However, new SOW 'Plumbing Scope Description' 1.d. calls for 'self-sustaining, energy efficient system to power the new faucets. The power system shall not require batteries and shall not be wired to the main power supply." The spec and the SOW requirements are in conflict on an important fixture.See RFI #13
24We appreciate the AMD 004 fixture table that was cut off in the dwgs (36C25220R0053-0004011). The main issue is still not addressed and adds a lot of risk to the contractor. Most of the fixture table notes state "Remove and replace temperature mixing valve. See P-501". For single sink areas P-501 show a 'single two-handle faucet' (detail 4) or a 'single sensor faucet' (detail 1). Details 2 and 3 show for project locations with multiple faucets in the same location. The question is which sinks get which fixture? There is a large difference in cost. Does the A/E have a fixture table, by type, where the contractor can swap like for like?Sheet P-501 Details 1 and 2 applies to new faucets. Details 3 and 4 apply to existing faucets to remain but getting a new mixing valve.
25The new SOW states that infection control measures must be taken down after each shift and reinstalled the next. For certain rooms, not where we are just trading out faucets, there are 3-5 days worth of demo walls, demo plumbing, install pipe and fixtures, install new walls, ceilings, and then paint. On these legionella jobs the infection control (temporary barriers) are left installed for the entire duration of that room. Could you consider keeping up the infection control measures for the entire duration of that room's work if it does extend out into the corridors more than a few feet? Taking down each night is not feasible for this project.See Part 6 Item 7.f
26The new SOW qualication for the PM and Super to have the 'National Center for Construction Education & Research' is a new requirement from GLAC that we have not seen in specs before. Is the COR amendable to not beginning NTP until we have our two personnel trained and tested for this certification. There is a $400 test and considerable training. Also requires 5 years of healthcare project only experience if they have a 4 year degree, 7 years of healthcare project only experience if they have associates degree, and 10 years of healthcare only experience if they have no degree.Offeror's Project Manager and Superintendent shall fulfill the requirements no later than 90 days after award.
